Implement digital transformation decisively.
Recognizing the crucial significance of Resolution No. 57-NQ/TW, immediately after the Politburo issued the resolution, the Lai Chau Provincial Party Committee focused on leading and directing its comprehensive, systematic, and decisive implementation throughout the entire political system. The establishment of Steering Committees for the implementation of Resolution 57-NQ/TW at all levels, chaired directly by the Provincial Party Secretary, clearly demonstrates the high political determination and sense of responsibility of the leaders in organizing the implementation. The dissemination and promotion of the resolution were organized seriously and extensively, with flexible methods suitable to the practical conditions of the locality. An online conference to disseminate Resolution 57-NQ/TW connected to 142 commune-level locations, attracting over 6,500 delegates. This contributed to unifying the understanding among cadres, Party members, and the people regarding the key role of science and technology, innovation, and digital transformation in the province's development in the new period. In parallel with the implementation of the resolution, the Provincial Party Committee and the Provincial People's Committee have issued many action programs and specific plans, clearly defining the goals, tasks, roadmap, and responsibilities of each level, sector, and locality. The overarching principle is: digital transformation must be implemented synchronously and comprehensively, with the people and businesses at the center, and practical effectiveness as the measure.

A highlight in the implementation of Resolution 57-NQ/TW is the launching and organization of the "Digital Literacy Movement for the People". The movement aims to popularize basic digital knowledge and skills for all segments of the population, with the spirit of "all people, comprehensive, leaving no one behind". Through the province's digital literacy portal, 125,000 people have participated in courses on digital transformation, online public services, information security, and the application of artificial intelligence in work and life. The establishment and maintenance of 656 community digital technology groups in villages, hamlets, and residential areas, with approximately 4,000 members, has proven effective. From being hesitant about technology, many people have proactively approached the digital environment, gradually forming the habit of using digital services in their daily lives.
Ms. Ma Thi De from Hop 2 village (Dao San commune) shared: “Previously, we thought phones were only for making and receiving calls. Now, thanks to the guidance from the young people in the community digital technology group, I know how to look up administrative procedures and receive financial support through my account, which is very convenient.”
Mr. Pham Quang Cuong, Director of the Department of Science and Technology, affirmed: After one year of implementing Resolution 57-NQ/TW, the awareness of the entire political system and the people regarding the role of science and technology, innovation, and digital transformation has clearly changed. Digital infrastructure has been upgraded, and all management and operational activities of agencies within the political system have been moved to the online environment; the number of officials, civil servants, and citizens accessing digital skills courses has increased sharply, creating a solid foundation for the development of science and technology and digital transformation in the province.

Building a digital government, a digital economy, and a digital society.
The most significant shift resulting from Resolution 57-NQ/TW is the digital government. By 2025, 100% of documents exchanged within the state agency system will be electronic, interconnected from the provincial to the commune level. The document management and operational system processes over 800,000 incoming documents and 155,000 outgoing documents, saving billions of dong in administrative costs annually. The province provides 1,517 online public services, including 450 fully online services and 1,067 partially online services, with over 99% of applications processed correctly and ahead of schedule. Lai Chau's citizen and business service index scored 93.47/100 points (excellent), ranking 9th out of 34 provinces and cities nationwide. In addition, the province is gradually applying artificial intelligence in state management, such as virtual assistants to support officials in handling work, security and order monitoring systems, forest fire prevention and control, and smart transportation... This contributes to improving the forecasting, management, and policy response capabilities of all levels of government.

Recognizing that digital infrastructure is a prerequisite for implementing Resolution 57-NQ/TW, the province prioritizes allocating investment resources to digital transformation and science and technology with a total amount of 160,708 million VND. The entire province currently has 1,991 BTS stations, over 317,000 smartphone subscribers, and 100% of government agencies are connected to fiber optic internet.
Than Uyên commune is a leading locality in promoting the application of digital transformation and building e-government. According to Mr. Phan Văn Ngọc, Chairman of the Than Uyên Commune People's Committee, to date, all 41 villages in the commune have 4G coverage, and 100% of agencies and schools are connected via fiber optic cable and Wi-Fi. 100% of records and results are digitized and can be accessed through the province's interconnected system. Maintaining the effectiveness of community digital technology teams and implementing the "Digital Literacy Movement" has helped people access and use VNeID, online public services, and digital payments proficiently; administrative reform linked with digital transformation is becoming increasingly substantive, with the rate of timely processing of applications exceeding 95%.
Implementing Resolution 57-NQ/TW, the province not only focuses on digital government but also emphasizes promoting the development of the digital economy, especially in advantageous sectors such as agriculture, trade, and tourism. E-commerce activities, livestreaming sales, and the promotion of OCOP products and distinctive agricultural products on digital platforms are becoming increasingly vibrant, opening up new avenues for the consumption of highland products.

The road ahead is still fraught with difficulties, but with strong political determination, the synchronized involvement of the entire political system, and the consensus of the people, Lai Chau is steadfastly implementing Resolution 57-NQ/TW as a long-term strategic task, aiming to create a solid foundation for the development of science and technology, innovation, and digital transformation, contributing to building a rapidly and sustainably developing province in the new era.
