Expanding the beneficiaries of social housing policy

Previously, the Housing Law 2014 stipulated that the subjects eligible to buy social housing were mainly low-income workers. But now, the scope has been expanded to include cadres, civil servants, public employees, armed forces and policy households. Thus, those facing economic and housing difficulties will receive State support to buy low-cost houses, in this case social housing.

Workers and laborers working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks are among the many groups given priority to buy social housing.

Specifically, according to the Housing Law 2023, beneficiaries of social housing support policies include: People with meritorious services to the revolution, relatives of martyrs who are eligible for housing improvement support according to the provisions of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution. Poor and near-poor households in rural areas. Poor and near-poor households in rural areas in areas frequently affected by natural disasters and climate change.

Poor and near-poor households in urban areas. Low-income people in urban areas. Workers and laborers working at enterprises, cooperatives and cooperative unions inside and outside industrial zones. Officers, professional soldiers, non-commissioned officers of the People's Armed Forces, police workers, civil servants, defense workers and public employees currently serving in the army; people working in cryptography, people working in other cryptography organizations receiving salaries from the State budget currently working.

Officials, civil servants, and public employees as prescribed by law on officials, civil servants, and public employees. Subjects who have returned official housing as prescribed in Clause 4, Article 125 of the Housing Law 2023, except for cases of official housing being revoked due to violations of the provisions of the Housing Law 2023. Households and individuals whose land is revoked and whose houses must be cleared and demolished as prescribed by law but have not yet received compensation from the State in the form of housing or residential land.

Students of universities, academies, colleges, vocational schools, specialized schools as prescribed by law; students of public boarding schools for ethnic minorities. Enterprises, cooperatives, cooperative unions in industrial zones.

If people are eligible for social housing support policies, the next step is to prove housing and income conditions. Regarding housing conditions, people who are eligible to buy social housing must be those who do not own a house in the project area; have not bought or rented social housing; have not enjoyed housing support policies in the project area; and do not live in public housing. In case there is a house, the average floor area must be less than 15m2/person.

Regarding income conditions, for singles, the income must not exceed 15 million VND/month, and for couples, it must not exceed 30 million VND/month. To prove income, people need to request confirmation of wages and salaries from the agency or unit where they work (within one consecutive year, calculated from the time of application submission). In case there is no labor contract, they can request confirmation from the People's Committee of the commune or ward where they reside.
