The government has just issued Decree No. 192/2026 stipulating a number of specific allowances in the health sector, and also supplementing the policy of monthly support for village and neighborhood health workers and village midwives. The decree takes effect from July 15th.
According to the new regulations, many groups of medical staff will receive higher allowances for on-call duty, surgery, epidemic control, and regular support, in order to recognize the unique nature and pressure of their work.
Increase the 24/7 on-call allowance for healthcare workers.
For employees working 24/7 shifts, the allowance is divided according to the category of the medical facility.
Specifically, the highest rate is 325,000 VND/person/shift, applicable at special-grade and grade I medical facilities, the Central Institute of Forensic Psychiatry, and the Central Institute of Forensic Psychiatry in Bien Hoa.
Medical staff working at Grade II medical facilities, regional forensic psychiatric centers, the Military Forensic Institute under the Ministry of National Defense, the Forensic Examination Center under the Institute of Criminal Science ( Ministry of Public Security ), and the National Coordination Center for Organ Transplantation are entitled to 255,000 VND per person per shift.
The rate of 185,000 VND/person/shift applies to the remaining medical facilities; forensic departments under the Criminal Technical Department of the Provincial Police; public outpatient emergency medical facilities; commune health stations and health station points; military-civilian medical facilities; People's Police infirmaries and some public social assistance facilities under the Ministry of Health.
Meanwhile, workers at other public facilities for the care and rehabilitation of war veterans and social assistance facilities receive 70,000 VND per person per shift.
Notably, if on duty in special departments or areas, the allowance is calculated at 1.5 times the standard rate. If on duty on a weekly rest day, the allowance is calculated at 1.3 times the standard rate; if on duty during public holidays, the allowance increases to 1.8 times.
In addition to their on-call allowance, employees working 24/7 shifts also receive a meal allowance of 40,000 VND per person per shift.

For on-call duty based on resident status, the allowance ranges from 35,000 to 160,000 VND per person per shift, depending on the type and category of the medical facility.
The maximum surgical allowance is 560,000 VND per case.
The decree also specifies the allowance rates for those participating in surgeries and procedures.
Accordingly, the lead surgeon, lead anesthesiologist, or lead acupuncturist will receive an allowance ranging from 100,000 to 560,000 VND per person per surgery, depending on the complexity and nature of the operation.
Surgical assistants, anesthesia assistants, or acupuncturists receive between 60,000 and 400,000 VND per person per surgery.

For support staff assisting in surgical procedures, the allowance ranges from 40,000 to 240,000 VND per person per surgery.
For disease prevention and control efforts, the Government stipulates allowances based on infectious disease groups. For Group A infectious diseases – the most dangerous group – those participating in disease control are divided into two groups receiving allowances. Group 1 receives 420,000 VND/day/person; Group 2 receives 280,000 VND/day/person.
For infectious diseases in group B, the allowance is 280,000 VND/day/person. For infectious diseases in group C, the allowance is 210,000 VND/day/person.
In addition, those performing round-the-clock epidemic control duties are entitled to an allowance of 280,000 VND/day/person on weekdays when there is information about an epidemic.
If on duty on a weekly rest day, the allowance is calculated at 1.3 times the normal rate; on public holidays, the allowance is 1.8 times the normal rate. Workers participating in 24/7 epidemic control duty receive an additional 40,000 VND for meals per shift.
In addition, those directly involved in monitoring, epidemiological investigation, collecting and processing samples, testing, verifying outbreaks, or participating in epidemic control will also receive a meal allowance of 40,000 VND per person per day.
For collaborators and volunteers mobilized to participate in the prevention and control of Group A infectious diseases during an outbreak, the compensation ranges from 170,000 to 280,000 VND per day per person.
Another notable point of Decree 192/2026 is the provision of monthly support allowances for village and neighborhood health workers and village midwives.
Accordingly, the support level is calculated based on a coefficient relative to the base salary, with two levels: 0.7 times and 0.5 times. The support level of 0.7 times the base salary applies to healthcare workers and village midwives working in villages with 350 or more households; villages in disadvantaged areas as defined by the Government; or residential areas with 500 or more households.
A support allowance of 0.5 times the basic salary applies to those working in the remaining villages, hamlets, and residential areas.
