In April, despite the erratic weather, the construction site of the resettlement infrastructure project, emergency disaster relief in Rai hamlet, Tuan Dao commune, Lac Son district, was extremely urgent. The contractor mobilized maximum machinery and equipment for construction with the highest determination to bring people in the landslide area back to their homes in the resettlement area by April 30, 2025, ensuring adequate electricity and water.

Comrade Nguyen Viet Dung, Deputy Head of the Project Management Board for Investment, Construction and Land Fund Development of Lac Son District, said: The Management Board has developed a progress plan according to time milestones to coordinate with the construction unit for implementation. The contractor is directed to divide into shifts, including working in the evening and at night in the spirit of striving to complete the project on schedule, completing all urgent items before April 30.

The project to build infrastructure for the resettlement area and the emergency project to overcome the consequences of natural disasters causing landslides in Rai hamlet, Tuan Dao commune, invested by the People's Committee of Lac Son district, has a total investment of over 72 billion VND. The project has completed the disbursement of nearly 8 billion VND of the capital disbursement plan for 2024, and continues to be allocated 50 billion VND of the capital plan for 2025. The project has completed leveling the ground, creating a site, and conducting a lottery for households to choose residential plots. Households have begun to build houses in the resettlement area.

April 30 is also the deadline for completing compensation and site clearance support for the Hoa Binh - Hanoi regional road project and the Son La (Hoa Binh - Moc Chau) expressway along the entire route to hand over the entire site to construction units to accelerate project construction. Determined to win the "race" to the finish line of site clearance, the People's Committee of Kim Boi district has resolutely directed the work of verifying the origin of the land to develop compensation, support, and site clearance compensation plans.

Comrade Bach Cong Ban, Director of the Kim Boi District Land Fund Development Center, said: Verifying the origin of land is the key step to carry out compensation and site clearance work. This is also considered a "bottleneck" of the site clearance work because currently the land data has not been updated, making it very difficult to verify the origin of land. Therefore, to speed up the progress with the highest determination to complete the entire route through Kim Boi District, the center has mobilized all its staff, working on holidays to support the communes in measuring and adjusting land fluctuations in order to come up with a compensation plan for site clearance as soon as possible.

With the determination to complete the project on schedule, the construction unit organized the construction as soon as the site was handed over, the contractors organized 8 construction teams and constructed 18/20 bridge locations and 3 underpass locations at the same speed. The total construction value reached more than 400 billion VND, equivalent to 24% of the contract value.

Determined to work through the holidays

Construction throughout the April 30 and May 1 holidays is probably the common goal of many contractors participating in the construction of key projects in the province, including the Hoa Binh - Moc Chau expressway project (section through Hoa Binh province). While completing the construction preparation stage in a synchronized manner and starting construction as soon as the site is available, the units have focused on machinery and equipment to work non-stop in the spirit of "3 shifts, 4 shifts", "working during the day is not enough, working at night"...

Mr. Nguyen Tien Tuong, Commander of VNCN E&C Engineering Construction Investment Joint Stock Company, the contractor of package XL-01, said: To serve the construction work, we urgently installed the cement concrete mixing station and the grinding station. At the same time, we urgently cleared the site, removed organic matter and constructed service roads within the area where the site had been handed over. We organized 4 construction teams to fill the roadbed, and continued to deploy 2 more teams to construct large box culverts, assembled culverts and underpasses.

In parallel with the XL-01 package, the XL-02 package is also being urgently deployed by the contractor on the route. This is a package for the construction of tunnels, foundations, road surfaces and works on the route from km34 to km38. According to the representative of Deo Ca Group Joint Stock Company - 1 of 3 joint ventures implementing the XL-02 package: The project passes through rugged mountainous terrain and complex geological conditions. Therefore, to ensure the construction progress, the unit has mobilized many large-sized machines and equipment along with workers and technical staff to organize the construction in 3 shifts and 4 teams. In the immediate future, human resources and means are focused to speed up the construction of tunnel works.

Currently, the XL-03 bidding package for the construction of Hoa Son bridge across the Da river has been signed by the investor to select a contractor and is preparing to select a contractor to implement the XL-04 bidding package.

The province is implementing 24 key projects using state budget and non-state budget capital. Since the beginning of the year, the province has started construction on 4 key projects, and it is expected that in the second quarter, a number of key projects will continue to be started, including the Sungruop eco-tourism resort... In order to quickly complete the projects, the Party Committee and the government have taken drastic measures, investors and construction units have made great efforts to organize construction without days off, ensuring the right progress, with the highest determination to speed up the progress, contributing to creating breakthroughs in the socio-economic development of the province.
