In just one day, along with voters nationwide, 957,319 voters in Son La province will exercise their rights and civic duties in the election of representatives to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term. From urban to rural areas, from the lowlands to the highlands, the atmosphere of preparation for this national event is clearly spreading. Flags, banners, and slogans are solemnly displayed along many roads, residential areas, and polling stations, creating an atmosphere of excitement, confidence, and responsibility before this important political event of the country.

Up to this point, preparations for the election have received special attention and have been implemented synchronously and meticulously. The entire province has established 76 provincial and commune-level election committees; 468 election boards and 1,580 polling stations. The lists of candidates for the National Assembly and the Provincial and Commune People's Councils have been publicly and clearly posted in a dignified manner at polling stations and public places, ensuring that the people can easily follow and understand them.

One of the core requirements of the election process is to ensure that it is conducted according to the correct procedures, in compliance with the law, openly, and democratically, creating the most favorable conditions for the people to exercise their right to self-governance. In that spirit, Son La has fully implemented all tasks according to each timeline, ensuring that no tasks are overlooked, delayed, or unforeseen issues arise in the period leading up to the election day.

The personnel selection and nomination process was carried out correctly, ensuring the structure and composition as prescribed. Accordingly, there are 15 candidates for the 16th National Assembly, 94 candidates for the Provincial People's Council, and 2,718 candidates for the Commune People's Council. The polling stations also advised voters to carefully study the biographies of the candidates before receiving and casting their ballots.

The total number of delegates to be elected is 1,683, including: 9 delegates to the Vietnamese National Assembly, 55 delegates to the Provincial People's Councils, and 1,619 delegates to the Commune People's Councils. The process of compiling, reviewing, and posting voter lists was carried out meticulously and accurately, ensuring citizens' right to vote. Simultaneously, the facilities at polling stations were fully prepared, from ballot boxes, tables and chairs, directional maps, areas for posting lists, areas for filling out ballots, to conditions ensuring order and safety. Plans to maintain political security and social order were also developed early and implemented proactively, preventing any complex or unexpected situations.

Each security plan, finalized early, is a necessary preparation to ensure that election day is democratic, serious, lawful, and successful.

According to regulations, on the election day as decided and announced by the competent authority, voting begins at 7:00 AM and continues until 7:00 PM. Depending on the actual situation, the Election Committee may decide to start earlier, but not before 5:00 AM, or end later, but not later than 9:00 PM. However, starting earlier or ending later must comply with regulations, ensuring the best possible service for voters without disrupting the election process and procedures.

Public awareness and guidance on regulations regarding the start and end times of election voting.

Voting must be conducted continuously throughout the legally stipulated time. If, before the voting period ends, 100% of the registered voters in a polling station have cast their votes, the Election Committee is not permitted to declare the voting closed and must proceed with counting the votes before 7 PM on the same day. This regulation ensures the integrity and strictness of the election, preventing any illegal premature conclusion.

Furthermore, polling stations can encourage and educate voters to actively participate in voting and exercise their right to vote, but they must not urge or force voters to vote early in order to end the voting process prematurely. This is an important principle to ensure that the election is democratic, lawful, and fully respects the right to choose and the conditions for exercising citizenship rights of each voter.

If, near the end of the voting period, there are still voters who have not completed their ballots, the Election Committee is responsible for informing the remaining voters in the polling area about the impending end of the voting period and urging them to quickly complete their voting. The Election Committee must close the ballot boxes at the stipulated time, regardless of whether all voters have cast their ballots or not. This is an important operational detail that each Election Committee must understand thoroughly to ensure proper organization.

On the morning of March 14th, the Provincial Election Committee held a rehearsal of the simultaneous election process at 10:00 AM at 1,580 polling stations in communes and wards throughout the province. This was a crucial final review step, aimed at checking the consistency in implementation, promptly identifying any remaining issues, and making necessary adjustments and improvements before the official election day.

During the rehearsal, the polling stations fully practiced all prescribed procedures, from organizing the opening ceremony, inspecting and sealing ballot boxes, guiding voters to exercise their right to vote, to handling some situations that may arise during the voting process. All procedures were carried out seriously and in the correct order, ensuring compliance with the Law on Election of National Assembly Deputies and People's Council Deputies at all levels.
