On the morning of April 24th, in Hanoi , Prime Minister Pham Minh Chinh - Chairman of the Central Emulation and Commendation Council - attended the launching ceremony of the "Nationwide Emulation Movement for Innovation and Digital Transformation". Also present were leaders from various ministries, departments, and central agencies.
The "Nationwide Emulation Movement for Innovation and Digital Transformation" was launched with three strategic resolutions: Innovating thinking, perfecting institutions to create a favorable environment for Innovation and digital transformation; building breakthrough technology infrastructure and developing high-quality human resources to meet the demands of the times; implementing digital transformation synchronously across society, contributing to the modernization of the economy and improving the quality of life for the people.
The launching ceremony of the Movement took place in an atmosphere of nationwide emulation to achieve outstanding results in chào mừng the Party Congresses at all levels, leading up to the 14th National Congress of the Party, the 11th National Emulation Congress, and commemorating major national holidays: 50 years since the complete liberation of the South and national reunification; 80 years since the successful August Revolution and National Day on September 2nd.
In particular, the nationwide emulation movement "Innovation and Digital Transformation" is even more significant as the entire country is determined to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo "on breakthroughs in the development of science, technology, innovation, and national digital transformation" to rapidly develop modern productive forces, improve production relations, innovate national governance methods, develop socio-economics, prevent the risk of falling behind, and accelerate national development, achieve breakthroughs, and become prosperous and sustainable in the new era.
Speaking at the ceremony, Prime Minister Pham Minh Chinh This event is considered significant, occurring at a crucial moment, and embodies the spirit of "speed, even greater speed, boldness, even greater boldness" of the historic April days 50 years ago, marking the liberation of the South and the reunification of the country. This is an important event aimed at concretizing and implementing the Party's guidelines and policies outlined in Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation into practical life, across all sectors and fields, and among students.
The Prime Minister stated that in today's world, science, technology, innovation, and digital transformation are not only objective requirements and inevitable trends of the times, but also the only way to break through, overcome difficulties and challenges, seize opportunities, build an independent, self-reliant, and strong economy, a civilized and modern society, and bring the country to stand shoulder to shoulder with the world's leading powers. Resolution No. 57-NQ/TW of the Politburo is a document of special significance, a guiding principle for rapid and sustainable development, a powerful call to action, encouraging and motivating the entire Party, people, and army to strive to lead the country into a new era – an era of prosperous, civilized, and thriving national development.
Under the leadership of the Central Committee, the Politburo, and the Secretariat, headed by General Secretary To Lam, and with the decisive direction of the Government and the Prime Minister, the involvement of all levels, sectors, and localities, especially the people and the business community, the development of science and technology, innovation, and digital transformation has achieved many great achievements and results in recent years, making important contributions to socio-economic development, ensuring national defense and security, disaster prevention and control, environmental protection, and climate change adaptation.
However, despite the fundamental achievements, the development of science, technology, innovation, digital transformation, and entrepreneurship in Vietnam still faces shortcomings, limitations, barriers, and bottlenecks hindering its progress; research and application of science, technology, and innovation have not yet made breakthroughs; legal institutions, mechanisms, and policies do not meet the requirements; there is a shortage of high-quality human resources; infrastructure is not yet synchronized, especially digital infrastructure, which still has many limitations...
To successfully achieve the two 100-year strategic goals (becoming a developed country with modern industry and high middle income by 2030, and a developed country with high income by 2045), the Prime Minister emphasized that we need to strongly develop and apply science and technology, vigorously promote innovation and digital transformation, create new momentum, and open up new development spaces for the country; highlighting that science and technology, innovation, and digital transformation have no limits, no borders, no gender, and no religion.
In this context, the "Nationwide Emulation Movement for Innovation and Digital Transformation" launched at this ceremony and the recently launched "Digital Literacy Movement" are of particular importance, embodying the spirit of "Emulation is patriotism; patriotism requires emulation. Those who emulate are the most patriotic," as taught by beloved President Ho Chi Minh. The Prime Minister urged all levels, sectors, localities, businesses, and the entire nation to focus on effectively implementing the following key tasks and objectives:
Firstly, we must leverage the patriotic tradition, the combined strength of the entire political system and the nation, and the active participation of entrepreneurs, businesses, scientists, intellectuals, students, and the entire population; striving to achieve, by 2030, an advanced level of scientific, technological, and innovative potential in many important fields, ranking among the leading countries in the upper-middle income sector. The digital economy should reach at least 30% of GDP, with over 80% of citizens and businesses using online public services; and the digital infrastructure should be advanced, modern, with super-large capacity and ultra-wide bandwidth, on par with developed countries.
Secondly, we must strongly awaken the aspiration for national development, promote initiative and creativity throughout the political system and among the people, foster self-reliance and self-strength, and maximize endogenous capacity, with the perspective that: "The people and businesses are the center, the subjects, the main resources and driving forces; scientists are the key factor; the State plays a leading role in promoting and creating the most favorable conditions for the development of science, technology, innovation and digital transformation."
Thirdly, fundamentally and comprehensively reform the management and operation of state administrative agencies, the production and business activities of enterprises, and the way of life and work of the people. By 2025, the development of digital government, digital economy, digital society, digital citizens, and digital cultural industry will reach world-class levels. Vietnam will be among the leading countries in cybersecurity, data security, and data protection.
