What does the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs say about many of its DDCI (Provincial Competitiveness Index) indicators ranking last?

The Ho Chi Minh City People's Committee recently announced the results of the Provincial Competitiveness Index (DDCI). This index is used to assess the economic management capacity and the improvement of the investment and business environment of local departments and agencies.

Accordingly, the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs ranked last with the lowest ratings in the following indicators: the role of the leader, time costs, transparency and access to information; and second to last in the indicators of information technology application and digital transformation, business support; dynamism, creativity and effectiveness...

Regarding this issue, the Director of the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs, Le Van Thinh, told Thanh Nien newspaper that the content of the DDCI index assessment reflects the perspective of organizations and businesses in the process of implementing legal regulations and interacting with departments and agencies. This is the contribution of businesses in the process of managing and implementing the policies and regulations of state agencies to improve them.

Many regulations have not yet kept pace with reality.

However, Mr. Le Van Thinh also pointed out some difficulties the unit is currently facing. Specifically, although the legal system has been gradually improved, many aspects still do not meet reality, leading to many shortcomings in the implementation process, such as:

Firstly, many organizations and businesses have reported difficulties in obtaining work permits since Government Resolution 105/2021 on supporting businesses, cooperatives, and household businesses in the context of the Covid-19 pandemic expired.

Secondly, some of the current regulations for granting work permits to foreigners cause businesses to waste time and incur additional costs, such as removing the requirement to use a previously issued work permit as a substitute for work experience, instead requiring a written confirmation of work experience from an organization abroad; or removing the requirement to provide a copy of the passport and instead requiring a certified copy of the passport…

This matter does not fall under the jurisdiction of local authorities; the government's opinion is required regarding the implementation of the law.

Thirdly, citizens and businesses face difficulties when carrying out administrative procedures online. This is because the information system for handling administrative procedures in Ho Chi Minh City is gradually being perfected, and technical errors occur at certain times.

Furthermore, due to the large volume of administrative procedures submitted by citizens and businesses, while the number of civil servants is too small, they cannot immediately meet the demands of citizens and businesses. Simultaneously, some businesses have not truly studied the legal regulations, leading to incomplete or unsatisfactory application processes and excessive preparation time.

What can be done to improve the situation?

Since the beginning of 2023, in line with Ho Chi Minh City's action theme, the Department of Labor, War Invalids and Social Affairs has been aggressively implementing digital transformation tasks, especially strengthening the unit's steering committee for administrative reform and digital transformation.

Among these, the central task is to focus on deploying a social security management information system in the area, digitizing and creating industry data, and building a shared data warehouse for the industry.

Looking ahead, to improve the DDCI indicators, Mr. Le Van Thinh said that the reporting unit proposed that the Ho Chi Minh City People's Committee request the Government to direct relevant agencies to review and advise the Government on amending and supplementing Decree No. 152/2020 regulating foreign workers working in Vietnam and the recruitment and management of Vietnamese workers working for foreign organizations and individuals in Vietnam, in a way that creates more favorable conditions for granting work permits to foreigners.

The DDCI index aims to assess the economic management capacity and the ability to improve the investment and business environment of local departments and agencies.

In addition, the Ho Chi Minh City Department of Labor, War Invalids and Social Affairs focuses on providing guidance and widely publicizing information on the administrative procedures for issuing work permits through the department's and the city's electronic portals.

"The department's leadership is urgently directing a review of the DDCI indicators that were rated low so that a plan for improvement can be developed in May 2023. We will also coordinate with other departments and agencies to strengthen dialogue with businesses to promptly resolve any obstacles," Mr. Thinh informed, emphasizing that the unit will continue to vigorously reform administrative procedures; improve the capacity of officials and civil servants, and strengthen discipline and order.
