Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Commendation Council, emphasized the spirit of "Digitalization creates momentum - Greening spreads - Businesses break through - The country reaches further".

The government recently held a ceremony to launch the emulation movement "Innovation, development of science and technology, digital transformation, green transformation" and the emulation movement "Development of private enterprises, improvement of the efficiency of state-owned enterprises".

The emulation movement in the new phase

Joining in the vibrant atmosphere of emulation and the joyful celebrations spreading throughout the country to welcome the Party, the Spring Festival, and the great success of the 14th National Congress of the Party, at the launching ceremony, Prime Minister Pham Minh Chinh stated that we are pleased to organize the launching ceremony of two emulation movements: “Innovation, development of science and technology, digital transformation, green transformation” and “Strong development of private enterprises, improvement of the efficiency of state-owned enterprises”. This is an important event aimed at quickly, strongly, and synchronously implementing the Resolution of the 14th National Congress of the Party into life, with two key tasks: implementing breakthroughs in science and technology, innovation, digital transformation, and green transformation to create a foundation for the development of new, modern productive forces; and simultaneously promoting the development of a modern socialist-oriented market economy and international integration.

The emulation movement for innovation, scientific and technological development, digital transformation, and green transformation focuses on five key areas of emulation. These are: creating breakthroughs in thinking, awareness, and action; identifying science, technology, innovation, green transformation, and digital transformation as key drivers of growth; as the foundation for improving productivity and competitiveness; and as tools for enhancing governance efficiency, national self-reliance, and ensuring national defense and security.

The campaign aims to promote the development of modern, integrated, secure, safe, and people-friendly digital and green infrastructure. It also encourages innovation and the strong application of digital and green transformation in all activities and international cooperation. Furthermore, it focuses on developing the digital economy, digital society, digital government, digital administration, and digital citizens, linked to the digital literacy movement and digital platforms, with the goal of achieving "three levels of security": security, safety, and people-friendly development. Finally, it promotes green transformation and combats climate change in the context of rapid and sustainable economic development.

The emulation movement aims to vigorously develop private enterprises and improve the efficiency of state-owned enterprises in the spirit of: enterprises as the center, infrastructure as the foundation, and institutions as the driving force. Enterprises compete to innovate management, improve production and business efficiency, pioneer in mastering technology, embrace green transformation and digital transformation, confidently integrate internationally, and establish the position of Vietnamese brands. It also aims to build a corporate culture, business ethics, and a team of capable, modern, responsible, and humane entrepreneurs.

Every official and Party member needs to implement three breakthroughs: in thinking and awareness; in reform and development; and in implementation and action results. At the same time, they must effectively implement the "three no's" criteria: No formalism, ostentation, or showmanship; work must be substantive, not superficial or perfunctory. Work must not be time-consuming or temporary; avoid scattered, fragmented, or half-hearted efforts. Resources must not be wasted; work must be effective and attract the participation and support of the people.

Implement three "pioneering" principles for the business community: Pioneering in venturing beyond one's own limitations; leveraging the leading role in harnessing the collective strength of national unity; and promoting the people's right to self-governance and ensuring their participation in monitoring emulation movements to ensure their effectiveness.

All emulation is for the people.

Prime Minister Pham Minh Chinh affirmed that all emulation movements are for the people, serving the people's lives and the country's development. Stability is for development, and development is for stability, but the people must benefit from these emulation movements.

“Emulation is always a harmonious symphony, a continuous flow in the movement of the entire society and the nation. Each emulation movement today has its own strength and mission, but they are always organically linked, blending in a common rhythm, with a final goal of realizing the aspiration for national development set forth by the 14th National Congress of the Party. To ensure that this symphony of emulation does not only resound through words and slogans, but must be sustained by concrete, practical actions, and be set in motion by key, feasible, and impactful tasks. It is not just lyrics, but resonates with enthusiasm, sustains through actions, and is set in motion by specific tasks,” Prime Minister Pham Minh Chinh emphasized.

At the launching ceremony, Prime Minister Pham Minh Chinh requested that all levels, sectors, localities, agencies, and units within the political system, based on the practical situation and task requirements, implement the two emulation movements with specific content and criteria, appropriate and practical forms; assign tasks ensuring "six clear points": clear person, clear task, clear time, clear responsibility, clear authority, and clear results. Ensure resources for implementation, create a strong shift in awareness, and foster even greater determination in action to successfully implement the Party's Congress Resolution.

Let's promote the spirit of "everyone competing, every sector competing, every day competing"; each individual is a core political nucleus; transforming competition into motivation, determination into action, dedication into effectiveness, and every daily task into a resource for oneself, for the homeland, and for the country. Contributing to the development of a prosperous, civilized, thriving, and happy nation, steadily advancing towards socialism.

In the spirit of the new year, let's strive to compete in all aspects with a new spirit to achieve many new victories; with the motto: "Digitalization creates momentum. Greening spreads. Businesses break through. The country reaches further..."

Speaking at the launching ceremony, leaders of agencies, units, and businesses affirmed that launching and organizing the emulation movement in the new phase, with specific content and criteria, appropriate and practical forms, will create a strong transformation in the awareness and actions of Party committees, governments, and all strata of the people; creating motivation and inspiring the entire nation to participate in emulation, actively develop science and technology, innovation, and double transformation - green and digital.

This contributes to strongly fostering the aspiration for national development, promoting initiative and creativity throughout the political system and among the people, and participating in the rapid and sustainable development of the country…

Prime Minister Pham Minh Chinh stated that, in practice, especially during the 2020-2025 period, the patriotic emulation movements launched by the Central Emulation and Commendation Council have made significant contributions to creating momentum, inspiring, and fostering internal strength to help the country overcome many difficulties and challenges, achieving many proud milestones and setting many historical records such as: the special emulation movement "The whole country unites, works together, and wholeheartedly competes to prevent, control, and defeat the COVID-19 pandemic"; the emulation movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste"; the movement to eliminate temporary and dilapidated houses in 2025; the movement "500 days and nights to complete 3,000km of expressways"; the movement to rapidly construct and complete the 500kV power lines, circuit 3, Quang Trach-Pho Noi and Lao Cai-Vinh Yen; The "Popular Education Movement," the "Lifelong Learning" movement; the "Quang Trung Campaign" to swiftly repair and rebuild houses for people affected by natural disasters in Central Vietnam...
