In accordance with Decision No. 06/2018/QD-UBND of the Provincial People's Committee, the Department of Construction has implemented solutions for managing and decentralizing the shared use of technical infrastructure facilities in urban areas (telecommunication lines and cables, electricity and public lighting; water supply and drainage pipelines, energy supply to buildings, etc.) within the province, according to its assigned functions and tasks. The Department has proactively compiled and stored a database on the shared use of technical infrastructure facilities in the province and provided information on these facilities to relevant agencies and units upon request, facilitating management, planning, and construction investment. Simultaneously, it has effectively reported to competent authorities on the management and shared use of technical infrastructure facilities as required. Directing relevant departments and units to guide district-level People's Committees, the Provincial Industrial Park Management Board, and owners of shared technical infrastructure facilities in the management, operation, and maintenance of these facilities in accordance with regulations. Requiring the Department's Inspectorate to integrate content related to the management and shared use of technical infrastructure facilities into its inspection and audit activities at the units. The Department has issued Document No. 1651/HD-SXD dated August 13, 2024, guiding the handover and acceptance of management of technical infrastructure facilities in urban areas, concentrated residential areas, and resettlement areas in Nam Dinh province to facilitate the handover process for infrastructure project investors (owners) to the management unit. The Department also advised and effectively implemented the content of Notice No. 1238-TB/TU dated September 5, 2024, of the Provincial Party Committee: “Early undergrounding of power cables, telecommunication cables, etc., in existing urban and residential areas. For newly developed urban and concentrated residential areas, 100% undergrounding must be ensured according to current regulations and standards of the electricity and telecommunication industries”; and participated in providing input for the development of Plan No. 80/KH-UBND dated April 25, 2025, of the Provincial People's Committee on the plan for undergrounding the telecommunication cable network in Nam Dinh province for the period 2025-2030. When conducting planning appraisal and investment project appraisal, the Department of Construction has required planning agencies and project investors to underground the above-ground technical infrastructure. In particular, in all planning documents, the Department of Construction requires the planning unit to clearly define the timeline and routes where above-ground technical infrastructure must be undergrounded.
Together with the Department of Construction, the units and localities assigned to manage shared technical infrastructure projects, namely the People's Committees of districts and cities and the Management Boards of industrial parks, have proactively implemented Decision No. 06/2018/QD-UBND of the Provincial People's Committee. These units and localities have organized the review and statistical compilation of the current status of shared technical infrastructure projects under their management; built databases and stored infrastructure project records in both paper and computer formats to facilitate management, planning, and investment in other projects in the area. They have strictly managed planning and project proposals related to shared technical infrastructure projects under their management; ensuring that projects are implemented in accordance with the plan, avoiding overlaps and maximizing investment efficiency. Proactively study legal regulations to select units for managing and operating shared technical infrastructure facilities in the area.
In accordance with Decision No. 06/2018/QD-UBND, based on their assigned functions and tasks, relevant departments and units have proactively coordinated, guided, and inspected district-level People's Committees, owners, and related entities in the management of shared technical infrastructure. The coordination among relevant departments and units in managing shared technical infrastructure (especially underground structures) has yielded many positive changes. Units have collaborated effectively in reviewing the current status, developing plans, and proposing investment projects, ensuring no overlap or duplication, and maximizing the investment efficiency of shared technical infrastructure projects. Investors, when implementing transportation projects, have taken measures to minimize the impact on shared technical infrastructure.
The Department of Finance, in coordination with local authorities and relevant units, proactively advised the Provincial People's Committee to integrate shared technical infrastructure projects into the Nam Dinh Provincial Planning for the period 2021-2030, with a vision to 2050, as stipulated in Decision No. 1729/QD-TTg dated December 29, 2023, of the Prime Minister. The results of the acceptance of 38 proposed items for integration into the Nam Dinh Provincial Planning were approved by the Provincial People's Committee in Decision No. 2856/QD-UBND dated December 20, 2024 (including shared technical infrastructure projects of the province). Departments, sectors, localities, and units have prioritized allocating funds to invest in infrastructure construction to serve the socio -economic development of the locality, with significant investment in technical infrastructure projects. According to statistics from the Department of Finance, the total investment capital directly managed and operated by the Provincial People's Committee allocated to bridge, road, and culvert projects in Nam Dinh province during the 2018-2025 period is over 20,443 trillion VND. According to the Department of Agriculture and Environment, the land acquisition, allocation, and leasing of land for the construction of shared technical infrastructure in the province during the 2021-2025 period have been facilitated and implemented quickly and in accordance with regulations, specifically allocating 94.71 hectares of land for road projects. Investment projects for urban technical infrastructure have received investment approval, land acquisition, and land allocation decisions from competent authorities, ensuring compliance with the land use planning and plans of the districts and cities of Nam Dinh. To continue effectively managing and operating shared technical infrastructure, the Department of Construction requests that departments, agencies, and localities continue to review and update the shared urban technical infrastructure database to ensure compliance with regulations. It is proposed that the Provincial People's Committee assign the Department of Science and Technology to guide the Department of Construction in building a shared database for technical infrastructure data in the province. Departments, agencies, district-level People's Committees, the Provincial Industrial Park Management Board, and relevant units should strengthen training, dissemination, and guidance on regulations regarding the management and operation of shared technical infrastructure. When implementing planning and proposing projects, strict adherence to the Provincial Party Committee's directives in Notice No. 1238-TB/TU dated September 5, 2024, and the Provincial People's Committee's Plan No. 80/KH-UBND dated April 25, 2025, regarding the undergrounding of technical infrastructure, is required. When coordinating and providing input on planning and project proposals, relevant departments and units should proactively review regulations on the management of shared technical infrastructure to provide input. In the future, the Department of Construction will continue to research and advise the Provincial People's Committee on issuing a Decision to replace Decision No. 06/2018/QD-UBND to ensure compliance with current legal regulations and the local situation.
