At a press conference on the socio -economic situation of Ho Chi Minh City on October 10th, Ms. Luong Thi Ha, Deputy Chief Inspector of the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City, stated: Based on information reported by Tien Phong Newspaper and documents provided by the newspaper, the Department of Labor, War Invalids and Social Affairs has reviewed the relevant regulations.
Accordingly, as of October 10, 2024, the Department of Labor, War Invalids and Social Affairs (DSS) has not granted licenses for employment services; activities related to sending Vietnamese people to work abroad under contract; or vocational education activities to DSS Vietnam. Since the documents show that the company is licensed for study abroad consulting activities, the Department of Labor, War Invalids and Social Affairs is drafting a document to forward to the Ho Chi Minh City Department of Education and Training, as per its function.
According to Ms. Luong Thi Ha, from 2020 to the present, the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs has received 12 complaints and denunciations related to DSS Vietnam, including 9 complaints about wages, social insurance and labor contracts; and 3 denunciations related to collecting service fees but failing to fulfill obligations related to sending Vietnamese people to study and settle abroad.
Ms. Ha stated that most of the complaints arose in late 2023 and 2024. Based on the complaints received up to this point, the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs has issued notices of acceptance and established two verification teams.

“We are currently verifying the complaints. Next week, we will verify the allegations. We accept complaints and denunciations from citizens and feedback from Tien Phong Newspaper in a spirit of openness and receptiveness.”
"At this point, there is insufficient basis for a surprise inspection regarding the practice of sending Vietnamese people to study and work abroad by DSS company. However, in the coming time, the Department of Labor, War Invalids and Social Affairs will consolidate the dossier and advise relevant departments to conduct inspections and propose solutions," Ms. Luong Thi Ha said.
Regarding the above incident, Ms. Nguyen Minh Bach Lan, Deputy Chief of the Office of the Ho Chi Minh City Department of Education and Training, said: The Department has received the relevant information as reported by Tien Phong Newspaper. Currently, the Department is verifying the information, gathering documents, and working with the unit involved.
Initial findings indicate that DSS's license expired in September 2024. The Department has now directed and transferred the case to relevant departments to review the procedures and issues related to this company.
