Strengthening management and decentralization of shared use of technical infrastructure works in urban areas in the province

Management and decentralization of shared use of urban technical infrastructure works are clearly stipulated in legal documents of the State, with the goal of improving the efficiency of resource use, saving investment costs and ensuring urban safety and aesthetics. To ensure consistency in planning, investment, construction and operation management, on April 3, 2018, the Provincial People's Committee issued Decision No. 06/2018/QD-UBND regulating the management and decentralization of shared use of urban technical infrastructure works in Nam Dinh province.

Implementing Decision No. 06/2018/QD-UBND of the Provincial People's Committee, the Department of Construction has deployed solutions to manage and decentralize the shared use of technical infrastructure works in urban areas (wires, telecommunications cables, electricity and public lighting; water supply pipes, drainage, energy supply to works...) in the province according to assigned functions and tasks. The Department has proactively compiled and stored a database on the shared use of technical infrastructure works in the province and provided information on technical infrastructure works in the area to agencies and units upon request to facilitate management, planning, investment and construction...; at the same time, well implemented the reporting regime to competent authorities on the management of shared use of technical infrastructure works according to regulations. Direct relevant departments, offices and units to guide the District People's Committee, the Provincial Industrial Park Management Board and owners of shared technical infrastructure works in the management, operation and maintenance of works according to regulations. Request the Department Inspectorate to integrate content related to the management of shared use of technical infrastructure works into the content when performing inspection and examination work at the unit. The Department has issued Document No. 1651/HD-SXD dated August 13, 2024 guiding the handover and acceptance of management of technical infrastructure works in urban areas, concentrated residential areas and resettlement areas in Nam Dinh province to create favorable conditions for investors (owners) of infrastructure works in handing over to the management unit. The Department also advised and effectively implemented the content of Notice No. 1238-TB/TU dated September 5, 2024 of the Provincial Party Committee: "Early undergrounding of power cables, telecommunication cables, etc. in existing urban areas and residential areas. For newly constructed urban areas and concentrated residential areas, 100% undergrounding must be ensured according to current regulations and standards of the electricity and telecommunications industry"; participated in giving opinions on the development of Plan No. 80/KH-UBND dated April 25, 2025 of the Provincial People's Committee on the plan to underground telecommunication cable networks in Nam Dinh province for the period 2025-2030. When carrying out the planning appraisal and construction investment project appraisal, the Department of Construction requested the planning agency and project investor to underground the above-ground technical infrastructure works. In particular, in the planning, the Department of Construction requires the planning unit to clearly define the timeline and routes that must be underground for above-ground technical infrastructure works.

Together with the Department of Construction, the units and localities assigned to manage shared technical infrastructure works, namely the People's Committees of districts, cities and the Management Boards of industrial parks, have proactively implemented Decision No. 06/2018/QD-UBND of the Provincial People's Committee. The units and localities have organized the review and statistics of the current status of shared technical infrastructure works under their management; built a database and stored infrastructure records in paper and computer files to facilitate the management, planning and implementation of investment in construction of other works in the area. Strictly manage the planning work, project proposals... related to shared technical infrastructure works under their management; ensure that projects are implemented in accordance with the planning, avoid overlap and promote investment efficiency. Proactively study legal regulations to select units to manage and operate shared technical infrastructure works in the area.

Implementing Decision No. 06/2018/QD-UBND, based on the assigned functions and tasks, relevant departments, branches and units have proactively coordinated, guided and inspected the District People's Committees, owners and related entities in the management of shared technical infrastructure. Good coordination between relevant departments, branches and units in the management of shared technical infrastructure (especially underground works) has had many positive changes. Units have coordinated well in the process of reviewing the current status, planning and proposing investment projects to ensure no overlap, duplication, and promote the effectiveness of investment in shared technical infrastructure works. When implementing traffic projects, investors have implemented measures to minimize the impact on shared technical infrastructure works.

The Department of Finance has coordinated with relevant localities and units to proactively advise the Provincial People's Committee to integrate the province's shared technical infrastructure works into the Nam Dinh Provincial Planning for the 2021-2030 period, with a vision to 2050 according to Decision No. 1729/QD-TTg dated December 29, 2023 of the Prime Minister. The results of the acceptance of 38 proposed contents to be integrated into the Nam Dinh Provincial Planning were approved by the Provincial People's Committee in Decision No. 2856/QD-UBND dated December 20, 2024 (including the province's shared technical infrastructure works). Departments, branches, localities and units have prioritized allocating funds to invest in building infrastructure to serve the local socio -economic development, including strong investment in technical infrastructure works. According to statistics from the Department of Finance, the total investment capital directly managed and operated by the Provincial People's Committee allocated for bridge, road and culvert projects in Nam Dinh province in the period of 2018-2025 is over 20,443 trillion VND. According to the Department of Agriculture and Environment, the work of land acquisition, land allocation, and land lease for construction of shared technical infrastructure in the province in the period of 2021-2025 has been facilitated to be implemented quickly in accordance with specific regulations, specifically allocating 94.71 hectares of land to implement traffic projects. Urban technical infrastructure investment projects have been decided by competent authorities on investment policies, land acquisition, and land allocation to ensure compliance with the planning and land use plans of districts and cities of Nam Dinh. The Department of Industry and Trade has requested Nam Dinh Electricity Company and the Electricity of districts and cities to renovate the power cable system in the whole province by December 31, 2024, reaching 90,713km/146,803km, reaching 61.9% of the plan...

To continue to effectively manage and operate shared technical infrastructure works, the Department of Construction requests departments, branches and localities to continue to review and update the shared urban technical infrastructure database to ensure compliance with regulations. Propose that the Provincial People's Committee assign the Department of Science and Technology to guide the Department of Construction in building a shared database warehouse for technical infrastructure data in the province. Departments, branches, district-level People's Committees, Provincial Industrial Park Management Boards and related units strengthen training, dissemination and guidance on regulations on management and operation of shared technical infrastructure works. When implementing planning and project proposals, it is necessary to strictly follow the direction of the Provincial Party Committee in Notice No. 1238-TB/TU dated September 5, 2024 and Plan No. 80/KH-UBND dated April 25, 2025 of the Provincial People's Committee... on undergrounding technical infrastructure works. When coordinating to give opinions on planning and project proposals, relevant departments, branches and units need to proactively review regulations on management of shared technical infrastructure works to provide comments. In the coming time, the Department of Construction will continue to research and advise the Provincial People's Committee to issue a Decision to replace Decision No. 06/2018/QD-UBND to ensure compliance with current legal regulations and the actual situation of the locality.
