Many outstanding results
According to the People's Committee of Soc Trang province, thanks to the synchronous, focused and key implementation of socio -economic development tasks and solutions, the province has proactively responded flexibly, removed difficulties and cleared bottlenecks. Thanks to that, the socio-economic situation in the first 6 months of 2025 continued to have positive changes, achieving many outstanding results.
In the agricultural sector, production continued to be stable and developed. The rice sown area, the area of growing vegetables, short-term industrial crops, fruit trees, the total herd of livestock and poultry, the farming area and the output of aquatic products all increased compared to the same period last year. Specifically, rice output reached 1.31 million tons, of which specialty and high-quality rice accounted for 94.91%; the total output of aquatic products reached 135,000 tons. The national target program on new rural construction continued to achieve many positive results, with 75/80 communes in the whole province meeting the standards. In addition, Soc Trang currently has 290 OCOP products (One Commune One Product Program), including 26 products reaching 4 stars and 264 products reaching 3 stars.
Speaking at the 34th Session, Term X, Soc Trang Provincial People's Council for the 2021 - 2026 term on June 24, 2025, Ms. Ho Thi Cam Dao, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of Soc Trang Provincial People's Council, said that in the first 6 months of this year, the province's socio-economic situation continued to remain stable, with many indicators achieving positive results.
Budget revenue increased, investment environment improved, PAPI index led the region. Agriculture, industry, trade and services flourished. Social security was ensured, the program to eliminate temporary and dilapidated houses was completed ahead of schedule.
The province also focused on directing the early implementation of solutions to promote production and business right from the beginning of the year, helping the industry, trade and service sectors maintain growth momentum in the first 6 months of 2025.
The Industrial Production Index is estimated to increase by 8.5% over the same period in 2024 (while the same period in 2024 only increased by 3.34%). Most key industrial products recorded high growth, of which leather shoes increased by 160%, wind power increased by 103%, and cement increased by 300%. Notably, the province inaugurated the Xay Da B Industrial Cluster - the first industrial cluster with complete investment in technical infrastructure.
The trade and service sector also recorded positive results. Total retail sales of goods and social consumer service revenue were estimated at VND63,090 billion, up 23.36% over the same period. Export turnover in the first 6 months of the year was estimated at USD870 million, of which aquatic products accounted for USD490 million, rice USD320 million, and garments USD59 million.
Tourism is a bright spot, with many clear improvements. The total number of tourists to Soc Trang is estimated at more than 1.9 million, up 10% over the same period; the number of guests staying is about 301,450, up 9%. Total revenue from tourism is more than 1,259 billion VND, up 36%.
Regarding business development, the situation is also very positive. In the first 6 months of the year, Soc Trang province recorded 265 newly registered enterprises, an increase of 29.27%, with a total registered capital of VND 2,350 billion, an increase of 137.37% over the same period. In addition, 58 enterprises returned to operation, an increase of 20.83%. This reflects the growing confidence of investors and enterprises in the province's business environment.
Investment attraction continues to be a focus. The province has received and worked with 42 investors who came to explore investment opportunities; as a result, it has issued policies and approved 3 new investment projects.
State budget revenue in the first 6 months of the year reached nearly 3,502 billion VND, equivalent to 57.13% of the 2025 estimate, up 7.1% over the same period in 2024.
The Provincial People's Committee also performed well in directing and operating administrative reforms. The Provincial Governance and Public Administration Performance Index (PAPI) reached 45.19 points, ranking 10th out of 63 provinces and cities nationwide and leading the Mekong Delta region. This is the second consecutive year that Soc Trang has led the region in terms of PAPI.
Strive for GRDP to reach 8% or more
With the determination to successfully achieve the economic growth target of 8% or more in 2025, the People's Committee of Soc Trang province has just issued Directive No. 11/CT-UBND, dated June 4, 2025 on a number of key tasks and solutions to promote economic growth in 2025.
