On December 19th, in Hanoi, the Ministry of Foreign Affairs organized a conference to review the first five years of implementing the United Nations Global Compact for Safe, Orderly and Regular Migration (GCM Agreement), chaired by Deputy Minister Le Thi Thu Hang.
The conference was attended by approximately 100 delegates from the Ministries of Public Security , National Defence, Interior, Justice, Health, Education and Training, Finance, the Vietnam Women's Union, 31 localities, and representatives from the International Organization for Migration, the German International Cooperation Organization, and the International Labour Organization in Vietnam. This event marks half a decade of Vietnam's proactive and positive implementation of its international commitments under the GCM Agreement.

In her opening remarks at the conference, Deputy Minister Le Thi Thu Hang affirmed that in the process of comprehensive reform and international integration, migration has been making important contributions to the socio-economic development of the country. She also emphasized that Vietnam consistently maintains a people-centered approach, considering the security, safety, rights, and legitimate interests of migrants as a top priority in policy formulation and implementation.
Assessing the current international migration situation, which faces many new and more complex challenges, especially in the context of the continuing unpredictable and complex regional and international situation, and the increase in cybercrime, online fraud, and human trafficking aimed at coercion, the Deputy Minister believes that a new, more adaptable, and innovative approach is needed, based on closer inter-sectoral coordination and deeper international cooperation, to minimize the vulnerability of migrants and address migration challenges more effectively.
At the Conference, delegates unanimously agreed that the implementation of the GCM Agreement Implementation Plan has created extremely positive changes in promoting legal and safe migration, preventing and combating illegal migration, preventing and combating human trafficking across borders, and protecting the legitimate rights and interests of migrants.

Appreciating Vietnam's efforts, Ms. Kendra Rinas, Head of the International Organization for Migration Delegation, suggested that Vietnam consider registering as a "Champion Country" in the implementation of the GCM Agreement at the International Migration Review Forum (IMRF) to be held in May 2026 in New York, USA.
Concluding the Conference, Deputy Minister Le Thi Thu Hang thanked the close coordination of ministries, agencies and localities, as well as the active support of United Nations agencies, international organizations, and stakeholders in implementing the GCM Agreement Implementation Plan.
The Deputy Minister emphasized several issues that require continued close coordination among ministries, agencies, and localities to promote in the coming period, such as: perfecting policies and laws in line with the requirements of the new phase; and amending and supplementing Decision No. 402/QD-TTg dated March 20, 2020, of the Prime Minister to suit the new situation.

In addition, it is necessary to complete the construction of the migration database; improve the quality of international cooperation on migration, prioritizing areas of fair and ethical recruitment; protect the legitimate rights and interests of vulnerable groups; prevent and combat illegal migration and human trafficking across borders; share information promptly with relevant countries to more effectively protect citizens; and further innovate communication work, closely combining traditional and modern methods.
Within the framework of the Conference, the leaders of the Ministry of Foreign Affairs awarded Certificates of Merit from the Minister of Foreign Affairs to collectives and individuals who have achieved outstanding results in implementing the GCM Agreement Implementation Plan for the period 2020-2025.
