
The decision states that the Task Force mentioned in Clause 3, Article 1 of Decision No. 62/QD-BCDCTTDQG dated May 4, 2024, is reorganized as follows: Mr. Tran Tien Dung, Deputy Minister of Justice, is appointed as a member of the Task Force, replacing Mr. Nguyen Khanh Ngoc.
Previously, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector, signed Decision No. 62/QD-BCDCTTDQG establishing a Task Force to assist the Steering Committee in directing the progress of urban railway projects in Hanoi and Ho Chi Minh City (the Task Force).
The task force is responsible for assisting the Prime Minister in directing, supervising, and reviewing the performance of relevant ministries, agencies, and organizations in resolving important, inter-sectoral issues, addressing difficulties and obstacles, and promptly removing obstacles to ensure the progress of urban railway projects implemented in Hanoi and Ho Chi Minh City.
The task force assists the Prime Minister in coordinating and directing the implementation of urban railway projects in Hanoi and Ho Chi Minh City, ensuring timely completion.
In addition, the Task Force regularly monitors and inspects the implementation of the Projects, proactively and promptly supporting the People's Committees of Hanoi and Ho Chi Minh City and related units to ensure progress as directed by the Prime Minister.
Monthly, the Task Force assesses the implementation results, promptly identifies shortcomings and obstacles, resolves them, or reports them to the Prime Minister for consideration and resolution within his/her authority.
The working group researches and proposes solutions to address difficulties and obstacles in policies for the implementation of investment projects proposed by various units, and submits them to competent authorities for consideration and decision. It also conducts surveys and studies to learn from the experiences of several countries with modern urban railway systems and invites experienced domestic and international experts.
The Ministry of Transport is the permanent agency of the Task Force; it utilizes its own apparatus to perform tasks assisting the Task Force; develops work plans and programs, compiles report content, and drafts conclusions for the Task Force's meetings.
