Project appraisal for the Lao Cai - Hanoi - Hai Phong railway line has begun.

The Minister of Transport has just signed a decision to establish an internal appraisal council to evaluate the pre-feasibility study report for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line.

The internal appraisal council is responsible for reviewing and appraising the contents of the pre-feasibility study report for the Lao Cai - Hanoi - Hai Phong railway line construction project before submitting it to the Prime Minister as prescribed.

The council comprises 19 members, including leaders and representatives from functional departments and divisions of the Ministry of Transport; leaders of the Institutes of Transport Science and Technology; Transport Strategy and Development; and leaders of the Vietnam Railways Corporation.

Previously, the Railway Project Management Board had submitted a proposal to the Ministry of Transport requesting consideration and submission to the Government of the pre-feasibility study report for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line in order to proceed with the next steps.

According to the proposal, the project starts at the railway junction across the border between Lao Cai station (Vietnam) and Ha Khau Bac station (China); and ends at Lach Huyen port (Hai Phong). The project passes through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong.

The project has a main line length of approximately 388.1km with 30 stations, designed as a Class 1 railway, with a standard gauge of 1,435mm; for passenger and freight transport; and a design speed.

The project is expected to be implemented in two phases.

Phase 1, by 2030, involves completing the construction of the entire line as a single track, including the main line from Lao Cai station to Lach Huyen port station and the connecting section between Lao Cai station and Ha Khau Bac station; the branch line between Nam Dinh Vu station and Dinh Vu station; and land clearance for the completion of a double track.

Phase 2, extending beyond 2050, involves the complete construction of the entire Lao Cai - Hanoi - Hai Phong line as a double-track line, the addition of several stations, and the construction of the branch line from South Hai Phong to South Do Son.

Given the scale mentioned above, the preliminary total investment for phase 1 of the project is approximately VND 192,903 billion (equivalent to USD 7.944 billion).
