In the joyful atmosphere of national pride, commemorating the 50th anniversary of the complete liberation of Southern Vietnam and national reunification (April 30, 1975 - April 30, 2025), many key projects and works in Hoa Binh province have set April 30 as a milestone to achieve their targets. With a high level of focus, working overtime and extra shifts, investors and construction units are demonstrating the utmost determination to achieve the goals on schedule, with quality and efficiency. A spirit of competitive labor permeates the construction sites.

The construction unit is concentrating manpower and machinery on the Hoa Binh - Hanoi regional connecting road project and the Son La (Hoa Binh - Moc Chau) expressway project in Kim Boi district.

April 30th milestone

In April, despite the unpredictable weather, construction work on the infrastructure project for the resettlement area in Rai hamlet, Tuan Dao commune, Lac Son district, to urgently address the consequences of natural disasters, was extremely urgent. The contractor mobilized maximum machinery and equipment with the highest determination to move residents from the landslide-affected area to the resettlement area by April 30, 2025, ensuring adequate electricity and water supply.

Comrade Nguyen Viet Dung, Deputy Head of the Investment and Construction Project Management Board and Land Development Fund of Lac Son District, said: The Management Board has developed a progress plan with specific timelines to coordinate with the construction unit for implementation. The contractor has been instructed to divide into shifts, including working at night, with the aim of completing all urgent items on schedule before April 30th.

The project to build infrastructure for the resettlement area and the emergency project to mitigate the consequences of natural disasters causing landslides in the Rài hamlet, Tuân Đạo commune, is invested by the People's Committee of Lạc Sơn district with a total investment of over 72 billion VND. Currently, the project has disbursed nearly 8 billion VND from the 2024 capital disbursement plan and has been allocated another 50 billion VND for the 2025 capital plan. The project has completed land leveling and site preparation, and households have begun drawing lots to select their residential plots. Households have started constructing houses in the resettlement area.

April 30th also marks the completion date for compensation and land clearance for the Hoa Binh - Hanoi regional connecting road project and the Son La (Hoa Binh - Moc Chau) expressway project along the entire route, allowing for the handover of all land to construction units to accelerate project progress. Determined to win the "race" to the finish line in land clearance, the Kim Boi District People's Committee has decisively directed the verification of land ownership to develop compensation and support plans for land clearance.

Comrade Bach Cong Ban, Director of the Land Development Center of Kim Boi District, said: Verifying land origin is a crucial step in the compensation and land clearance process. This is also considered a "bottleneck" in land clearance work because land data is not yet updated, making it very difficult to verify land origin. Therefore, to accelerate progress with the highest determination in land clearance along the entire route through Kim Boi district, the center has mobilized all its personnel, working even on holidays to support communes in surveying and adjusting land changes in order to finalize compensation and land clearance plans as soon as possible.

With a determination to complete the project on schedule, the contractors organized construction work wherever the land was handed over. They deployed 8 construction teams and simultaneously completed 18 out of 20 bridge locations and 3 pedestrian underpass locations. The total construction value reached over 400 billion VND, equivalent to 24% of the contract value.

Determined to continue construction throughout the holiday period.

Working continuously throughout the April 30th and May 1st International Labor Day holidays is likely the common goal of many contractors involved in the construction of key projects in the province, including the Hoa Binh - Moc Chau expressway project (the section passing through Hoa Binh province). Simultaneously completing the preparation phase and commencing construction as soon as the land is available, the units have concentrated machinery and equipment to work non-stop in the spirit of "3 shifts, 4 teams," and "working day and night"...

Mr. Nguyen Tien Tuong, Commander of VNCN E&C Construction Investment Joint Stock Company, the contractor for package XL-01, said: "To facilitate construction, we are urgently installing the cement concrete mixing plant and the grinding plant. At the same time, we are urgently clearing the site, removing organic matter, and constructing the service road within the area where the land has been handed over. We have organized four construction teams to build the road embankment and are continuing to deploy two more teams to construct large box culverts, prefabricated culverts, and underpasses."

Alongside package XL-01, package XL-02 is also being urgently implemented by the contractor on the route. This package involves the construction of tunnels, roadbeds, road surfaces, and other structures along the route from km 34 to km 38. According to a representative of Deo Ca Group Joint Stock Company - one of the three consortiums implementing package XL-02: The project passes through rugged mountainous terrain with complex geological conditions. Therefore, to ensure construction progress, the company has mobilized many large machines and equipment, along with a workforce of workers and technical staff, organizing construction in 3 shifts and 4 teams. Initially, the focus is on increasing manpower and resources to accelerate the construction of the tunnels.

Currently, the investor has signed contracts for the XL-03 package for the construction of the Hoa Son bridge over the Da River, selecting contractors, and is preparing to select contractors for the XL-04 package.

Currently, 24 key projects funded by both state budget and non-state budget sources are being implemented in the province. Since the beginning of the year, the province has commenced construction on 4 key projects, and is expected to start construction on several more key projects in the second quarter, including the Sungruop eco-tourism resort… To expedite the completion of these projects, the Party committee and government have taken decisive action, and the investors and construction units have made strenuous efforts to organize construction without days off, ensuring timely completion and demonstrating the highest determination to accelerate progress, contributing to breakthroughs in the province's socio -economic development.
