On the morning of September 28, the Standing Committee of the National Assembly considered and approved a Resolution on the rearrangement of administrative units at the district and commune levels for the period 2023-2025 in 13 provinces and cities: Bac Giang, Can Tho, Dak Lak, Dong Nai, Gia Lai , Khanh Hoa, Lao Cai, Ninh Thuan, Phu Yen, Quang Ninh, Thai Binh, Tien Giang, and Vinh Long.
After the reorganization and merger, 1,935 people became redundant.
According to the Government's summary report, Minister of Home Affairs Pham Thi Thanh Tra stated that, in the administrative unit reorganization plan , Bac Giang province is reorganizing 4 out of 10 district-level administrative units that are eligible for encouragement, in order to form 4 new district-level administrative units.
Specifically, Bac Giang province merged Yen Dung district into Bac Giang city and adjusted the administrative boundaries of Luc Ngan and Son Dong districts, establishing Chu town.
In addition, Bac Giang also reorganized 34 out of 209 commune-level administrative units to form 17 new commune-level administrative units; established 16 wards and 2 towns based on 18 existing commune-level administrative units. After the reorganization, the province did not change the number of district-level administrative units; however, the number of commune-level administrative units decreased by 17.

Quang Ninh province reorganized 12 out of 177 commune-level administrative units to form 6 new commune-level administrative units; established Dong Trieu city based on Dong Trieu town and established 4 wards based on 4 communes belonging to Dong Trieu town. After the reorganization, the province did not change the number of district-level administrative units (13 units) and reduced the number of commune-level administrative units by 6.
Other provinces and cities did not reorganize district-level administrative units but only merged at the commune level. Specifically, Can Tho City reorganized 4 out of 83 commune-level administrative units, reducing the number by 3. Dak Lak province merged 11 out of 184 commune-level administrative units, reducing the number by 4. Dong Nai province reorganized 22 out of 170 commune-level administrative units, reducing the number by 11.
Gia Lai province reorganized 5 out of 220 commune-level administrative units, reducing the number by 2. Khanh Hoa province merged 12 out of 139 commune-level administrative units, reducing the number by 7. Lao Cai province reorganized 2 out of 152 commune-level administrative units, reducing the number by 1. Ninh Thuan province reorganized 5 out of 65 commune-level administrative units, reducing the number by 3.
Similarly, Phu Yen province merged 9 out of 110 commune-level administrative units, reducing the number by 4 communes. Thai Binh province reorganized 28 out of 260 commune-level administrative units, reducing the number by 18 communes. Tien Giang province reorganized 10 out of 170 commune-level administrative units, reducing the number by 6 units. Vinh Long province reorganized 10 out of 107 commune-level administrative units, reducing the number by 5 communes.
"Therefore, the Government proposes to reorganize 5 district-level administrative units and 186 commune-level administrative units to form 5 new district-level administrative units and 99 new commune-level administrative units in 13 provinces and cities. After the reorganization, the number of district-level administrative units in the 13 provinces and cities will remain unchanged; the number of commune-level administrative units will be reduced by 87," the Minister of Home Affairs said.
In addition, Ms. Tra also informed that there are 7 provinces and cities: Can Tho, Dak Lak, Dong Nai, Lao Cai, Ninh Thuan, Phu Yen, and Vinh Long, which do not have administrative units with specific characteristics that are proposed not to be reorganized.
Six provinces – Bac Giang, Gia Lai, Khanh Hoa, Quang Ninh, Thai Binh, and Tien Giang – have requested that three district-level administrative units and 67 commune-level administrative units not be reorganized due to their unique characteristics. Specifically, the three districts are: Co To island district in Quang Ninh province, Tan Phu Dong district in Tien Giang province, and Dak Po district in Gia Lai province.
According to the Minister of Home Affairs, the organization and consolidation of agencies, units, and leadership positions within the political system of the newly formed district and commune-level administrative units in 13 provinces and cities after the reorganization are being carried out in accordance with the regulations of the Party, the charter of the organization, and current laws, without any obstacles.
Bac Giang and Quang Ninh provinces have reorganized and established district-level administrative units, but there are no surplus district-level officials, civil servants, or public employees (because the number of district-level administrative units remains unchanged).
Ms. Tra also stated that the total number of surplus medical staff, civil servants, and non-specialized personnel at the commune level in 13 provinces and cities is 1,935; the total number of surplus office buildings is 148.
The People's Committees of 13 provinces and cities have developed detailed plans to address the surplus of officials, civil servants, and non-specialized personnel at the commune level in accordance with regulations. At the same time, these provinces and cities have also developed plans to deal with the surplus of public buildings and assets.

Reviewing this matter, the Chairman of the Legal Committee, Hoang Thanh Tung, stated that the Committee acknowledges that the Government's proposal was prepared seriously and meticulously, basically ensuring quality, complete documentation, and content as required.
The Committee on Basic Laws generally agrees with the plans for rearranging district and commune-level administrative units, as well as the plans for reorganizing and streamlining the organizational structure, assigning and arranging the staff of officials, civil servants, and non-specialized personnel, and the plans for resolving issues related to offices and public assets in the administrative units undergoing rearrangement in 13 provinces and cities.
The review agency generally agrees with the content of the plan for rearranging district and commune-level administrative units for the period 2023-2025 in 13 provinces and cities as submitted by the Government. The plan dossier meets the requirements for submission to the Standing Committee of the National Assembly for consideration and decision.

Concluding the session, Deputy Speaker of the National Assembly Nguyen Khac Dinh stated that the statements of the members of the Standing Committee of the National Assembly did not differ from the Government's submission.
At the session, 100% of the members of the National Assembly Standing Committee present voted to approve 13 resolutions on the reorganization of district and commune-level administrative units in 13 provinces and cities.
Of these, except for Bac Giang, the resolutions for the remaining 12 provinces and cities will take effect from November 1st. The resolution for Bac Giang province will take effect from January 1st, 2025 (due to changes and adjustments in many district and commune-level units).
Previously, on July 23, the Standing Committee of the National Assembly voted to approve the Resolution on the rearrangement of district and commune-level administrative units for the period 2023-2025 in the three provinces of Nam Dinh, Soc Trang, and Tuyen Quang.
Minister of Home Affairs: At this pace, it will be difficult to complete the merger of districts and communes before October.
The first three provinces merged administrative units, resulting in a reduction of one district and 53 communes.
Minister of Home Affairs: Merging districts and communes is expected to create a surplus of 21,700 officials and civil servants.