Accordingly, the Provincial People's Committee requested heads of departments, branches, sectors and Chairmen of People's Committees of districts, towns and cities to synchronously implement key and breakthrough solutions to promote economic growth, in which specific tasks are assigned to each unit.
Specifically, the Department of Agriculture and Environment is assigned to preside over and coordinate with departments, branches, sectors and localities to focus on directing agricultural production, striving to harvest the summer-autumn rice crop in 2025 with an output of over 828,000 tons, contributing to bringing the total rice output of the province to over 2.1 million tons. Focus on improving productivity and quality of some key crops such as purple onions, sugarcane, grapefruit, longan, durian, star apple, mango, etc.
Regarding aquaculture, encourage the development of super-intensive shrimp farming models applying high technology in advantageous areas such as Tran De, Long Phu, Cu Lao Dung and Vinh Chau town. Strive to achieve the total aquaculture output of the province by the end of the year to reach over 343,000 tons, of which brackish water shrimp output alone will reach about 240,000 tons.
In the field of trade and services, the Department of Industry and Trade is assigned to preside over and coordinate with departments, branches, sectors and localities to support and create conditions for enterprises in the seafood processing, garment and footwear industries to ensure raw materials and labor to stabilize production, promptly respond to market fluctuations, and expand product export markets; support investors to accelerate the implementation of new industrial production investment projects and production expansion projects to soon complete and put into operation, creating added value for the industry; support investors of the Xay Da B Industrial Cluster Project to quickly implement secondary projects to create new capacity for the industry; speed up the progress of site clearance for the new Xay Da B Industrial Cluster; organize the selection of investors in the technical infrastructure of the Long Duc 1 Industrial Cluster (Long Duc commune).
In addition, completing and putting into commercial operation 2 wind power projects as planned, supporting investors to complete investment and construction procedures to meet the conditions for starting wind power projects, ensuring progress according to the investment policy; effectively organizing the Trade Promotion and E-commerce Development Program of Soc Trang province in 2025...
For key projects, the Director of the Department of Construction is assigned to preside over and coordinate with relevant departments, branches, localities, and units to focus on removing difficulties in the construction process, promptly completing projects and works that have a breakthrough role, creating development momentum such as: Component Project 4 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase I; Dai Ngai Bridge Construction Project; East - West Economic Development Axis Road Project of Soc Trang Province; Upgrading and expanding National Highway 91B (South Hau River route) passing through localities including Can Tho, Hau Giang, Soc Trang and Bac Lieu.
Speed up the progress of projects: Ring Road I (section from the intersection of Le Duan - Pham Hung, Ward 8 to Tran Quoc Toan, Ward 6, Soc Trang City); Ring Road II, Soc Trang City; upgrading Highway 936 and the bridge on the route, Vinh Chau town; upgrading and expanding Highway 932B, Ke Sach district; Investment project to build new Highway 938, section from Highway 940 to National Highway 61B and the bridge on the route; Investment project to build drainage and wastewater treatment system in Soc Trang City - phase II...
In addition, continue to review and advise on proposed contents and recommendations on investment in the construction of Tran De Port - the gateway port of the Mekong Delta region to speed up investment progress; implement investment procedures for the road from Dai Ngai 2 bridge connecting the existing National Highway 60, the Southeast region connection project of Soc Trang province connecting with Bac Lieu, Tra Vinh provinces and key traffic projects.
The People's Committee of Soc Trang province also assigned the Department of Finance to strengthen the implementation of tasks and solutions to improve the investment and business environment, enhance provincial competitiveness index (PCI). Closely monitor and urge investors to accelerate the implementation of licensed non-budget investment projects; actively review and remove difficulties and obstacles for pending projects.
In addition, implementing tasks and solutions to accelerate the disbursement of public investment capital, striving for the disbursement rate for the whole year to reach 100% of the plan assigned by the Prime Minister, in the spirit of taking public investment as the leader, activating and attracting all social resources.
