To implement the Law on Teachers, which takes effect on January 1, 2026, the Ministry of Education and Training is advising the Government to issue a Decree regulating salary policies and allowances for teachers.
One of the outstanding policies expected to be stipulated in this Decree is that all teachers will enjoy a special salary coefficient.
The Ministry of Education and Training proposed a special coefficient for public school teachers' salaries of 1.15. Notably, teachers who teach disabled students, integrated students, and elementary boarding schools will receive a salary coefficient of 1.2.
Thus, the formula for calculating primary school teacher salary = Basic salary (2,340,000 VND) x Current salary coefficient x Specific salary coefficient (1.15-1.2).
With this calculation, the highest salary according to the salary table can be up to more than 18.2 million VND if at coefficient 1.15 and more than 19 million VND at coefficient 1.2.

In addition to salary, teachers are also entitled to a number of allowances including: Seniority allowance for teachers; preferential allowances according to the profession for teachers directly teaching at all levels, subjects, teaching objects and working regions with levels from 25-70%,...
According to statistics from the Ministry of Education and Training, the current salary payment has some shortcomings. Firstly, the policy of giving teachers' salaries the highest priority in the salary scale of administrative and career positions has not been implemented.
Specifically, the salary scale applied to civil servants in general includes 10 salary scales arranged from low to high, respectively C1, C2, C3, B, A0, A1, A2.2, A2.1, A3.2, A3.1 (with levels from 1 to 12, the number of levels depends on the type of civil servant).
However, the reality of salary classification for teaching positions is that only 3 positions are subject to the salary of A3 civil servants (including A3.2 and A3.1 - the 2 highest salary scales).
The subjects enjoying this high coefficient are senior university lecturers (including professor and associate professor titles), senior vocational education lecturers, and senior vocational education teachers; accounting for about 1.17% of the total number of teachers.
Meanwhile, in other industries and fields, about 10% of employees are paid the salary of type A3 employees.
At the primary level, the country currently has about 370,000 teachers. The highest level currently is a first-class teacher, with a coefficient of about 5.42, plus about 24% seniority, and a 70% professional incentive allowance. Thus, the highest level currently received is 24.6 million VND.
The Ministry of Education and Training emphasizes that salary policy is a key solution to help attract talented people to become teachers, improve the quality of the teaching staff, and thereby improve the quality of education and training.
At the same time, this is also a solution to help teachers feel secure in their work and contribute to the "career of educating people".
The deadline for commenting on the draft Decree regulating salary policy and allowances for teachers is November 9.
