In response to the increasing demands for healthcare and the inherent limitations of the healthcare system, the People's Committee of Ca Mau province has issued the "Project to Improve the Quality of Healthcare for the People in the Province by 2030". This is considered a strategic step towards building a modern, equitable, and efficient healthcare system that puts the people at the center of service.

The "bottlenecks" that need to be addressed.

In recent times, the health sector in Ca Mau province has seen many positive changes. The healthcare network from the provincial level to the grassroots continues to be strengthened; many advanced techniques such as cardiovascular intervention, stroke treatment, and cancer radiotherapy have been implemented, helping people access high-quality healthcare services right in their locality.

Alongside this, digital transformation is being gradually accelerated. Currently, 100% of hospitals and medical centers with inpatient beds have implemented electronic medical records and connected to health insurance payment systems, contributing to transparency in procedures and shortening the time for medical examinations and treatment.

The team of doctors performed a complex surgery, demonstrating the increasingly advanced professional capabilities of the local healthcare sector.

However, the reality also presents many difficulties. The quality of medical examination and treatment is uneven across different levels; primary healthcare has not fully played its role; infrastructure in many places is dilapidated, and equipment is not standardized. Overcrowding at some higher-level hospitals still occurs, while people do not yet fully trust lower-level healthcare.

Furthermore, medical data is fragmented and lacks interconnectedness. The transfer and implementation of technical procedures from higher-level to lower-level facilities is limited, especially in specialized fields such as pediatric orthopedics, female pelvic floor treatment, pathology, and ENT. Many approved techniques cannot yet be implemented.

Healthcare workers perform diagnostic ultrasounds for patients, contributing to improving the quality of medical examination and treatment at the grassroots level.

In addition, the leadership of some units still has a strong administrative mindset and lacks innovation; a small number of medical staff still lack a good service spirit and attitude, leading to complaints from patients and their relatives.

These limitations necessitate comprehensive and groundbreaking solutions from the healthcare sector to improve the quality of healthcare for the people in the new era.

Synchronizing solutions, aiming towards a modern healthcare system.

Based on the above situation, the Project sets the goal for 2030 to comprehensively improve the quality of healthcare, ensuring that all citizens have convenient and equal access to essential and specialized medical services. Accordingly, the province strives to have 3 hospitals achieving specialized status; 100% of medical examination and treatment facilities implementing digital transformation; and over 95% of the population having their health managed.

Doctors are applying modern technology in diagnosis and treatment planning, driving digital transformation in the healthcare sector.

To realize this goal, a series of solutions will be implemented synchronously. The focus will be on restructuring the healthcare system into three levels of specialization, with primary healthcare as the foundation. The health sector will strengthen the rotation of doctors to grassroots levels, invest in equipment, and improve the capacity of commune health stations so that people can receive healthcare right from the first level.

Simultaneously, the focus is on developing high-quality human resources, promoting specialized training, and building appropriate policies to attract and retain talent. Digital transformation continues to be identified as a "lever," aiming to build an interconnected healthcare data system and move towards a smart hospital model.

The project aims to encourage the development of private healthcare, promote public-private partnerships to mobilize social resources, improve service quality, and reduce pressure on the public healthcare system.
