Teachers' highest salaries when ranked at the top of the ladder

The Law on Teachers has just been passed, stipulating that “teachers’ salaries are ranked highest in the administrative career salary scale system”. So what is the highest teacher salary?

The Law on Teachers has just been passed by the 15th National Assembly and will take effect from January 1, 2026.

In particular, the law dedicates Chapter V to regulate salary and welfare policies for teachers.

In particular, at Point a, Clause 1, Article 23, the Law on Teachers stipulates: "Teachers' salaries are ranked highest in the administrative career salary scale system".

However, how this regulation is implemented requires specific regulations from the Government and will only begin to be implemented when the Law on Teachers comes into effect (from January 1, 2026).

Currently, teachers' salaries at publiceducational institutions are still calculated according to the formula of basic salary multiplied by salary coefficient (stipulated in Circular 07/2024/TT-BNV).

The basic salary applied according to Decree 73/2024/ND-CP is 2,340,000 VND.

Teachers' salary coefficients are regulated in 4 circulars of the Ministry of Education and Training, including: Circular 01/2021/TT-BGDDT (regulating preschool teacher salary coefficients); Circular 02/2021/TT-BGDDT (regulating primary school teacher salary coefficients), Circular 03/2021/TT-BGDDT (regulating junior high school teacher salary coefficients), Circular 04/2021/TT-BGDDT (regulating high school teacher salary coefficients).

According to Circular 01, grade III preschool teachers are applied the salary coefficient of type A0 civil servants, from salary coefficient 2.10 to salary coefficient 4.89; grade II preschool teachers are applied the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98; grade I preschool teachers are applied the salary coefficient of type A2 civil servants, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38.

According to Circular 02, Circular 03 and Circular 04, the salary coefficients of primary school teachers, middle school teachers and high school teachers are regulated the same.

Specifically, grade III teachers are applied the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98; grade II teachers are applied the salary coefficient of type A2 civil servants, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38; grade I teachers are applied the salary coefficient of type A2 civil servants, group A2.1, from salary coefficient 4.4 to salary coefficient 6.78.

Thus, currently the lowest basic salary for teachers in public educational institutions is 4,914,000 VND/month, applied to preschool teachers of grade III level 1; the highest basic salary is 15,865,200 VND/month, applied to primary, middle and high school teachers of grade I level 8.
