Tay Ninh evaluates the results of implementing the National Target Program on new rural construction and sustainable poverty reduction

Pursuant to Official Dispatch No. 1133/UBND-KTTC dated July 24, 2025 of the Provincial People's Committee, the Department of Agriculture and Environment has reviewed and assessed the current status of the implementation of the National Target Program (NTP) on new rural development (NTM) and the Sustainable Poverty Reduction Program. The review results show that, in addition to many positive results achieved, the implementation process still has difficulties and obstacles that need to be focused on in the coming period.

National Target Program on New Rural Development

Investment in construction and renovation of new rural areas

At the provincial level, the Department of Agriculture and Environment has advised and proposed to perfect the Steering Committee for National Target Programs, and assigned Department leaders to directly participate in the direction. At the commune level, up to now, the province has 28 communes and 2 wards that have established Steering Committees, ensuring smooth operation after implementing the two-level government model.

The results compiled from 58/82 reported communes show that currently, the whole province has 30 communes meeting 19/19 new rural criteria, while 28 communes meet less than 19 criteria. In the communes of Long An before the merger: 17/34 communes met the standards, notably Duc Lap, My An, Nhon Ninh, Phuoc Vinh Tay, Vinh Hung... Some communes met less than 15 criteria such as Hung Dien (10 criteria), My Quy, Vinh Thanh, Vam Co (11 criteria). In the communes of Tay Ninh before the merger: 13/24 communes met the standards, including Loc Ninh, Tan Phu, Tan Hoi, Ben Cau... Some communes still achieved low results, typically Duong Minh Chau only met 7 criteria . Many communes have maintained previous results, the rate of communes meeting comprehensive standards is relatively high. However, there is a clear difference between localities, especially remote and border areas. The difficult criteria to achieve are concentrated in planning, income, infrastructure, health care, environment and security and order.

In 2025, Tay Ninh was allocated 417,729 billion VND by the Central Government, of which development investment capital is 341,180 billion VND and career capital is 76,549 billion VND. As of July 31, 2025, the province has disbursed VND 224,756 billion (53.8%). Of which: disbursed development investment capital VND 208,335 billion (61.06%), expected to reach 100% by the end of the year ; disbursed public service capital VND 16,421 billion (21.5%), expected to reach 75% by the end of the year.

Besides the achieved results, there are still many difficulties and challenges in building new rural areas such as changes in commune-level cadres after the merger, affecting the synthesis of reports ; lack of new instructions on indicators and criteria ; Steering Committees in some places are still slow to complete ; degraded infrastructure, schools and traffic need to be upgraded ; small-scale agricultural production, limited technology application ; low disbursement rate of career capital, and complicated administrative procedures.

Targets for the period 2026–2030: Strive for 7 more communes to meet NTM standards; total capital demand for the 2026-2030 period is estimated at VND 5,504,590 billion .

2. National Target Program for Sustainable Poverty Reduction

There are many policies to help the poor.

According to the review, in 2025, the whole province will have 3,027 poor households (0.37%), the target is to reduce 409 households, estimated to be 0.32% by the end of the year. However, the disbursement progress of this program is still very slow. The total disbursed budget as of July 31, 2025 is only 334,796 million VND, accounting for 0.42% of the central budget allocation. The main reason is that adjusting the capital plan and completing procedures after merging two-level local governments has taken a lot of time, affecting the implementation progress.

Poverty reduction target for the period 2026–2030 : multidimensional poverty reduction, limiting re-poverty, improving people's quality of life ; striving to 2030 No more poor households according to Central standards ; total capital demand for the period 2026-2030: 264,280 billion VND.

To achieve the goal of no more poor households by 2030 and improve the quality of new rural areas, the province needs to speed up capital disbursement and simplify administrative procedures. Review and adjust the New Rural Criteria, strengthen training for commune officials. Upgrade rural transport, schools, and medical infrastructure. Support the development of cooperatives, value chain linkages, application of science and technology, and digital transformation. Implement preferential credit policies and support poor households that are unable to work with separate policies. Promote propaganda and emulation movements for the poor, arouse the spirit of self-reliance and avoid dependence.

Tay Ninh has achieved many important achievements in building new rural areas and sustainable poverty reduction, creating a solid foundation for socio-economic development. However, to achieve the goal of no more poor households by 2030 and improve the quality of new rural areas, the province needs to continue to resolutely implement solutions, mobilize maximum resources, promote the role of the entire political system and consensus of the people. /.
