Faced with this situation, localities are urgently implementing measures to prevent storms.
Quang Tri bans sea travel from 7am on August 24 to cope with storm No. 5
Storm No. 5 is approaching the mainland and is forecast to directly affect Quang Tri province. Currently, the storm response is taking place very urgently. Quang Tri province has issued a sea ban, prohibiting ships from going out to sea from 7:00 a.m. on August 24 until the dangerous weather at sea ends.
In Quang Tri province, there are 8,725 vehicles with 24,198 workers at sea. As of 5:00 a.m. on August 23, there were 634 vehicles with 2,860 workers operating at sea. The Provincial Border Guard Command directed stations to maintain communication and continue to call on ships to quickly come ashore to avoid and take shelter from the storm.
In addition, units coordinated with local authorities and forces to arrange boats at anchorage areas; instruct people to tie their vehicles securely to avoid collisions when the storm hits, minimizing damage to people; the work of arranging and anchoring boats to ensure safety was completed before 10:00 a.m. on August 24.
To respond to storm No. 5, the Border Guard Command of Quang Tri province has established working groups and command centers on the sea route and border areas with full equipment, vehicles, boats and arranged officers and soldiers ready to deploy response plans when situations arise.
Quang Tri province requires units and localities to enhance their sense of responsibility, thoroughly implement "4 on-site" measures, and absolutely not be negligent or subjective in the face of storm No. 5. At the same time, closely monitor the developments of storm No. 5 with heavy rain causing flooding, flash floods, landslides, and inundation; promptly inform people to proactively prevent and minimize damage. The province stops unnecessary meetings to focus on preventing, fighting, and responding to storms and floods.
At the same time, units and localities propagate and direct agencies, organizations, and households to reinforce houses, warehouses, schools, medical facilities, and construction sites (especially key projects and works), and prune tree branches, especially in the northern communes and wards of the province.
Nghe An bans boats from going out to sea from 5am on August 24
Due to the influence of storm No. 5, it is forecasted that from the afternoon of August 24, the sea area of Nghe An province (including Hon Ngu island) will have winds gradually increasing to level 6-8, then increasing to level 9-10, with rough seas.
On the afternoon of August 23, the Chairman of the People's Committee of Nghe An province, Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, issued urgent dispatch No. 24/CD-UBND, prohibiting all types of boats and means of transport from going to sea from 5:00 a.m. on August 24.

The telegram requests the Chairman of the People's Committee, Head of the Command Board for Natural Disaster Prevention and Search and Rescue of coastal communes and wards; the Command Board of the Border Guard/Provincial Military Command; the Head of the Department of Fisheries and Fisheries Control and heads of relevant units to urgently prohibit all types of boats and means of transport from going to sea from 5:00 a.m. on August 24. Boats operating at sea must return to shore to anchor to ensure safety before 10:00 a.m. on August 24.
At the same time, use all means and measures to inform ships at sea about the storm's developments, guide and call on ships to return to safe shelters or escape from dangerous areas; guide ships to anchor at shelters (including tourist ships and transport ships); organize the relocation and anchoring of aquaculture cages and floating houses to ensure safety.
In response to the storm, the Nghe An Border Guard Command directed units to deploy synchronous response measures. By 2:00 p.m. the same day, the units had notified 408 vehicles with more than 2,100 workers of the location and direction of the storm; mobilized 8 vehicles and 80 officers and soldiers to support people in anchoring boats and securing houses. The total number of fishing boats counted was 2,918 vehicles with more than 13,200 workers, no boat was in the danger zone or lost contact.
Nghe An Border Guard has also mobilized 500 officers and soldiers along with 3 ships, 8 boats and 30 cars ready to perform rescue missions; at the same time, coordinate propaganda, guide boats and aquatic cages to safe shelters before the storm makes landfall.
In addition to storm prevention tasks, Border Guard units also actively participate in local support activities. On August 22-23, officers and soldiers of Quynh Phuong Border Guard Station coordinated with union members, youths and parents in the area to clean up the school grounds, clear bushes, repair tables and chairs, drainage systems, and support corrugated iron roofs... to ensure safety before the storm season and prepare well for the new school year 2025-2026.
Quang Ngai controls boats, evacuates high-risk areas
Storm No. 5 has formed in the East Sea. According to forecasts, from the evening of August 24-25, the sea area of Quang Ngai province will have winds gradually increasing to level 6, 7, gusting to level 8, rough seas; on land there will likely be thunderstorms, risk of landslides and flash floods in mountainous areas.
On the afternoon of August 23, the Chairman of the People's Committee of Quang Ngai province signed an urgent dispatch requesting agencies, units, and local authorities to proactively prepare response plans for storms and heavy rain.
The Chairman of the People's Committee of Quang Ngai province requested the Department of Construction, the Department of Agriculture and Environment, the Provincial Border Guard Command, the Quang Ngai Maritime Port Authority, the People's Committees of coastal communes and wards and the Ly Son special zone to closely monitor the storm's developments; organize a ship count; urgently notify and call on ships and boats operating at sea to know the location, direction of movement and developments of the storm to proactively avoid it.
For ships and boats still in the storm's dangerous area, especially those in the Hoang Sa archipelago and the northern part of the province, absolutely do not be subjective, and are required to urgently move out or to a safe anchorage.

