Option 1 (8 wards, 20 communes) was agreed upon.

On March 28, 2025, the Tay Ninh Provincial Party Committee Office issued a notice summarizing the conclusions of the Provincial Party Standing Committee regarding the plan for reorganizing commune-level administrative units in the province.

Accordingly, the Standing Committee of the Provincial Party Committee basically agreed on Option 1 (including 8 wards and 20 communes) to reorganize commune-level administrative units in the province as proposed by the Party Committee of the Provincial People's Committee in Submission No. 48-TTr/DU dated March 26, 2025, in order to streamline the administrative apparatus, reorganize administrative units, and build a two-tiered local government model as directed by the Central Government.

According to the report from the Provincial Party Committee and People's Committee, Option 1 reduces the number of commune-level administrative units from 94 to 28 (8 wards and 20 communes, including 8 border communes). This option has the advantage of ensuring the criteria for natural area and population size in accordance with the Central Government's guidelines; increasing the number of wards, creating favorable conditions for urban development and attracting investment.

Along with agreeing on Option 1, the Provincial Party Standing Committee assigned the Party Committee of the Provincial People's Committee to incorporate the opinions of the Provincial Party Standing Committee and finalize the content of the plan. This includes paying attention to the name and location of the administrative center as agreed upon by the Provincial Party Standing Committee; maintaining and implementing policies related to disadvantaged communes; continuing to implement policies to attract investment projects located in the area as prescribed; finalizing the plan for submission to the Ministry of Interior as required; and promptly informing Long An province about the naming of commune-level administrative units after the reorganization to avoid duplication.

According to the proposal of the Provincial Party Committee and People's Committee in Report No. 48-TTr/DU dated March 26, 2025, choosing Option 1 has the advantage of ensuring the criteria regarding natural area and population size in accordance with the Central Government's orientation; increasing the number of wards, creating favorable conditions for urban development, attracting investment and improving the quality of public services.

Specifically, Tay Ninh City reorganized 7 wards and 3 communes, merging 3 communes of Duong Minh Chau district (Ninh Thanh ward (Tay Ninh City) merged Phan, Bau Nang, and Cha La communes - Duong Minh Chau district) into 3 wards; reducing 10 commune-level administrative units.

Hoa Thanh district reorganized 4 wards and 4 communes, reducing 8 commune-level administrative units. This included merging Long Hoa and Long Thanh Bac wards, Truong Hoa, Truong Tay, and Truong Dong communes, and merging Cam Giang commune from Go Dau district. Hiep Tan ward, Long Thanh Trung and Long Thanh Nam communes merged with Thanh Dien commune from Chau Thanh district to form two wards.

Trảng Bàng reorganized 5 wards and 4 communes, reducing the number of new commune-level administrative units to 4; and merged Phước Bình, Phước Chỉ, and An Thạnh communes (Bến Cầu district) into 2 wards and 2 communes.

Go Dau District reorganized 7 communes and 1 town; merged Gia Binh ward (Trang Bang) into Go Dau town, Thanh Phuoc commune (Go Dau district) into 1 ward and 2 communes; expanded the administrative boundaries of Phuoc Trach commune towards Hiep Thanh commune to connect with Phuoc Thanh commune.

Ben Cau District reorganized 7 communes and 1 town into 2 new administrative units, based on the merger of Long Khanh, Long Giang, Long Chu, Long Phuoc communes and Long Vinh commune (Chau Thanh District).

Chau Thanh District now has 4 new commune-level administrative units (a reduction of 10 administrative units) after the merger of Bien Gioi, Phuoc Vinh, and Hoa Hiep communes (Tan Bien District); Long Vinh commune merged with Ben Cau, and Thanh Dien commune merged with Hoa Thanh.

Tan Bien District reduced 7 administrative units, leaving 3 new commune-level administrative units; merged Thanh Dong commune (Tan Chau District) with Thanh Binh and Thanh Bac communes; and expanded the administrative boundaries of Tan Bien town towards Thanh Tay commune to connect with Tan Phong commune.

Tan Chau District reduced its administrative units by 6 after reorganizing 10 communes (Thanh Dong commune merged with Tan Bien commune), and 1 town, leaving 5 new commune-level administrative units. This unit expanded the administrative boundaries of Tan Chau town towards Thanh Dong commune to connect with Tan Phu commune. According to the proposal of the Provincial Party Committee and People's Committee, the reduction rate for Tan Chau District is low (54.54%) due to its large area, of which forest area accounts for 30%.

Duong Minh Chau district reduced 6 administrative units, leaving only 2 new commune-level administrative units after reorganizing 7 communes and 1 town.

The Party Committee of the Provincial People's Committee also proposed adjusting administrative boundaries to ensure consistency after the merger of commune-level administrative units.

Consider these factors when naming a new administrative unit.

According to the People's Committee of Tay Ninh province, the naming of commune-level administrative units after reorganization must be thoroughly and carefully studied, taking into account traditional, historical, and cultural factors.

The names of newly formed communes and wards after reorganization should be easily recognizable, concise, easy to read, easy to remember, and ensure systematic and scientific accuracy; it is encouraged to name communes and wards according to sequential numbers or according to the names of higher-level administrative units with sequential numbers to facilitate digitization and updating of information data.

Encourage the use of one of the existing names of the administrative units before the merger, or a name of the administrative unit that has historical, traditional, and cultural value and has been agreed upon by the local people.

The names of the newly reorganized communes and wards must not be identical to the names of existing administrative units of the same level within the province or centrally-governed city, or within the province or city where the new units are planned to be established according to the approved provincial-level administrative unit reorganization plan.

Furthermore, the administrative and political center of the new administrative unit must have a favorable geographical location, a synchronized socio-economic infrastructure, especially a developed transportation system; easy connectivity with areas within the province, ensuring harmony and rationality.

Tay Ninh has a total natural area of ​​approximately 4,041 km² and a population of about 1,334 people (as of Q3 2024). The province currently has 9 district-level administrative units (1 city, 2 towns, 6 districts) and 94 commune-level administrative units (17 wards, 6 townships and 51 communes, including 20 border communes adjacent to the Kingdom of Cambodia).

As of February 2025, the total number of officials and civil servants at the district level was 1,240, and at the commune level was 1,917. In addition, the number of non-professional personnel at the commune level was 1,418.
