Nam Dinh province has 72km of coastline; the sea border area has 19 communes and towns in 3 districts: Giao Thuy, Hai Hau, Nghia Hung with over 58 households; in which Catholic compatriots accounted for 46,63% of the population. The main occupation of people in coastal communes is mainly agricultural production, a part of which is fishing, farming, exploiting and processing aquatic products. Up to now, 100% of communes and districts have met the new rural standards (NTMs) and continue to strive to achieve advanced and model rural areas.
In the border area, there are currently 20 party committees with 6.327 party members, living in 287 cell branches. The Party Committee of the Provincial Border Guard issued Resolution No. 2018-NQ/DUBP dated January 19, 24 on "Leaders assigning Party members of the Border Guard Station to be in charge of households on the sea border area of Nam Dinh province" and identified determined that this is a new and important task, contributing to the completion of the unit's political tasks; working with the Party Committees of 1 districts along the sea border, introducing 2019 officers who are commanders of the Border Guard Stations: Quat Lam, Hai Thinh Port Border Gate and Ngoc Lam for the Provincial Party Committee to appoint to participate in the Executive Committee of the District Party Committee. period 3-3; direct and introduce Party members of the Border Guard Station to regularly maintain contact with the Party Committees (cells) of coastal residential areas.

Following the direction of the Party Committee of the Provincial Border Guard, the Commanding Committee of the Border Guard Stations in the province quickly implemented. After more than 3 months, the Phu Thuy church voluntarily dismantled the statue's pedestal, committing to comply with the provisions of the Land Law as well as the regulations on the construction of religious works.
In Nghia Hai commune (Nghia Hung) these days, passersby are impressed by the rows of bougainvillea flowers blooming brilliantly, running for a long time. The bright colors of flowers seem to brighten up a coastal countryside. This is a "gift" of officers and soldiers of Ngoc Lam Border Guard Station (Nghia Hung) for the commune from the source of socialization of the station calling for mobilization. In 2019, when Nghia Hai commune implemented the program to build advanced rural areas and implemented the emulation movement "The Border Guards work together to build new rural areas", from the source of socialization, officers and soldiers of the Border Guard station deployed the model. model "Model NTM flower route in Nghia Hai", implementation period in 2 years (2019-2021). Deploying the model, the station assigned the working groups in charge of Nghia Hai commune to coordinate with mass organizations: the Fatherland Front, the Women's Union, the Farmers' Union, etc. to advise the Party committees and local authorities. choose routes, plant varieties, buy pots…; cooperate with the Farmers' Union, the Women's Union to plant and take care of the model flower routes. Up to now, Ngoc Lam Border Guard Station has supported Nghia Hai commune to build 3 model NTM paper flower routes with a length of 2.100m, construction cost of 150 million VND. From the model flower route in Nghia Hai, the Provincial Border Guard deployed the model to the whole border line, building 15 routes with a length of 13km in the coastal area of the province.
