Increase "resistance" for small and medium enterprises

Although leading in quantity, due to the limitations in capital, technology level, and production space, the competitiveness of small and medium enterprises in Thai Nguyen province is not high; they are easily "vulnerable" to the impact of unfavorable factors. Therefore, departments, branches and sectors have implemented many solutions to concretize the Project to support small and medium enterprises, improving the competitiveness of provincial enterprises in the period of 2021-2025.

Synchronize multiple solutions

The province currently has over 10,000 enterprises, mainly small and medium enterprises (SMEs). In order to increase the "resistance" of enterprises, in 2021, the province issued a Project to support SMEs and improve the competitiveness of provincial enterprises in the period 2021-2025.

In line with the objectives of the Project, the provincial departments and branches have synchronously deployed solutions to support SMEs in administrative reform, trade and services, tax, science and technology , etc.

In administrative reform, every year, departments, branches and sectors regularly review and evaluate administrative procedures (AP) to propose and recommend cutting and simplifying regulations related to business activities...

The Department of Industry and Trade is always ranked high in the annual administrative reform index rankings at the department, industry and local level. Mr. Nguyen Ba Chinh, Director of the Department, said: Up to now, the Department has shortened the processing time for 10 administrative procedures. For example, the administrative procedure for granting amendments and supplements to the certificate of eligibility for retail gasoline has reduced the processing time from 20 working days to 15 working days; the procedure for granting a license for industrial alcohol production (with a scale of less than 3 million liters/year) has reduced the processing time from 15 working days to 12 days; the procedure for granting a certificate of eligibility for LPG trading traders has reduced the processing time for administrative procedures from 15 working days to 10 days...

Along with promoting administrative procedure reform, in the 2021-2023 period, the province has effectively implemented support for SMEs in areas such as trade, services, tax, science and technology.

Specifically, in the field of trade and services, the province has developed 5 projects under the National E-commerce Development Program (including the Project on the system to support the management of online industrial cluster activities in the province; promoting the district-level e-commerce development index; software to survey the level of digital transformation of enterprises; supporting enterprises, cooperatives, and business households to promote online sales, with 11 multi-channel marketing solutions and the Project to support enterprises in applying solutions to complete orders.

In the field of tax, newly established SMEs are supported with free consultation on tax procedures when changing, suspending or terminating business activities; SMEs converted from business households are exempted from business license fees according to regulations; and are provided with free consultation and guidance on tax administrative procedures when newly established and during operation if needed...

Similar to the field of science and technology, in the past 3 years, the province's functional sector has consulted and supported over 500 organizations and individuals on procedures, documents and regulations for intellectual property registration, declaration of conformity, registration of barcode use, radiation and nuclear safety; guided and supported 20 potential enterprises to develop into science and technology enterprises...

Positive results

After more than 3 years of implementing the Project to support SMEs and improve the competitiveness of enterprises in Thai Nguyen province in the period of 2021-2025, a number of goals have been completed, such as: Creating new jobs for 10,000 - 12,000 workers; over 800 new enterprises are established every year; State budget revenue from SMEs increases by an average of 10-12%; supporting SMEs to raise awareness of digital transformation...

The results achieved show that the province's synchronous solutions have been creating favorable conditions for the SME community to develop sustainably in both quantity and quality, continuing to promote its role as a key economic sector, actively contributing to the overall development.

However, in addition to the achieved results, enterprises also recommended that the government improve the effectiveness of compensation, site clearance, and resettlement for projects subject to land acquisition; support mechanisms and policies for enterprises need to be deployed more widely, popularly and promptly; strengthen the establishment of monitoring and evaluation mechanisms for each agency and locality in the performance of public duties...
