In recent years, many groups and individuals in Tam Ky City have responded and implemented many creative models and tasks on digital transformation and innovative startups. The industrial startup project with "Laco Application - Connecting local services" by Mr. Ha Nhat Anh (Hoa Nam block, Tan Thanh ward) is a typical example.

At the conference summarizing the patriotic emulation movement in 2023 recently organized by the People's Committee of Tam Ky City, Mr. Ha Nhat Anh shared: "Nowadays, in developed countries and big cities in Vietnam, using applications on smartphones to solve one or more needs in daily life and activities is completely normal.

However, in smaller cities and localities like Tam Ky City, it is very difficult to find such an application. Worried about that problem, our team together studied, researched and founded the Laco Application.

Speaking at the conference summarizing the patriotic emulation movement in 2023, Mr. Nguyen Duy An - Chairman of Tam Ky City People's Committee emphasized: 2024 - 2025 are the final years of implementing the Resolution of the 22nd Provincial Party Congress and the Resolution of the 21st City Party Congress; Tam Ky City determined to "breakthrough" and "reach the finish line", with the theme "Focusing on perfecting the organization and staff; promoting the tradition of solidarity, sense of responsibility, proactively overcoming difficulties, determined to successfully carry out the political tasks in 2024".

Also at the conference, Mr. Nguyen Duy An, on behalf of the leaders of Tam Ky City, launched a special emulation movement to celebrate the 50th anniversary of Tam Ky City Liberation Day (March 24, 1975 - March 24, 2025).

Thereby calling on all cadres, civil servants, public employees, workers and people of the city to promote the tradition of patriotism, strengthen solidarity, join hands, be unanimous, be dynamic, creative, dare to think, dare to do, dare to take responsibility and have the aspiration to rise up to contribute to the development of the city...

According to Mr. Anh, Laco has brought to the Tam Ky market technology motorbike taxi, food delivery and driver-assisted driving services. These features of Laco have solved many practical needs in Tam Ky City in recent times.

With a team of about 30 drivers, Laco has initially served more than 100 daily orders from more than 500 restaurants for about 7,000 customers in Tam Ky City. The Laco project also won the first prize in the Quang Nam Startup Talent Search Competition in 2024.

“The Laco project itself is a technology Start-up project, Laco always needs capital and resources from investors and investment funds to be able to change, develop better and better, and go further in the domestic and foreign markets. With the orientation, development and connection of local services, Laco aims to become an indispensable application for everyone, where we can find local information and services on the app” - Mr. Anh shared.

Administrative reform competition

Implementing the Plan for developing digital government and digital transformation in 2023, Tam Ky City People's Committee has launched a peak emulation campaign to improve the quality and rate of receiving and handling administrative procedures through online public services in Tam Ky City.

Tan Thanh Ward is one of the localities that strongly responded to the peak emulation campaign, implementing many creative and effective models and tasks, contributing to promoting administrative reform and digital transformation.

Mr. Phan Van Ngoc - Vice Chairman of Tan Thanh Ward People's Committee said that the ward has regularly reviewed and evaluated administrative procedures (AP) during the implementation process, promptly eliminated cumbersome and overlapping procedures; issued internal procedures for handling APs under its authority. At the same time, it strives to shorten the time for handling APs, not to prolong the processing time and cause harassment and inconvenience to people, organizations and businesses.

“Tan Thanh Ward has maintained models such as the “Citizens do not write” model, “Youth volunteer team supporting online public services”. Especially the “3 no” model (no overlap - no waste - no delay) with the aim of serving the best interests of people and businesses when coming to transact locally. These models were ranked first by the province in the online competition on administrative reform and digital transformation in 2023” - Mr. Ngoc shared.

Officials and civil servants at the Reception and Result Delivery Department of Tan Thanh Ward continue to maintain the work of receiving citizens and handling citizens' files in the best and fastest way. At the same time, they must implement the "4 xin" (greeting, apologizing, thanking and asking for permission) and "4 always" (always smiling, always gentle, always listening, always helping); absolutely no negative situations, harassment, or trouble for organizations and citizens.

According to Mr. Ngoc, the ward's reception and result delivery department receives and processes records for organizations and people, which is guaranteed on central, provincial and city software, reaching a rate of more than 99.9%. Satisfaction votes are taken directly by the issued ballot and QR code scanning, in 2023 there were 98 very satisfied votes from organizations and people, reaching 100%...
