Regarding the incident where the Center for Translation and Science and Technology (under the Vietnam Union of Science and Technology Associations) sent a document to the Ho Chi Minh City Irrigation Department to "introduce a person with the ability to bring rain, but this has not been verified," on the morning of April 15th, a leader of the Ho Chi Minh City Department of Agriculture and Rural Development confirmed to Tien Phong newspaper that the Irrigation Department (a unit under the department) had received this document.

In recent days, social media has been abuzz with a document from the Center for Translation and Science and Technology ( Vietnam Union of Science and Technology Associations ) that "introduces a person with the ability to summon rain, but this has not been verified."

Speaking with a reporter, Dr. Nguyen Hoang Diep – Director of the Center – confirmed that the document in question was indeed sent by his agency.

Dr. Diep said that Mr. Le Minh Hoang (57 years old, residing in Hanoi) had come to see him many times and asked the Center for Translation and Science and Technology to introduce him to provinces and cities in the South that are suffering from drought.

“We have studied documents from around the world, in Russia, Türkiye, and parts of Egypt where people have previously been able to do that (praying for rain). Whether Mr. Hoang can do it or not remains to be seen in practice. We haven't tested it yet. In the document, I have clearly stated that it is not yet confirmed,” Dr. Diep said.

Previously, in a document sent to the Ho Chi Minh City Department of Water Resources, Dr. Nguyen Hoang Diep stated that Mr. Le Minh Hoang introduced himself as having the ability to effectively bring rain.

"Although we haven't verified this matter, we are deeply saddened and distressed by the drought and crop failures in some southern provinces, so I introduced Mr. Le Minh Hoang to the Ho Chi Minh City Irrigation Department. If Mr. Hoang truly possesses such miraculous abilities, then our country will be blessed and the southern provinces currently suffering from drought will be saved. However, we would like to emphasize once again that we have neither confirmed nor denied whether Mr. Le Minh Hoang has the ability to bring rain," the document stated.
