Tay Ninh completes organizing the Party Congress at the commune level and the Party Congress directly under the Provincial Party Committee.

On the morning of August 22, 2025, the Provincial Party Committee held a meeting of the Provincial Party Committee Standing Committee to evaluate the organization of the Party Congress at the grassroots level for the 2025-2030 term and the operation of the two-level local government apparatus. Provincial Party Secretary Nguyen Van Quyet chaired the meeting.

Attending the conference were Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Manh Hung; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Thanh Hai; comrades in the Provincial Party Committee Standing Committee, leaders of provincial departments and branches. The conference was broadcast online to 96 communes and wards of the province.

  According to the report at the conference, the whole province had 100/100 Party Committees under the Provincial Party Committee that held congresses, completed 10 days ahead of schedule. The preparation work for the congress was seriously implemented, from the dissemination of Directive No. 45-CT/TW, developing plans, establishing subcommittees, preparing documents and personnel, to propaganda and agitation work. Most localities had practical works and tasks to welcome the congress, creating an exciting atmosphere among cadres, Party members and the people. The quality of the congress documents was highly appreciated, many targets, breakthrough programs, and key projects were identified close to reality, demonstrating the determination to innovate and the development aspirations of the locality. Delegates participated in lively discussions, contributing many enthusiastic opinions to the Draft Documents of the 14th National Party Congress and the Provincial Political Report.

After nearly 2 months of official operation, the 2-level local government model in Tay Ninh province has achieved positive results, showing synchronous and effective operation. According to the preliminary report of the Provincial Party Committee Standing Committee, the implementation has been carried out promptly and in accordance with regulations, creating high unity in the entire political system from the province to the grassroots level . All offices of agencies, units, communes and wards after the merger have been arranged and put into use. The province has repaired 33 provincial-level offices and 83 commune-level offices to ensure working conditions. In the initial phase, the National Public Service Portal and the One-Stop Software encountered some difficulties, but the communes and wards have proactively guided and supported people to avoid delays. Up to now, the system has operated stably, ensuring the receipt, processing and return of records on time as prescribed. People's satisfaction with public administrative services has always been high. The two-level government model has initially operated synchronously, effectively and efficiently, maintaining political stability and social order and safety, creating a solid foundation for socio -economic development.

At the Conference, representatives of departments, branches and the Provincial People's Committee had many opinions to answer the difficulties and problems of commune-level localities, especially regarding mechanisms, policies, infrastructure investment, digital infrastructure and skills training for cadres, civil servants and public employees to operate stably and effectively the two-level local government apparatus.

Speaking at the conference, Provincial Party Secretary Nguyen Van Quyet acknowledged and highly appreciated the efforts and determination of Party committees, authorities, agencies and localities in the province in implementing the directions of the Central and the province to ensure the successful completion of the organization of the Party Congress at the grassroots level for the 2025-2030 term in accordance with the set requirements.

Provincial Party Secretary Nguyen Van Quyet emphasized that immediately after the Congress, Party committees at all levels need to urgently lead, direct, organize propaganda, thoroughly grasp and concretize the Resolution of the Congress at their level. This is a particularly important political task, aiming to raise political and ideological awareness for cadres, Party members and the People; bring the Party's Resolution into life, create unity of will and action in the entire Party Committee and the People. He requested that the implementation must be carried out seriously, practically, in accordance with the characteristics and situation of each locality and unit; promote the exemplary role and responsibility of the head of the Party committee.

Party committees at all levels need to proactively issue programs and plans to concretize the Resolution, ensuring clear people, clear work, clear time; associated with inspection and supervision work; promptly remove difficulties and obstacles in the implementation process. The focus is on leading and directing the completion of the Resolution's targets for 2025, creating a premise for successfully implementing the Resolution for the 2025-2030 term, contributing to the good implementation of the Resolution of the upcoming Provincial Party Congress. Regarding the difficulties and obstacles related to the operation of the two-level local government apparatus, he requested the Provincial People's Committee and provincial departments and branches to continue to provide maximum support to localities, considering this a key political task to ensure the smooth and effective operation of the government apparatus, meeting development requirements in the new period. /.
