Over the past period, the study and emulation of President Ho Chi Minh's teachings within the Ham Thuan Bac District Party Committee has spread strongly and widely to agencies, units, and localities throughout the district. This has led to the emergence of many effective and innovative approaches, contributing to the successful fulfillment of political tasks, raising awareness, and creating positive changes in the self-cultivation, training, and revolutionary ethics of cadres and Party members.
Good models at the grassroots level
In line with the learning and following of President Ho Chi Minh's teachings, the officials and people of Suoi Da village (Hong Son commune, Ham Thuan Bac district) have actively implemented the emulation movements launched by the Party Committee and People's Committee of Hong Son commune. Notably, the village has constructed 10 km of concrete roads (with the people contributing 3.5 billion VND) following the principle of "the State and the people working together." In addition, the village has mobilized the people to build 3 civilized lighting routes totaling 6 km and 3 clean water lines with a total cost of over 1 billion VND. Furthermore, every year the village's management board mobilizes benefactors from within and outside the village to donate 11 gifts to poor households, 33 gifts to near-poor households, and 11 gifts to officials of the village's branches and associations during the Lunar New Year, totaling 12.5 million VND.
According to Mr. Nguyen Van Khuyen, Head of Suoi Da village, currently 357 out of 360 households in the village have achieved the status of "Culturally Advanced Family" (99.17%) and 350 out of 360 households have achieved the status of "Studious Family" (98.61%); only 8 out of 360 households in the village are poor, accounting for 2.22% compared to 25% in previous years; and 342 out of 360 households in the village participate in health insurance (99.17%).
Following President Ho Chi Minh's example, the officials and people of Suoi Da village have also built a model of a "Green, Clean, Beautiful, and Secure Road." Accordingly, the model has been implemented on a 3 km long concrete road along the first-level canal of Suoi Da Lake, with 75 streetlights, 220 flagpoles, and 3 cameras, at a total cost of 169.77 million VND. In 2023, the officials and people of Suoi Da village planted 540 cassia trees along both sides of this road and the main road of Suoi Da village, with funding of 25 million VND contributed by benefactors. "This model has been recognized by the Hong Son Commune People's Committee as an achievement to celebrate the 40th anniversary of the establishment of Ham Thuan district and will be replicated in other villages in the commune in the following years," said Mr. Nguyen Van Khuyen, Head of Suoi Da village.
During the period 2021-2023, grassroots Party committees and the Fatherland Front and mass organizations in Ham Thuan Bac district selected and registered 85 exemplary collective models and 120 exemplary individual models for training, replication, and emulation. Grassroots Party committees commended and rewarded 11 exemplary collectives and 24 exemplary individuals at the conference summarizing the three-year implementation of Conclusion No. 01-KL/TW at their respective levels. Two individuals in the district also received commendations from the Prime Minister for their achievements in studying and following President Ho Chi Minh's teachings.
In particular, through implementation, linked with the "Effective Mass Mobilization" movement, several effective models and approaches have emerged, with practical significance in social life. Typical examples include mass organizations continuing to maintain the "Learning and Following Uncle Ho's Teachings" model to help impoverished members; the "Veterans' Association branch without members or relatives violating the law" model; and the "Farmers' Association participating in collecting waste, empty bottles, and pesticide packaging"... Communes and towns are implementing models such as "Security cameras," "Self-governing and self-defense groups ensuring security and order," "Mobilizing people to build household waste incinerators," or "Residential areas protecting the environment"...
Continue to build, nurture, and expand.
It can be said that, through studying and following President Ho Chi Minh's teachings, many exemplary individuals and effective practices have emerged. The sense of responsibility, organizational discipline, work style, and compliance of the majority of Party members, officials, and civil servants in the district have shown significant improvement. This has helped prevent and combat the decline in political ideology, morality, and lifestyle, as well as manifestations of "self-evolution" and "self-transformation," contributing to building a cleaner and stronger Party organization and political system.
Drawing lessons from the experience of studying and following President Ho Chi Minh's teachings, the Ham Thuan Bac District Party Committee believes that this success is due to the locality's determination to link the implementation of Conclusion No. 01-KL/TW with the fulfillment of the political tasks of the locality, agencies, and units. Integrating the study and emulation of President Ho Chi Minh's teachings into the activities of Party committees and branches ensures quality; regularly checking and evaluating the implementation of commitments to self-cultivation, training, and striving of cadres and Party members in a genuine manner. In addition, each Party committee must focus on resolving key, pressing issues and breakthroughs identified in localities, agencies, and units.
However, Ham Thuan Bac district also acknowledged that the work of identifying, developing, nurturing, and replicating advanced models and exemplary individuals in studying and following President Ho Chi Minh's teachings has not been adequately focused and has not been carried out according to the correct procedures. Some areas have not paid sufficient attention to developing exemplary individuals for cultivation and replication, and have not done a good job of commending and rewarding them to create a widespread impact in the community and society. In the coming period, the locality will continue to focus on identifying, developing, nurturing, replicating, and rewarding good models, effective methods, and exemplary individuals in studying and following President Ho Chi Minh's teachings, during the 2023-2025 period.
