
The mark of young entrepreneurs
Over the years, many groups and individuals in Tam Ky City have responded to and implemented many creative models and projects related to digital transformation and innovative entrepreneurship. The industrial startup project with the "Laco Application - Connecting Local Services" by Mr. Ha Nhat Anh (Hoa Nam neighborhood, Tan Thanh ward) is a typical example.
At the recent conference summarizing the patriotic emulation movement in 2023 organized by the People's Committee of Tam Ky City, Mr. Ha Nhat Anh shared: "Nowadays, in developed countries and large cities in Vietnam, using smartphone applications to solve one or more needs in daily life and activities is completely normal."
However, in smaller cities and localities like our Tam Ky City, it is very difficult to find such a functional application. Concerned about this problem, our team has researched and developed the Laco application.
Speaking at the conference summarizing the patriotic emulation movement in 2023, Mr. Nguyen Duy An - Chairman of the People's Committee of Tam Ky City - emphasized: 2024-2025 are the final years of implementing the Resolution of the 22nd Provincial Party Congress and the Resolution of the 21st City Party Congress; Tam Ky City is determined to "break through" and "reach the finish line," with the theme "Focus on consolidating the organizational structure and personnel; promote the tradition of solidarity, a spirit of responsibility, proactively overcome difficulties, and resolutely achieve the political tasks of 2024 successfully."
Also at the conference, Mr. Nguyen Duy An, on behalf of the leaders of Tam Ky City, launched a special emulation movement to commemorate the 50th anniversary of the liberation of Tam Ky City (March 24, 1975 - March 24, 2025).
Through this, we call upon all officials, civil servants, employees, and citizens of the city to uphold the tradition of patriotism, strengthen unity, work together, be dynamic and creative, dare to think, dare to act, dare to take responsibility, and have the aspiration to strive for excellence in order to contribute to the development of the city...
According to Mr. Anh, Laco has initially brought to the Tam Ky market technology-based motorbike taxi services, food delivery, and driver assistance services. These features of Laco have addressed many practical needs in Tam Ky City in recent times.
With a workforce of approximately 30 drivers, Laco has initially served over 100 orders daily from more than 500 food establishments, serving around 7,000 customers in Tam Ky City. The Laco project also won first prize in the Quang Nam Startup Talent Search Competition in 2024.
“Laco is a technology start-up project, and it always needs capital and resources from investors and investment funds to be able to change, develop, and expand further in both domestic and international markets. With a focus on developing and connecting local services, Laco aims to become an indispensable application for everyone, where we can find local information and services on the app,” Mr. Anh shared.

Emulation in administrative reform
To implement the 2023 Digital Government Development and Digital Transformation Plan, the People's Committee of Tam Ky City launched a high-intensity emulation campaign to improve the quality and rate of receiving and resolving administrative procedures through online public services in Tam Ky City.
Tan Thanh Ward is one of the localities that strongly responded to the peak emulation campaign, implementing many creative and effective models and tasks that contributed to promoting administrative reform and digital transformation.
Mr. Phan Van Ngoc, Vice Chairman of the Tan Thanh Ward People's Committee, said that the ward has regularly reviewed and evaluated administrative procedures during implementation, promptly eliminating cumbersome and overlapping procedures; and issued internal procedures for resolving administrative procedures under its authority. At the same time, it strives to shorten the time for resolving administrative procedures, preventing delays and avoiding harassment and inconvenience for citizens and organizations/businesses.
“Tan Thanh Ward has maintained models such as the ‘Citizen-Free Writing’ model and the ‘Youth Volunteer Team for Online Public Services’ model. Especially noteworthy is the ‘3 No’ model (no overlap - no waste - no delays) with the aim of serving the best interests of citizens and businesses when conducting transactions at the local level. These models were ranked first in the province's online competition on administrative reform and digital transformation in 2023,” Mr. Ngoc shared.
Officials and civil servants at the Tan Thanh Ward's reception and results delivery department continue to maintain the best and fastest service in receiving citizens and processing their applications. They also adhere to the "four requests" (hello, apology, thank you, and permission) and "four always" (always smiling, always gentle, always listening, always helpful); absolutely no negative behavior, harassment, or inconvenience to organizations and citizens is allowed.
According to Mr. Ngoc, the reception and results delivery department of the ward receives and processes applications for organizations and citizens using central, provincial, and city-level software, achieving a rate of over 99.9%. Satisfaction feedback forms are collected directly using issued forms and QR code scanning; in 2023, there were 98 very satisfied feedback forms from organizations and citizens, reaching 100%...
