Currently, many businesses in industrial clusters in Quang Tri province are actively operating and complying with legal regulations in production and business. However, alongside the achievements, investment in infrastructure and production-business activities within industrial clusters still face many difficulties and obstacles, requiring further strengthening of state management over these clusters.

In recent times, state management has been strengthened, thereby maintaining stable operations of industrial clusters in the province, contributing to the restructuring of the local economy , increasing state budget revenue, attracting investment capital, creating jobs, and increasing income for workers.

By the end of 2024, the total investment cost for infrastructure construction in industrial clusters across the province was approximately 247.2 billion VND. The People's Committees of districts, towns, and cities proactively allocated counterpart funds to supplement the provincial budget and other sources of funding for the construction of industrial cluster infrastructure. For example, the People's Committee of Hai Lang district allocated 3.5 billion VND to build the wastewater pipeline system for Dien Sanh industrial cluster, and 3 billion VND to invest in the construction of roads and surface drainage systems for routes RD3, RD7, RD8, RD9, and the surface drainage system for route RD5 of Hai Chanh industrial cluster; the People's Committee of Dong Ha city allocated approximately 4 billion VND to invest in the infrastructure of the National Highway 9D industrial cluster; the People's Committee of Cam Lo district allocated 0.397 billion VND to build the infrastructure of Cam Thanh industrial cluster...

The Project Management Board, Land Development and Industrial Cluster Management Boards of Cam Lo and Hai Lang districts continue to implement the scheme for collecting infrastructure usage fees for Cam Thanh and Dien Sanh industrial clusters, contributing to the maintenance and repair of infrastructure in these clusters. In addition, the socialization of infrastructure construction in industrial clusters in these districts continues to be encouraged to create land for project implementation.

In 2024, industrial clusters attracted 8 investment projects (with approved investment policies) with a total investment of approximately VND 694.545 billion. To date, 176 investment projects have been attracted to 16 industrial clusters in the area, achieving an average occupancy rate of 69.2% with a total registered capital of approximately VND 4,913.3 billion. Approximately VND 2,317.9 billion has been invested in construction, including: 93 projects that have commenced production and business operations, 15 projects under construction, and 39 projects completing procedures for construction. The total revenue of these businesses is estimated at approximately VND 3,383.2 billion, creating jobs for 5,564 workers and contributing approximately VND 107.28 billion to the state budget.

Despite the achievements, the operation of industrial clusters in the province still faces many difficulties and obstacles, mainly due to a lack of investment capital for infrastructure construction and difficulties in attracting capable businesses to participate in building industrial cluster infrastructure.

Meanwhile, investment capital for the construction of industrial park infrastructure is mainly allocated from the state budget. The majority of industrial parks in the province have not yet invested in centralized wastewater treatment systems. Currently, the Dong Ai Tu, Hai Thuong, Cua Tung, Cam Thanh, and Hai Le industrial parks are investing in wastewater treatment systems, while the Ai Tu and Huong Tan industrial parks have had wastewater treatment systems, but these have now deteriorated and are no longer operational.

Some industrial clusters face difficulties in land clearance and leveling, affecting the progress of projects implemented according to approved investment policies within the clusters. The infrastructure in some long-established and operating industrial clusters has deteriorated. Most investment projects in these clusters are slow to implement after receiving investment approval. Businesses are often small-scale, with limited financial capacity and management skills.

In addition, changes in regulations in the Investment Law, the Environmental Protection Law, especially regulations on fire prevention and fighting, have caused many difficulties for project investors in industrial clusters.

In the coming period, the Department of Industry and Trade will continue to do a good job advising the Provincial People's Committee on state management and promoting the development of industrial clusters in the province. It will actively coordinate and create favorable conditions for businesses in quickly resolving procedures for investment licensing and land allocation, and promoting production and business development within industrial clusters.

The agency shall preside over and coordinate with relevant agencies and units to inspect the investment, construction, and production activities of enterprises in industrial clusters. It shall advise the Provincial People's Committee on summarizing the plan and roadmap for collecting infrastructure usage fees in industrial clusters to ensure competitiveness and fairness between state-managed and enterprise-managed industrial cluster infrastructure, thereby reducing the burden on the budget.
