On January 30th, Politburo member, Secretary of the Hanoi City Party Committee, and Head of the Steering Committee for the implementation of the Ring Road 4 - Hanoi Capital Region investment and construction project, Dinh Tien Dung, visited, extended New Year greetings, and presented gifts to encourage workers and employees working on the Ring Road 4 project construction sites in Hanoi, Bac Ninh, and Hung Yen.
Mr. Dinh Tien Dung and his delegation visited, extended New Year greetings, and presented gifts to workers and employees constructing the Ring Road 4 at four locations: the intersection of Ring Road 4 and District Road 12 (Km74+250), Dinh Du commune, Van Lam district, Hung Yen province; the intersection of Ring Road 4 and National Highway 38 (Km88+100) in Hoang Xa village, Ninh Xa commune, Thuan Thanh town, Bac Ninh province; the Office of the Management Board for Package 08/TP2-XL (Km7+900 of Ring Road 4); the intersection of Ring Road 4 and Me Linh main road, Chu Phan commune, Me Linh district, Hanoi ; and the Office of the Management Board for Package 09/TP2-XL (Km12+900 of Thang Long Boulevard intersecting with Ring Road 4 at Km28+900).

Wishing a Happy New Year to officials, employees, and workers at the construction site, Mr. Dinh Tien Dung stated that the Ring Road 4 is a key national project of large scale, requiring rapid construction progress.
This project is of significant importance in connecting regions, unlocking resources, and creating momentum for development not only for Hanoi, but also for the Capital Region, the Northern Key Economic Zone, and the Red River Delta Region. The project has broad and long-term significance, so participating in its construction is truly an honor and a source of pride for every official, employee, and worker.
Mr. Dung also acknowledged and commended the construction results of the contractors and the staff, workers, and employees who have created a very promising and encouraging image of the road.

According to the Hanoi City Traffic Project Management Board, to date, Hanoi City and the two provinces of Bac Ninh and Hung Yen have approved plans and acquired 1,312.05/1,390.49 hectares of land, reaching 94.36%; and relocated 14,930/16,417 graves, reaching 90.94%.
In Hanoi, 768.99/791.21 hectares of land have been reclaimed, equivalent to 97.19%; and 9,874/10,232 graves have been relocated, reaching 96.5%. Hanoi has also built 13 resettlement areas with a total area of 32.5 hectares, of which 5/13 have been basically completed and 8/13 are under construction. In particular, the districts of Soc Son and Thuong Tin have held lotteries for 140 eligible households to be allocated resettlement plots.

Hung Yen province has recovered 195.6/230.2 hectares of land, reaching 85%; and relocated 3,587/4,239 graves, reaching 84.6%. Bac Ninh province has recovered 347.46/369.08 hectares of land, reaching 94.14%; and relocated 1,469/1,946 graves, reaching 75%.
Furthermore, the issue of material extraction under the special mechanism has been initially resolved, basically meeting the material needs according to the project's construction schedule (2 sand mines, Chu Phan and Thach Da 1; 1 earth mine, Go Dinh, have been confirmed by the Hanoi City People's Committee for contractors to register for exploitation. Of these, the Chu Phan sand mine has already started extracting approximately 0.15 million cubic meters).

Along the entire parallel route within Hanoi, contractors have organized 32 construction teams, including 23 for road construction and 9 for bridge construction. The total contract value of the 4 packages under Component Project 2.1 is approximately VND 4,691 billion; the construction output to date is estimated at approximately VND 586 billion (equivalent to 12.5% of the contract value).
In Hung Yen province, four road construction projects have been launched, with a construction output of 25 billion VND, equivalent to 2% of the total contract value of the tender package.
In Bac Ninh province, the parallel road is divided into 3 segments corresponding to 3 construction packages. To date, only one segment has been under construction, with a construction output of 15 billion VND, equivalent to 1.7% of the total contract value .
