Creating a source of young energy for the Party.

Developing Party members among students is the right direction. This is because they are a young force, possessing knowledge and a desire to contribute to building a stronger Party. However, how to improve the effectiveness of this work remains a question of concern for Party committees at all levels, leading to numerous proposed solutions.

Useful experiences

Phan Boi Chau High School (Phan Thiet City), with over 70 years of formation and development, has had many important milestones, one of which is the establishment of the first Party branch with 3 student members in 1972. Building on that proud tradition of patriotism and revolution, for many years, the Party Committee of Phan Boi Chau High School has always prioritized the development of Party membership among students, considering it an important political task and achieving many positive results.

Mr. Nguyen Thanh Hiep, Secretary of the school's Party Committee, said: "In the last three years, the Party Committee of Phan Boi Chau High School has admitted 33 new Party members, including 18 student members. Every year, the school's Youth Union selects 15 to 25 outstanding members for the Party Committee to send to training courses on Party awareness. The work of developing Party members among students in recent years has made a positive and important contribution to the Party Committee of Phan Boi Chau High School achieving the standard of 'Outstanding Performance'," Mr. Hiep said.

One of the key lessons, according to Mr. Hiep, is the importance of proactively identifying and nurturing outstanding individuals. “The school's Youth Union seeks out and trains potential students from grades 10 and 11. Simultaneously, it expands to include students who excel academically, in volunteer activities, and in cultural, artistic, and sports fields… From there, it introduces them to the Party Committee, which assigns Party members who are homeroom teachers and subject teachers to monitor, assist, and encourage these exemplary students to strive for excellence in their studies, develop strong character, and independently determine the right motivation and aspiration to join the Party. Afterward, the most outstanding Youth Union members are selected to attend Party awareness training courses, and are further monitored, trained, and admitted to the Party in grade 12. In the first quarter of each year, a review is conducted to identify students who meet the requirements, guiding them in writing their resumes to prepare for early Party membership,” Mr. Hiep explained.

Meanwhile, at the Party Committee of Binh Thuan College, from 2021 to the present, the Party Committee has admitted 73 new Party members, including 45 students. In 2023 alone, the Party Committee recommended 21 outstanding student members to the Party Committee of the Provincial Agencies and Enterprises Bloc for consideration and admission into the Party. This achievement stems from the fact that the Party Committee of the college has prioritized the education, training, and enhancement of revolutionary moral qualities for students, helping them to resist the attacks of evil, and to eliminate negative influences and pragmatic lifestyles resulting from the downsides of the market economy . The college has strengthened the organization of activities and movements; constantly innovating forms and improving the quality and effectiveness of activities to create an environment that attracts and unites students. Each activity has created opportunities for union members and young people to develop their abilities and strengths, to be proactive and creative...

Strengthening various solutions

From 2021 to 2023, the province had 213 high school students and 46 university students who were outstanding individuals with high academic and training achievements and were honored to be admitted into the Communist Party of Vietnam. Meanwhile, the province currently has 1 university, 1 college, 1 vocational school, and 28 high schools. In the 2023-2024 academic year, the total number of students in the province was 44,232; of which, 38,993 were high school students and 5,239 were university students. Compared to the above figures, the rate of admitting students as Party members in the province is still not commensurate with the available resources.

Regarding the difficulties, many Party committees in schools stated that: According to the Party Charter, at the time of admission consideration, those joining the Party must be at least 18 years old (calculated by month). Therefore, Party admission consideration in high schools is only carried out for students born between January and May; for two-year vocational training programs, verification and confirmation are difficult... In addition, some Party committees and organizations in schools do not regularly monitor, inspect, and supervise; and are still confused about creating a pool of potential Party members. Many Party organizations in schools still place too much emphasis on academic achievements and do not pay enough attention to extracurricular activities.

The 13th National Congress of the Party determined that it is necessary to awaken the will and aspirations for national development and enhance the Party's leadership capacity in the new situation. Therefore, developing Party members among intellectuals and students is very important. To better fulfill this task, the Party Committee of Bac Binh High School stated that developing Party membership among students inevitably requires effective recruitment. Therefore, the school's Party branches will select outstanding students from grades 10 and 11 to provide training so that they meet the criteria for Party membership before graduation. The Party Committee will compile a list of students who meet the criteria in terms of academic performance, conduct, political background, and clear personal history, and send them to attend a Party awareness training course organized by the Bac Binh District Party Committee. Students who meet the criteria for Party membership will attend this training course during the summer break at the end of grade 11, giving them sufficient time to understand the Party. At the beginning of the 12th grade school year, the Party branches, together with the school's Youth Union, continued to educate, orient, and guide the students in preparing their applications to join the Party.

Meanwhile, the Party Branch of Nguyen Van Linh High School (Ham Thuan Bac district) believes that admitting a student into the Party requires many factors, including the crucial element of attention and leadership from Party committees and government authorities at all levels. On the other hand, the school's Board of Directors and the Youth Union Executive Committee need to create an environment for training through movements and the self-improvement of each individual youth union member, which will contribute to effective political and ideological education and Party development within the school.

It can be said that organizing the recruitment of student Party members avoids the current situation of "Party indifference and Youth Union stagnation" while making a significant contribution to supplementing the Party and the country with high-quality resources. At the same time, it helps young people live with faith and ideals, reduces moral degradation, prevents them from falling into social vices, and encourages them to live beautiful and useful lives. The benefits are very clear, therefore, decisive action from Party committees and organizations at all levels, from the province to the local level, is necessary.
