At the Conference, comrade Nguyen Van Tung - Head of Department of Localities I, Central Organizing Committee announced Decision No. 2283-QDNS/TW dated August 30, 2025 of the Secretariat on mobilizing and appointing to participate in the Executive Committee, Standing Committee of the Provincial Party Committee and holding the position of Standing Deputy Secretary of Lai Chau Provincial Party Committee for the 2020 - 2025 term. Accordingly, comrade Le Minh Ngan - Member of the Standing Committee of the Party Committee of the Ministry of Agriculture and Environment, Deputy Minister of Agriculture and Environment ceased to hold the position of Deputy Minister of Agriculture and Environment; mobilized and appointed to participate in the Executive Committee, Standing Committee and hold the position of Standing Deputy Secretary of Lai Chau Provincial Party Committee for the 2020 - 2025 term.
Presenting the Decision and delivering the assignment speech, Comrade Nguyen Quang Duong - Member of the Party Central Committee, Deputy Head of the Central Organization Committee congratulated Comrade Le Minh Ngan on being entrusted by the Secretariat with the task of Standing Deputy Secretary of Lai Chau Provincial Party Committee for the 2020 - 2025 term. He emphasized: Comrade Le Minh Ngan is an experienced cadre, has been planned for the 14th Central Committee, has received thorough training, is a Master of Economics, a senior political theorist, and has matured through many leadership positions at the provincial and specialized levels. At the working units, Comrade Le Minh Ngan is always appreciated as a cadre with innovative thinking, a very high sense of responsibility, a strong will, always dedicated to work, overcoming difficulties, overcoming challenges, always completing all tasks well and excellently.
With the capacity and experience from local to central levels, with the ability and support of comrades in the Executive Committee, Standing Committee, and Standing Committee of Lai Chau Provincial Party Committee, comrade Nguyen Quang Duong expressed his belief that comrade Le Minh Ngan will soon grasp the new work tasks, fulfill the assigned duties and tasks well, together with the Party Committee and the people of all ethnic groups in the province to build Lai Chau province to develop quickly and sustainably, worthy of the trust of the Politburo and the expectations of the Party Committee and people of Lai Chau province.

Also at the Conference, Comrade Vu Manh Ha - Alternate Member of the Party Central Committee, Permanent Deputy Minister of Health sent his thanks to the Party Central Committee, Standing Committee, Standing Provincial Party Committee, agencies, units, and the People of Lai Chau province for helping him complete his tasks in the province. Receiving the new assignment, he always cherishes the time in the province that helped him train and mature.
Speaking at the Conference, Comrade Giang Pao My - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, on behalf of the Lai Chau Provincial Party Committee, congratulated Comrade Le Minh Ngan and Comrade Vu Manh Ha on their new positions. The Provincial Party Committee Secretary emphasized: The Provincial Party Committee and the Secretary of the Lai Chau Provincial Party Committee personally hope and believe that, in his position and responsibility as the Standing Deputy Secretary of the Provincial Party Committee, Comrade Le Minh Ngan will continue to cultivate and train his moral qualities and political mettle; actively stay close to the grassroots, grasp the local situation, promote his capacity and experience during his work, quickly approach new work, and join the Executive Committee, Standing Committee, and Standing Provincial Party Committee in solidarity, unity, and determination in leading to excellently complete all political tasks of the province, focusing on directing the completion of key tasks in 2025.
The Lai Chau Provincial Party Secretary also requested the Provincial Party Executive Committee, departments, branches, unions, Party committees and authorities at all levels to continue promoting the spirit of solidarity, support and create the best conditions for Comrade Le Minh Ngan to soon get into the swing of things, affirm his capacity and prestige and successfully complete the assigned tasks.
With comrade Vu Manh Ha, the Provincial Party Secretary believes that in his new position, he will continue to promote his capacity, strengths, and practical work experience at the local and grassroots levels, and work with the collective leadership of the Ministry of Health to improve his leadership and management capacity, and perform well the task of state management in the health sector.
