What did the Department of Construction report?

Hoang Cao Thang, Deputy Director of the Hanoi Department of Construction, recently submitted a report on the management of quality, labor safety, and environmental hygiene during the construction of sidewalk renovation and beautification projects in Hanoi in 2023.

Construction materials are piled up on the sidewalk of Tran Thai Tong Street (Cau Giay District).

Accordingly, the Department of Construction inspected 9 streets belonging to 5 projects in Dong Da and Cau Giay districts. This allowed for timely correction and guidance to specialized agencies and investors on sidewalk paving improvements to ensure compliance with regulations.

Inspection results from the Department of Construction on sidewalk renovation and upgrading projects in these two districts show that the investors have studied and applied the urban sidewalk design model issued by the City People's Committee in Decision No. 1303/QD-UBND dated March 21, 2019.

The preparation, appraisal, and approval of design documents and the management of construction quality are generally in accordance with current regulations. However, some projects still have shortcomings and limitations that need to be addressed and improved. Specifically, the acceptance and quality control plan has not been approved by the investor as required.

The inspection, supervision, and acceptance of input materials in some projects have not been carried out in accordance with regulations, such as: lack of factory certificates for paving materials; some material acceptance reports do not show the quantity accepted as required by the contract.

In particular, the scattered and unscientific organization of the construction site, coupled with a lack of environmental sanitation, has resulted in a loss of urban aesthetics and negatively impacted traffic and the daily lives of residents. Furthermore, the investor and contractors have not been proactive in addressing problems arising during the construction process.

Regarding the review and evaluation of the effectiveness of sidewalk paving projects on the approved list of streets, the Hanoi Department of Construction stated that, according to reports from the People's Committees of Thanh Xuan, Tay Ho, Hoang Mai, Ha Dong, Ba Dinh, Hoan Kiem districts, etc., the sidewalk renovation projects have been implemented in accordance with the approved objectives, scale, and total investment, contributing to overcoming the unsightly urban landscape, ensuring traffic safety and order, and raising the awareness of protecting and maintaining general cleanliness among residents in the area.

However, most of the renovated streets have not shown major damage, with only a few localized damages, mainly due to misuse of the intended function and purpose as per the design documents. The restoration of underground infrastructure has not met the required standards…

As Thanh Nien newspaper has reported, every year-end, the sidewalks of many streets in Hanoi are dug up. Bricks, stones, and construction materials are scattered haphazardly on the sidewalks, significantly impacting the lives and daily activities of residents.
