Attending the Congress were comrades: Hoang Quoc Khanh, Secretary of Son La Provincial Party Committee; Lo Minh Hung, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Dinh Viet, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Son La province.
The congress was attended by 150 official delegates, representing more than 5,000 party members from 104 party cells and affiliated party committees.
To Hieu Ward was established on the basis of merging 4 central wards: Chieng Le, To Hieu, Quyet Thang and Quyet Tam. With an area of nearly 12km² and a population of more than 51,000 people, To Hieu Ward is the largest administrative- political , cultural, educational, medical, financial and commercial-service center of the province.
The Congress took place in the context of the entire Party Committee summarizing 5 years of implementing the Resolution of the 13th Party Congress, summarizing 40 years of innovation and implementing the 2-level local government model. This was also an opportunity for the Party Committee of To Hieu Ward to evaluate the results of the past term and set out development orientations for the new term.
In the 2020-2025 term, the Party Committee, government and people of Son La city (old) have completed all 20 targets set out in the resolution. The city has implemented 300 projects with a total investment of more than 4,000 billion VND; attracted more than 25 new projects, contributing to changing the urban face. Many large projects have been completed such as Vo Nguyen Giap street, new urban areas of Picenza, Shining, etc.
Son La City (old) was recognized by UNESCO as a member of the "Global Learning Cities" network in February 2024. Movements to promote learning and lifelong learning have been widely implemented, contributing to improving the qualityof education .
The rate of online public services at the city level reached 94%, and records were almost completely digitized. Digital transformation was promoted with more than 90% of the population covered by 4G and more than 85% of households having fiber optic internet.
Trade and services continue to develop strongly. Total retail sales of goods and services in To Hieu ward reached over 6,500 billion VND. The Market 4.0 model was deployed at Goc Phuong market.
Urban management, construction order, and environmental sanitation are focused on with models such as "Green Sunday", waste classification at source, etc.
Party cell activities were innovated, closely following the Central Resolution 4 (term XII and term XIII) and studying Ho Chi Minh's ideology, morality and style.
The “Friendly Government” model has been effectively implemented, creating satisfaction among the people. National defense and security work has been maintained.
The Congress has determined the direction for the next term with the following goals: Building a strong Party and grassroots political system; promoting digital transformation and administrative reform; developing green, civilized and modern urban areas; maintaining national defense and security; preserving culture and promoting lifelong learning.
The Congress also frankly acknowledged the difficulties in the initial stages of the merger, especially in perfecting the apparatus and adapting to the new model. However, with the spirit of "5 clear" (clear people, clear work, clear process, clear responsibility, clear efficiency), the Party Committee of To Hieu Ward is determined to successfully carry out the assigned tasks.
To Hieu Ward is expected to be the economic, cultural, educational and innovation center of Son La province, contributing to the goal of building Son La into a growth pole of the midland and mountainous region of the North.
