
The dismantling work was carried out first on the two lanes heading from Vung Tau ward to Dong Nai. In the opposite direction (Dong Nai to Vung Tau ward), traffic continued as normal.
To carry out the dismantling, authorities organized traffic control and diversion around the toll station area, placed warning signs from a distance, and erected barriers on two lanes adjacent to the concrete median on National Highway 51 to ensure construction safety. Authorities mobilized two concrete breakers to dismantle the concrete blocks at the toll station.
In the morning, although two lanes of traffic were temporarily closed for the dismantling of the toll booth, thanks to remote traffic management, the volume of vehicles was not too heavy, so traffic flow was quite stable and no congestion occurred.

Previously, on the afternoon of February 3rd, the Ho Chi Minh City Department of Construction issued a notice to relevant authorities regarding the dismantling of the T3 toll station on National Highway 51. Specifically, starting from February 4th, the Ho Chi Minh City Center for Traffic Management and Technical Infrastructure will be the lead agency in dismantling the T3 toll station. The dismantling of the T3 station is expected to take 8 days.
Regarding the dismantling of the T3 toll station, the Ho Chi Minh City Department of Construction has also requested the Bien Hoa - Vung Tau Expressway Development Joint Stock Company (BVEC, the investor) to urgently proceed with the dismantling of the T3 toll station.
The Ho Chi Minh City Department of Construction concluded that the T3 toll station on National Highway 51 is no longer operational but still retains its structure, including the toll booth and traffic islands, causing traffic conflicts. Dismantling the T3 toll station is absolutely necessary and urgent to ensure safety and protect the lives and property of the people.

The Department of Construction requested BVEC to dismantle the toll station before December 15, 2025. However, BVEC argued that due to unresolved contract terms, they needed the approval of their lending bank before dismantling the station could be carried out. Since the investor did not dismantle the toll station on National Highway 51 themselves, the Ho Chi Minh City Department of Construction issued a notice to organize the dismantling of the T3 toll station.
The 73km BOT project to expand National Highway 51, invested by BVEC and passing through the former provinces of Dong Nai and Ba Ria - Vung Tau (now Ho Chi Minh City), has stopped collecting tolls at toll stations T1, T2 (Dong Nai), and T3 (Ho Chi Minh City) for over two years. However, resolving the outstanding issues to conclude this project between the investor and the Vietnam Road Administration has yet to reach an agreement after numerous negotiations.
Regarding the BOT project to expand National Highway 51, on December 25, 2025, the Department of Construction of Dong Nai province also sent a document to the Vietnam Road Administration, Road Management Area IV, and BVEC requesting the dismantling of toll stations T1 (Km10+778) and T2 (Km28+450) on National Highway 51 within the territory of Dong Nai province.
