Teachers' salaries are still low.

This regulation is necessary to realize the policy of placing teachers' salaries at the highest level in the administrative and public service salary scale. According to current regulations, teachers' salaries are not currently at the highest level in the administrative and public service salary scale; in fact, the majority of teachers are currently ranked at a lower level.

Upon reviewing and comparing the applicable salary scales, it can be seen that the salaries of most teachers (except for college and university lecturers and vocational education teachers) are lower than those of civil servants in other sectors. In particular, the salary scale applied to preschool teachers is the lowest among all teaching positions and lower than all other civil servants in various sectors and fields. Meanwhile, the working environment and professional activities of preschool teachers have been proven in practice to be arduous.

According to the Ministry of Education and Training, in order to implement the Law on Teachers, which takes effect on January 1, 2026, the Ministry is advising the Government to issue a Decree stipulating salary policies and allowances for teachers. One of the prominent policies expected to be stipulated in this Decree is that all teachers will receive a special salary coefficient.

Specifically, preschool teachers will receive a special salary coefficient of 1.25 compared to their current salary coefficient; other teaching positions will receive a special salary coefficient of 1.15 compared to their current salary coefficient. Teachers teaching at schools for people with disabilities, centers for supporting inclusive education development, and boarding schools in border areas will receive an additional 0.05 compared to the prescribed rate.

The Ministry of Education and Training affirms that the issue of teachers' salaries can only be fundamentally resolved when the Government issues a new salary policy and reorganizes the salary scale for teachers along with other civil servants in other sectors.

However, in the context of the Government not yet having issued a new salary policy, the issuance of regulations on specific salary coefficients (as proposed in the draft Decree regulating salary policy and allowances for teachers) is necessary.
