
The management of extracurricular tutoring in Phu Tho is gradually becoming more organized, prioritizing the provision of comprehensive knowledge for students right in the classroom.
Transform awareness into action.
In recent times, uncontrolled tutoring activities in some areas have negatively impacted the educational environment and added time and financial pressure on many families. In this context, Circular No. 19, effective from May 15, 2026, is considered an important legal basis for bringing tutoring activities into order.
Immediately after Circular 19 was issued, educational institutions in the province organized briefings for administrators, teachers, and parents; at the same time, they reviewed actual needs and adjusted teaching plans accordingly. Many schools focused on improving the quality of regular classroom teaching, ensuring that students have full access to knowledge right in the classroom.
Mr. Nguyen Quoc Nam, Deputy Principal of Van Lang Secondary School (Viet Tri Ward), shared: “Circular 19 has helped the school resolve many difficulties in managing extracurricular tutoring activities. The school has fully disseminated the content of the new regulations to staff, teachers, and parents; and at the same time, developed an implementation plan for the next school year in a transparent and open manner, ensuring the rights of students.”
According to Ms. Nguyen Thi Thu Hang, a teacher at Van Lang Secondary School, the regulations in Circular No. 19 help teachers feel more secure in carrying out their professional duties. When activities are implemented according to regulations, supporting students in consolidating and systematizing their knowledge will also be more effective.

Schools in Phu Tho province are simultaneously implementing new regulations on extracurricular tutoring, focusing on improving the quality of regular classroom teaching.
In particular, for tutoring centers, especially for 12th-grade students who are in the final stages of preparing for the 2026 high school graduation exam, the flexibility of Circular 19 has received positive feedback. Nguyen Hoai Linh, a student from Viet Tri Industrial High School, expressed: “We really hope that teachers will create conditions to increase the number of review sessions and add more realistic exam questions to best prepare for the upcoming important exam.”
Responding to that aspiration, Mr. Nguyen Xuan Quynh, Principal of Viet Tri Industrial High School, affirmed: "The circular was issued very timely. The school has proactively adjusted the review time for students, both in accordance with regulations and meeting the actual needs of students."
Transparency and improved quality of education.
A notable point of Circular 19 is the clarification of the scope of regulation for extracurricular tutoring. Accordingly, educational activities such as life skills, culture, arts, sports , STEM, STEAM, digital skills, or artificial intelligence (AI)... which are not part of the main curriculum will not be subject to the regulations on extracurricular tutoring. This regulation allows schools to flexibly organize supplementary educational activities, contributing to the development of students' qualities, abilities, and skills.
Mr. Pham Khuong Duy, Deputy Director of the Department of Education and Training of Phu Tho province, said: “The main objective of Circular 19 is to tighten discipline and prevent illegal, coercive, or profiteering tutoring. At the same time, the Circular creates conditions for units to flexibly organize comprehensive educational activities. For special cases requiring more teaching hours than prescribed, the Department will consider and decide based on actual needs and the school's management capacity.”

Extracurricular activities create an open space for students to develop their talents and digital skills without being restricted by regulations on supplementary tutoring.
To effectively implement Circular 19 in the province, the Department of Education and Training has coordinated with relevant agencies to advise on amending Decision No. 53/2025/QD-UBND of the Provincial People's Committee on supplementary teaching and learning. In addition, the mechanism for receiving feedback and suggestions from the public has been strengthened through the hotline system at the Department, educational institutions, and commune-level People's Committees.
The circular also places higher demands on the responsibilities of the heads of educational institutions. Principals must be responsible for managing and supervising extracurricular tutoring activities; promptly detecting and handling violations of professional ethics; and receiving and resolving complaints from parents and students within their authority.
Strengthening the management of extracurricular tutoring activities aims not only to rectify existing shortcomings and limitations but also to build a healthy, fair, and transparent educational environment. With the involvement of management at all levels, and the consensus of schools, teachers, and parents, extracurricular tutoring activities in the province are expected to become more orderly, contributing to improving the overall quality of education for students.
