Here, delegates heard the announcement of Decision No. 145/QD-BCT dated May 26, 2025 on the establishment of a working group of the Ministry of Industry and Trade to implement Conclusion No. 155-KL/TW dated May 17, 2025 of the Politburo, the Secretariat and the Ministry's hotline to receive, guide and answer the contents, proposals and recommendations of agencies, units and localities; guidance on the contents of Circular No. 37/2025/TT-BCT dated June 14, 2025 of the Ministry of Industry and Trade guiding the functions, tasks and powers of specialized agencies on industry and trade under the People's Committees of provinces and centrally run cities (collectively referred to as provincial level) and People's Committees of communes, wards and special zones (collectively referred to as commune level) of provinces and centrally run cities; listen to thematic reports and answer questions about decentralization, delegation and authority assignment in the following fields: chemicals, trade promotion, petroleum trading, gas trading, tobacco - alcohol trading, market development and management, safety engineering, trade - import and export, electricity, consumer rights protection - multi-level marketing, efficient energy use, product quality and industrial cluster management, food safety, consumer industry, supporting industry...; thematic reports on decentralization of goods trading activities and activities directly related to goods trading of foreign investors, economic organizations with foreign investment capital in Vietnam and representative offices and branches of foreign traders in Vietnam; on gas pricing in the electricity sector; e-commerce sector; on the contents of administrative procedure decentralization prescribed in Circular No. 38/2025/TT-BCT dated June 19, 2025 of the Minister of Industry and Trade on amending and supplementing a number of regulations on decentralization of administrative procedure implementation in areas under the management of the Ministry.
Speaking at the conference, Minister of Industry and Trade Nguyen Hong Dien affirmed that decentralization, delegation of authority, and clear definition of handling authority are not only techniques in State administration, but also vivid manifestations of the spirit of reform and democratization in national governance. This is also a key factor in transforming the model from management to service, contributing to improving the operational efficiency of administrative apparatus at all levels, increasingly serving people and businesses better.
However, Minister of Industry and Trade Nguyen Hong Dien also said that in order for decentralization, delegation of authority, and assignment of handling authority to be effective, along with a complete, clear, and transparent legal framework, there must be necessary conditions to ensure: a specific and substantive mechanism for inspection, supervision, and evaluation of effectiveness, ensuring financial and human resources for the authorized level. Minister of Industry and Trade Nguyen Hong Dien further noted that it is necessary to strengthen the application of information technology and promote digital transformation to enhance transparency, minimize risks, and increase the management and operation efficiency of competent authorities.
