The Ho Chi Minh City People's Committee has just issued a Decision on the establishment of the Ho Chi Minh City Disaster Prevention and Control Fund, based on the merger of the Ho Chi Minh City Disaster Prevention and Control Fund, the Binh Duong Province Disaster Prevention and Control Fund, and the Ba Ria - Vung Tau Province Disaster Prevention and Control Fund.

The Ho Chi Minh City Disaster Prevention and Control Fund is a non-budgetary state financial fund established by the Chairman of the People's Committee of Ho Chi Minh City. It has legal personality, its own seal, and can open accounts at the State Treasury Region II and legally operating commercial banks in the city.
The Ho Chi Minh City Department of Agriculture and Environment is the agency that manages the Fund.
The fund's international trade name is Ho Chi Minh City Disaster Management Fund (HCMDMF), and its headquarters are located at the Ho Chi Minh City Department of Agriculture and Environment, 63 Ly Tu Trong Street, Saigon Ward.
The Ho Chi Minh City Disaster Prevention and Control Fund is designed to support disaster prevention and control activities that are not adequately funded or supported by the state budget.
The Fund receives, manages, and utilizes financial resources in accordance with regulations; fully implements reporting, settlement, accounting, auditing, and asset management procedures; complies with inspections, examinations, and audits by competent state agencies; and publicly discloses the Fund's operations as required by law.
The Ho Chi Minh City People's Committee has assigned the Department of Agriculture and Environment to advise and submit to the Chairman of the City People's Committee a Decision on the Regulations on the organization and operation of the Fund in accordance with regulations. The Decision takes effect from January 21st.
