GD&TĐ - The Ministry of Education and Training has issued Circular No. 24/2026/TT-BGDĐT stipulating professional standards for primary and secondary level teachers (Circular No. 24) with many notable new points; especially the addition of two more job titles for primary level teachers.

In practice, basic-level training plays a crucial role in equipping learners with initial vocational skills, quickly meeting the direct labor needs of businesses and the labor market. The quality of training at this level largely depends on the professional competence, vocational skills, and practical guidance abilities of the teaching staff. Therefore, perfecting the professional title system for basic-level teachers is of significant importance in improving the quality of vocational education .

According to the new regulations, the system of primary school teacher titles is structured in a way that is continuous and progressive, from primary school teacher to senior primary school teacher and then to advanced primary school teacher. Each title corresponds to different requirements regarding training, professional development, expertise, and skills.

This serves as a basis for teachers to define their career goals, proactively develop learning and training plans, and enhance their capabilities according to the requirements of their job positions. The time required to maintain their rank has been adjusted to 6 years or 4 years depending on their training level, reflecting the spirit of encouragement and motivation for teachers to actively study, train, and improve their professional skills and abilities.

To ensure comprehensiveness and consistency, Circular No. 24 not only focuses on training levels but also emphasizes requirements for vocational skills, pedagogical expertise, the ability to assess learning outcomes, the ability to use equipment and technology, applied scientific research, and professional development. Building vocational standards in this direction aligns with the current requirements for vocational education reform, where training activities need to be more closely linked to production, services, and technological changes.

For principal and senior primary school teachers, the Circular sets higher requirements regarding the ability to apply professional knowledge and technological advancements to teaching; develop and update training content; combine theory and practice; research and apply science and technology; participate in professional development and support colleagues. These regulations contribute to clearly defining the core and leading professional role of teachers at higher job titles.

Another noteworthy new point is that professional development certificates issued before December 31, 2026, are considered equivalent to the new professional development certificates. At the same time, teachers recruited before the Circular came into effect are not immediately required to meet the new certificate requirements. This transitional regulation ensures continuity, minimizes disruption to the workforce, and facilitates implementation.

The circular also reflects the orientation towards expanding the resources participating in vocational education by allowing flexible recognition of professional and pedagogical competence for many individuals with high professional qualifications and practical experience, such as artisans, engineers, doctors, athletes, or those who have achieved professional accomplishments at the national or international level. This is a suitable solution to strengthen the link between training and production practice, meeting the requirements of human resource development in the new context.

It can be said that the improved system of job titles for primary school teachers creates motivation and opens up clearer opportunities for career development and advancement for this group; thereby contributing to improving the quality of vocational education and developing human resources to serve the requirements of socio-economic development in the new period.
