The draft regulations for university admissions stipulate that candidates wishing to apply for Teacher Training (Pedagogy) and Early Childhood Education programs must register on the general admissions support system in order of priority from 1 to 3.
This means that if a candidate registers for a Teacher Training program from the 4th position onwards, the system will not record their admission result.
This is also one of the most notable new points in the draft of the new regulations.

According to current regulations, the entrance requirements for teacher training programs are announced annually and are directly decided by the Minister of Education and Training .
For admission methods that are not purely based on high school graduation exam scores or non-formal training, candidates must still meet minimum quality standards regarding academic performance and high school learning outcomes.
Accordingly, candidates must simultaneously achieve a GPA of "good" or higher, and the total score of the three subjects in the high school graduation exam according to the chosen subject combination must be 20 points or higher.
For teacher training programs requiring aptitude tests, such as Physical Education, Music Education, Fine Arts Education, and Early Childhood Education, candidates need to have a transcript showing a good academic record and a total score of 16.5 or higher in the three subjects of the high school graduation exam.
The entry threshold does not apply to candidates who are first-level athletes, have won medals at the Phu Dong Sports Festival, national and international youth competitions; or candidates in Physical Education, Music Pedagogy, and Fine Arts training programs who have achieved excellent scores in the aptitude test organized by the training institution.
The revised regulations for university and college admissions in Early Childhood Education will take effect from March 2025. However, in this year's admissions period, the Ministry of Education and Training continues to make new adjustments to suit practical realities.
According to the Ministry of Education and Training, the draft of the new regulations has been updated and adjusted according to the following principles: ensuring fairness, objectivity, and transparency; having a suitable adjustment roadmap; ensuring the rights of applicants; improving the quality of input; reducing costs and saving for society; reducing social pressure; overcoming existing shortcomings; and aiming for the stability and sustainability of the admissions process.
