Department of Agriculture and Environment presents the Plan to implement the National Target Program on New Rural Construction for the period 2025 - 2030

On November 30, 2025, the Department of Agriculture and Environment advised the Provincial People's Committee to issue a Plan to implement the National Target Program on New Rural Development for the period 2025 - 2030. The plan aims to continue developing rural areas in an effective and sustainable manner; improve people's material and spiritual lives; develop rural economy associated with digital transformation, innovation and adaptation to climate change. By 2030, strive to have at least 65% of communes meeting new rural standards, of which 70% of communes in ethnic minority and mountainous areas meet the standards; about 10% of communes meeting modern new rural standards; at the same time, strive to have 60% of hamlets in particularly difficult communes in coastal and island areas recognized as meeting new rural standards.

In addition, the Plan is implemented according to 02 contents of the Planning group and 16 components of the Rural Economic - Social Infrastructure Development group. Notably: 65% or more communes meet the targets on traffic, rural electricity, cultural - sports institutions, education, health and rural trade; over 80% of communes meet the targets on irrigation; 100% of communes meet the requirements of proactively preventing and combating natural disasters; 65% of communes develop digital and telecommunications infrastructure and 70% of poor communes are invested in postal service points and other priority infrastructure; communes are invested in developing infrastructure for raw material and processing areas; complete clean water supply systems, waste collection and treatment, improve housing and population arrangement; at the same time organize the management, operation and maintenance of post-investment works.
Funding for implementation from the central budget and local budgets to implement the National Target Program on New Rural Construction according to current budget decentralization and at the same time mobilize other legal funding sources according to law.
The issued plan is the basis for organizing the unified implementation of the National Target Program on New Rural Construction in the province for the period 2025-2030; clearly defining the objectives, targets, scope, objects and implementation mechanisms, ensuring compliance with the province's socio-economic development orientation. Assigning specific responsibilities to each department, branch, unit and People's Committee of communes helps strengthen management, supervision, operation, ensuring effective use of resources and integrating related programs and projects. The plan contributes to improving the effectiveness of new rural construction in a sustainable, modern direction, adapting to climate change, improving infrastructure and living conditions of people, promoting the development of a green, circular rural economy, associated with digital transformation and synchronous development of new rural criteria throughout the province./.