Authorities and local governments proactively prohibit all types of boats from operating at sea (including passenger transport vehicles on the Sa Ky - Ly Son route, the Dao Lon - Dao Be route and vice versa) when the Quang Ngai sea area has strong winds of level 6 or higher.
Inform, guide and implement measures to ensure safety for aquaculture cages and rafts at sea, along the coast and for tourists (especially in Ly Son special zone).
For mountainous areas, the Chairman of the People's Committee of Quang Ngai province requested functional forces and local authorities to proactively monitor the developments of storms and heavy rains; deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, at risk of flooding, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places, especially areas that have experienced heavy rains in recent days.
Units and localities organize forces to guard, control, support and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured, do not let unfortunate human losses occur due to carelessness and subjectivity; arrange forces, materials and means to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs. At the same time, direct inspection, review and implementation of measures to ensure safety of key works, works under construction, especially works that have had incidents, lakes, dams, mines and mineral exploitation areas; proactively take measures to drain water to prevent flooding and protect production, urban areas and residential areas.
According to a quick report from the Border Guard Command of Quang Ngai province, the whole province has 581 ships/4,771 workers operating in the sea areas; of which, the Gulf of Tonkin has 41 ships, the Hoang Sa sea area has 136 ships, the sea area between the East Sea and Truong Sa, DKI has 180 ships; the South East Sea area has 85 ships, the Quang Ngai province sea area has 139 ships. There are 5,841 ships anchored at the ports. All of the above ships and boats have received information about the developments and movement direction of storm No. 5.
The Department of Agriculture and Environment of Quang Ngai province has informed the authorities of Ly Son special zone that people have a plan to move their offshore farming rafts to a safe place.
Hue urgently harvests rice, minimizing damage
Facing the forecast of being affected by storm No. 5, the authorities and people of Hue city are urgently harvesting the 2025 Summer-Autumn rice crop and simultaneously implementing response measures, helping people ensure the safety of life and property, and minimizing damage caused by the storm.
On August 23, people in Hue city urgently accelerated the harvest of the 2025 Summer-Autumn crop following the motto "harvest as soon as the rice is ripe" to protect crop yield and output and minimize damage. Harvesters and combine harvesters operated at almost full capacity regardless of the hot weather at noon, taking advantage of the sunny weather at night.
Present in the rice fields to direct people in harvesting, Deputy Director of the Department of Agriculture and Environment of Hue City Le Van Anh said that in the Summer-Autumn crop of 2025, the whole city has planted about 25,000 hectares of rice. Of which, the mass rice is in the ripening stage, the harvested area has reached about 1,500 hectares and is expected to be harvested in the afternoon of August 23, at the latest in the morning of August 24.
In addition, in general, the rice areas affected by storm No. 1 that had to be re-sown are heading and blooming, growing and developing normally. Therefore, many rice areas have not been harvested yet because this is the amount of rice that had to be re-sown after the unseasonal flood that occurred at the beginning of the season.
The Department of Agriculture and Environment of Hue city directed communes and wards to strengthen inspection and urge agricultural cooperatives to closely monitor the growth of rice to have a plan to organize the harvest in each area and each field with the motto "green at home is better than ripe in the field", arrange to harvest at night if most of the rice areas are ripe; mobilize maximum capacity of harvesters and local forces to help people quickly and neatly harvest the Summer-Autumn rice area; check the canal system, reinforce the inner-field dykes, clear the flow, prepare means to proactively drain and handle when heavy rain occurs...

According to forecasts, storm No. 5 is strong and likely to make landfall directly, causing strong winds and heavy rain in the Central region. The influence of storm No. 5's circulation may cause moderate to heavy rain, and in some places very heavy rain and thunderstorms in Hue city on August 24-27.
Implementing the telegram of the People's Committee of Hue City, the border guards are actively increasing the time to notify owners of vehicles and captains operating at sea about the location, direction of movement and developments of the storm, and urgently calling on ships to take shelter before 7:00 p.m. on August 23. The army and police forces stationed in communes and wards are proactively supporting people in responding to the storm and evacuating.
By the afternoon of August 23, 119 offshore fishing boats from Thuan An ward, Hue city had anchored at Phu Hai, Phu Thuan and Thuan An fishing ports; 14 other boats are expected to reach the mainland by this evening. In addition, all nearshore fishing boats have been brought ashore; 256 flat-toed boats have been safely turned ashore.
Chairman of the People's Committee of Thuan An Ward Le Dinh Phong said that the locality has organized a civil defense meeting with the forces, and propagated to the people to urgently move their boats to safe shelters. Currently, the locality has compiled a list of more than 2,200 households with nearly 8,700 people who need to evacuate to prevent the risk of flash floods, landslides, storms, floods, etc. These households will be evacuated on site, to the households of relatives. In addition, the ward also has an evacuation plan, arranging storm shelters for coastal households of the old Phu Thuan commune (now Thuan An ward) at the solid village cultural house; ready means when necessary to respond, move people and assets to a safe place.
The sea area of Phu Vinh commune, Hue city has been regularly affected by natural disasters over the years, so storm prevention work is very familiar to local people. However, no one dares to be subjective or negligent in storm and flood prevention work. Local fishermen will not go to sea from August 24 to ensure safety and focus on strengthening their houses.
Having been doing business at Phu Dien beach, Phu Vinh commune for a long time, Mr. Nguyen Hong Truong said that thanks to proactiveness in dealing with natural disasters, in recent years, the damage to households in the area has been almost insignificant.
When there is a storm warning of level 12 or higher, households without permanent housing will proactively work with the government to move to safe shelters. Coastal shops will clean up and move their belongings inland to minimize property damage./.