To achieve the key tasks and main objectives mentioned above, the Prime Minister requested that all levels, sectors, localities, agencies, and units nationwide strive to implement the "three resolutions" through emulation:
Political determination, innovative thinking, decisive leadership and guidance will create new momentum and enthusiasm throughout society for the development of science, technology, innovation, and national digital transformation. Resources stem from thinking, motivation from innovation, and strength from the people and businesses. Based on assigned functions, tasks, and powers, we must perfect the institutional and legal framework to remove all bottlenecks and obstacles to the development of science, technology, innovation, and national digital transformation; maximizing creative potential. We must truly get involved, considering this a central political task; assigning tasks according to the spirit of "6 clear: clear person, clear product, clear responsibility, clear authority, clear time, clear product."
We are determined to build a breakthrough technology infrastructure. In the short term, by 2025, we aim to ensure that 100% of administrative procedures related to businesses are conducted online, smoothly, and efficiently; and that 100% of administrative procedures are not limited by provincial administrative boundaries. Simultaneously, we will develop a high-quality workforce and implement innovative solutions to attract leading technology corporations and talented Vietnamese and foreign technology professionals.
We are determined to accelerate digital transformation, apply science and technology, and promote innovation in the operations of agencies within the political system; enhance the effectiveness of national governance and state management in all fields; ensure safety, security, confidentiality, protect intellectual property rights, and safeguard national sovereignty; and develop and implement a digital citizen development program.
At this solemn ceremony, the Prime Minister urged the business community to focus their efforts on fulfilling the following "three important missions":
Develop a long-term, sustainable vision and strategy; think far ahead, act boldly, and create fundamental transformation; have a proactive and flexible business structure; and a strong culture of innovation. Promote international cooperation, research, development, and innovation in the digital environment.
Shifting from applying and mastering technology to building breakthrough innovation capabilities, leveraging opportunities from the Fourth Industrial Revolution to "leapfrog" and seize the future. Investing in research on new smart solutions and management technologies; applying digital technology and automation, integrating technologies such as artificial intelligence, the Internet of Things, and big data into products and services, while simultaneously developing high-quality human resources. "Keeping pace, moving forward, surpassing" and achieving victory at the finish line.
Reforming management models while simultaneously expanding the capacity to apply new technologies, digitize, and develop groundbreaking products and services is essential to create differentiation and competitiveness in the market.
In order to successfully implement the "Nationwide Emulation Movement for Innovation and Digital Transformation" in the coming period, the Prime Minister proposed:
Party committees and government agencies, especially their leaders, need to take the lead in enhancing digital capabilities and promoting innovation in their localities and agencies with the spirit of "clear thinking, high determination, great effort, decisive action, focused and targeted, completing each task thoroughly," and "The Party has directed, the Government has agreed, the National Assembly has concurred, the people support, and the nation expects, so we should only discuss and act, not retreat."
The Vietnam Fatherland Front, socio-political organizations, the business community, and the people actively responded to the Movement. Technology enterprises played a leading and pioneering role; the government provided support; and the people actively participated in the Movement with the motto: "The people and businesses are the center, the subjects, the main resources and driving forces; scientists are the key factor; the State plays a leading role, promoting and creating the most favorable conditions for the development of science and technology, innovation, and national digital transformation."
The Central Emulation and Commendation Council, ministries, sectors, and localities should promptly develop and issue plans for implementing the Movement, and promulgate appropriate emulation criteria. They should promptly commend, honor, and encourage scientists, inventors, businesses, organizations, and individuals with achievements in science, technology, innovation, and digital transformation through various diverse forms.
Media outlets need to continue doing a good job of publicizing, highlighting, and commending good people and good deeds, exemplary individuals, outstanding examples, innovative and effective methods, "using beauty to overcome ugliness," "using positivity to push back negativity," and "positively transforming negativity."
At the same time, the Prime Minister urged every Vietnamese citizen to strive to improve themselves, learn, constantly innovate, and enhance their digital skills; otherwise, the digital economy and digital society cannot develop, and the country cannot achieve rapid and sustainable development.
The Prime Minister stated that, looking back at the history of the past 77 years, since President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), the spirit of emulation has become a powerful driving force, arousing patriotism, self-reliance, and effectively mobilizing the strength of the entire nation. Emulation movements have been continuously launched throughout history, creating immense internal strength, both material and spiritual, helping the country overcome all difficulties and challenges and achieve glorious victories throughout the ages.
With that spirit, the Prime Minister respectfully requests that all levels, sectors, localities, agencies throughout the political system, the Vietnam Fatherland Front, political and social organizations, the business community, entrepreneurs, scientists, and other organizations and communities enthusiastically respond to and actively participate in this particularly important "Nationwide Emulation Movement for Innovation and Digital Transformation".
On behalf of the Party and State leaders, the Prime Minister respectfully announces the launch of the "Nationwide Emulation Movement for Innovation and Digital Transformation"! With high political determination, with the spirit of unity, creativity, and the strong aspiration for development of the nation, we believe that the Movement will spread widely, creating new momentum and strength for the country to confidently move into a new era - an era of wealth, civilization, and prosperity for the nation.
At the ceremony, Prime Minister Pham Minh Chinh and other leaders performed the ritual of launching the movement "The whole country competes in innovation and digital transformation".
