Amending construction sector policy to develop private economy

Minister of Construction Tran Hong Minh has just signed Decision No. 1055 promulgating the Plan to implement Resolution No. 138/NQ-CP of the Government on private economic development.

The Ministry of Construction's plan aims to concretize and fully, synchronously and consistently implement the viewpoints, goals, tasks and solutions set out in Resolution No. 138/NQ-CP dated May 16, 2025 of the Government on the Government's Action Plan to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development.

The plan is the basis for agencies and units under the Ministry to implement in accordance with their functions and tasks, aiming to achieve the goals of the private economy becoming the most important driving force of the national economy, contributing to the completion of the goals in the Resolution of the Politburo and the Government.

Renewing thinking, creating new momentum for private economic development

One of the top priority tasks set forth is to innovate thinking, achieve high unity in perception and action, and create new momentum and new impetus for private economic development.

Agencies and units in the sector need to diversify the forms of propaganda and disseminate the contents of the Resolutions to all cadres, civil servants, public employees and workers, contributing to raising awareness and taking practical actions. The propaganda content needs to emphasize the role, position and potential of the private economy in building an independent, self-reliant and deeply internationally integrated economy.

In particular, units must concretize the Resolution's objectives into quantitative, clear, measurable and evaluable tasks for each year and each stage, in accordance with the functions and tasks of their units.

The Ministry also encourages and invites successful entrepreneurs to share experiences, inspire startups, and create an open and friendly environment between the State management sector and the business community.

Institutional and policy reform for sustainable private sector development

Another key task group is to promote reform, improve and enhance the quality of institutions and policies.

In particular, the Ministry of Construction requested to review and propose amendments to laws, decrees and legal documents related to the fields under the Ministry's management to encourage private enterprises to invest and do business, especially in the fields of technical infrastructure, transportation, urban areas, real estate, construction, social housing, etc.

Shift from pre-control to post-control; eliminate unnecessary business conditions, reduce legal compliance costs, and abolish overlapping and impractical procedures.

Units also need to thoroughly apply digital transformation to simplify administrative procedures, creating maximum convenience for businesses. Strive to complete the goals according to Resolution No. 66/NQ-CP of the Government on administrative procedure reform in 2025-2026.

Publicly announce the process, procedures, and plans for inspecting businesses on the electronic information portal. Increase remote inspections based on electronic data, minimize direct contact, and prevent harassment and abuse of power that cause difficulties for businesses.

Deploy early warning tools on risks of law violations for businesses, through integrating data from state management agencies; at the same time, promptly receive and resolve recommendations and feedback from businesses and people in production and business activities.

The Ministry of Construction requires agencies and units to review and pay off outstanding contracts with enterprises, especially public investment projects, consulting and construction contracts, etc., thereby demonstrating responsibility and ensuring the legitimate rights of the private sector participating in providing services and goods to the State.

At the same time, units must stop overlapping inspections and multiple inspections of the same content. The number of inspections for an enterprise (including inter-sectoral inspections) must not exceed once a year, except in sudden cases with clear signs of violations.

The plan also emphasizes the need to improve the capacity of private enterprises, especially small and medium enterprises. The Ministry assigned units to implement support programs under the Law on Support for Small and Medium Enterprises, promote standardization of corporate governance, financial transparency, improve access to credit, thereby increasing the ability to connect with large enterprises and foreign investors.

To ensure effective implementation, the Minister of Construction assigns the Deputy Ministers in charge of the field to directly direct the units to develop plans to implement specific tasks. The heads of the units are fully responsible to the Minister for the implementation results in the assigned field.

The Department of Enterprise Management is assigned as the focal agency to assist the Minister in monitoring, synthesizing, summarizing, and evaluating the implementation of the Plan, periodically reporting to the Minister and proposing amendments and supplements when necessary.
