The mark of the staff force
Visiting the Staff Office of the Hue City Police, in that seemingly quiet workspace, we witnessed the urgent and serious pace of work. On each desk, files, reports, and plans were constantly being reviewed and updated. These "silent flows" have contributed to the formation of important decisions serving the work of ensuring security and order.
While not directly confronting criminals like frontline forces, the planning and advisory team bears the indelible mark of every major case and plan. This involves a persistent process of research, analysis, and forecasting of the situation, as well as proposing practical solutions that effectively support leadership and guidance. From their humble offices, many important policies and plans have been developed, contributing to maintaining security and order in the area.
During the period 2021-2025, the advisory work of the Hue City Police Department continued to improve in quality and effectiveness. The staff proactively advised the City Party Committee, City People's Council, and City People's Committee to promptly issue and implement policies and solutions to ensure political security and social order, meeting practical requirements, especially during difficult and complex times.
For example, during the COVID-19 outbreak in 2021, the staff quickly proposed and finalized plans for epidemic prevention and control, contributing to the city's proactive control of the situation. In 2025, facing the complex developments of natural disasters, many response plans developed early and proactively continued to be effective, contributing to protecting the lives and property of the people. Along with that, the communication system and security measures were always maintained smoothly, ensuring that command orders were transmitted promptly and accurately, enabling the entire force to operate synchronously and effectively in all situations.
Leveraging the role of the strategic "brain"
As a centrally-governed city and a major cultural and tourism center of the country, Hue City places increasingly high demands on ensuring security and order. In this context, the Staff Department continues to affirm its role as the strategic "brain," contributing to helping the Hue City Police leadership effectively direct and manage key tasks.
Over the past five years, based on accurate analyses and forecasts, the unit has advised on and implemented more than 560 programs, plans, and measures to ensure security and order; and organized many intensive campaigns to attack and suppress crime. The impact of the advisory force is also clearly evident in the work of protecting the security and safety of important political and cultural events. Many meticulously developed plans ensured absolute safety for 98 delegations of Party and State leaders visiting the locality, as well as major events such as the Hue Festival, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
In the fight against crime, advisory work has contributed to guiding many important operational plans, supporting forces in dismantling many sophisticated criminal networks. Typical examples include the large-scale counterfeit document production case that generated billions of dong in illicit profits; or the swift arrest of a group of inter-provincial fraudsters using "fake antiques."
In the field of administrative reform and digital transformation, the Staff Department has achieved many outstanding results. The administrative reform index of the City Police has improved significantly, rising from a good rating in 2021 to 6th place nationwide in 2025. Many solutions applying science and technology have been effectively implemented; among them, the model of "on-the-spot penalties based on cold images combined with software to identify violations from surveillance camera systems" has been recognized as a grassroots-level administrative reform initiative. Currently, the unit manages and operates 86 professional software programs serving command and control work.
Alongside this, scientific research and practical experience summation continue to be emphasized. In 2025, the unit will advise on the acceptance of a ministerial-level research project that achieved an excellent rating, while also implementing numerous research projects at various levels. The "All People Protect National Security" movement will also be strengthened and widely disseminated in residential areas, agencies, businesses, and educational institutions.
Looking ahead, as Hue city enters a new phase of development, the Staff Department is determined to continue innovating its thinking, improving the quality of strategic analysis and forecasting, ensuring accurate, timely, and effective advice, with the motto: "Understand the situation - Accurately forecast - Provide timely advice - Manage effectively".
Colonel Duong Van Thoan, Deputy Director of Hue City Police, emphasized: “The Staff Department needs to continue to play its role as the strategic advisory body of the city's police; thoroughly understand and effectively implement the emulation movement of “3 bests”: Most disciplined - Most loyal - Closest to the people. Each staff officer must always be cautious, perceptive, and closely follow the practical situation to provide accurate and correct advice, contributing to helping leaders effectively direct all aspects of security and order work.”
Over the past five years, the Staff Department of the Hue City Police has received 93 commendations for collectives and 154 commendations for individuals at various levels; one outstanding officer of the entire force; 38 outstanding officers at the grassroots level; and has consistently achieved the title of "Unit of Victory," receiving the Excellent Emulation Flag from the Ministry of Public Security and the People's Committee of Hue City for four consecutive years. |
