Enhancing digital transformation in education and implementing digital student records.

The Department of Education and Training of Khanh Hoa province has recently issued a document to district education and training departments, high schools, and continuing education centers regarding strengthening the implementation of digital transformation in education and deploying digital student records.

Accordingly, the Department of Education and Training requests that units continue to effectively carry out propaganda work and raise awareness about the implementation of digital transformation, with the deployment of digital student records being a key task of the education sector in the 2024-2025 school year. At the same time, they should review and assess the current state of information technology infrastructure, develop investment plans, and upgrade equipment, internet connections, and educational management software to meet the requirements of digital transformation and the application of digital student records; prioritizing investment in solutions and software for managing digital student records that ensure security, safety, and the ability to integrate and connect with other educational management systems.

In addition, the Department of Education and Training requires units to equip administrators and teachers with digital signatures in accordance with Government Decree No. 68, dated June 25, 2024, regulating specialized digital signatures for official use; to use in performing tasks in general and to digitally sign student transcripts within their authority, ensuring the legal validity of student transcripts and other electronic documents. Furthermore, it requires piloting administrative procedures related to digital student transcripts; promoting digitalization and simplifying administrative procedures related to digital student transcripts; strengthening inspection and supervision of the implementation of digital transformation and the application of digital student transcripts at educational institutions, promptly detecting and addressing emerging issues; and periodically evaluating, drawing lessons learned, and proposing improvement solutions.

Educational institutions implementing digital report cards at the primary school level and participating in the pilot program at the secondary school level need to coordinate with digital report card service providers (VNPT Khanh Hoa, Viettel Khanh Hoa, etc.) to develop training plans on the use, operation, and related content of the digital report card system; ensure the connection and sharing of digital report card data from educational institutions to the Ministry of Education and Training's digital report card database; and select, build, and train a core team of staff and teachers specializing in digital report cards to support and guide colleagues in the digital transformation process.
