On May 25th, Minister of Construction Tran Hong Minh chaired a meeting with Duc Long Gia Lai Group Joint Stock Company, Truong Son Consulting Joint Stock Company, and leaders of the three provinces of Gia Lai, Dak Lak, and Lam Dong regarding the investment plan for the construction of the Western North-South Expressway project, specifically the Pleiku - Buon Ma Thuot - Gia Nghia section.
According to the investment proposal report by Truong Son Consulting Joint Stock Company, the objective of investing in the project is to gradually complete the planning of the Western North-South Expressway, which has been approved by the Prime Minister in the road network planning for the period 2021-2030, with a vision to 2050. This will create a seamless vertical axis capable of synchronously connecting with existing horizontal expressways, national highways, and the airport and seaport systems to promote socio -economic development in the Central Highlands region.

Simultaneously, this expressway will facilitate the economic transformation of localities towards industrialization, modernization, and urbanization; enhance the development of trade, services, and tourism ; increase the speed of goods circulation, improve transportation efficiency, reduce logistics costs, and open up opportunities to attract investment capital. The expressway also aims to ensure national security and defense, and enhance the ability to respond to natural disasters and incidents.
Duc Long Gia Lai Group Joint Stock Company (the investor) proposed a plan to invest in and construct the aforementioned expressway with a length of approximately 257 km.
Phase 1 of the expressway project involves a 4-lane highway with a roadbed width of 24.75 m and a design speed of 100 km/h. The starting point intersects with National Highway 19 (in Hoi Phu ward, Gia Lai province); the end point connects with the Gia Nghia - Chon Thanh expressway (in Nhan Co commune, Lam Dong province).
The projected timeline for the expressway project is a maximum of 4 years, including 6 months to 1 year for investment procedure preparation; and 3 years for construction, completion, and commissioning.
The total investment for the project is estimated at approximately 76,985 billion VND, under the public-private partnership model.
Mr. Thai Dai Ngoc, Secretary of the Gia Lai Provincial Party Committee, agreed with the proposed investment plan for the project. Gia Lai province committed to ensuring the annual allocation of funds to effectively carry out land clearance work throughout the province...
Similarly, the leaders of Gia Lai, Dak Lak, and Lam Dong provinces unanimously agreed on the scale and investment model of the project; and simultaneously proposed that the competent authorities consider assigning the Ministry of Construction as the competent state agency to preside over the project implementation, ensuring the synchronization, progress, and quality of a large-scale project with high technical requirements.

Minister of Construction Tran Hong Minh agreed with the opinions of the leaders of the three provinces of Gia Lai, Dak Lak, and Lam Dong, and the investor proposing the investment project to build the Western section of the North-South Expressway from Pleiku to Buon Ma Thuot and Gia Nghia. He also agreed with the localities' opinion to report to the Prime Minister, requesting that the Ministry of Construction be designated as the competent state agency to lead the research and implementation of the project.
Minister Tran Hong Minh particularly emphasized the need to adjust the investment process before 2030. The project will open up development opportunities for the merged localities; play a crucial role in facilitating connectivity, bringing agricultural products to seaports, maximizing the potential of seaports in the three provinces, serving as a backbone connecting through border gates, and ensuring national security and defense.
Based on the consensus on the proposed investment project under the public-private partnership (PPP) method, the Minister requested relevant agencies of the Ministry to guide Duc Long Gia Lai Group Joint Stock Company in preparing a detailed plan for the proposed investment project, ensuring accuracy.
The Minister requested that immediately after this meeting, the Standing Committee or Executive Committee of the Provincial Party Committee of the three provinces should submit a report to the Government, including a commitment to allocate capital to participate in the project. The Ministry of Construction will coordinate to finalize the dossier for early submission to the competent authority for consideration and decision.
