Practical implementation of the emulation movement in Phuoc Tra

Patriotic emulation movements in Phuoc Tra commune have been implemented comprehensively and practically, closely linked to local realities, mobilizing the collective strength of cadres, Party members, and the people, contributing to the achievement of local political goals and tasks.

Building the image of a dedicated official

To extensively implement the emulation movement "Cadres, civil servants, and public employees compete to practice workplace culture," closely adhering to their respective fields of work, the Party, State, Fatherland Front, and political and social organizations of Phuoc Tra commune have developed specific plans, launched the movement, and received positive responses from all cadres, civil servants, public employees, and workers.

The movement has spread widely, creating positive changes in awareness, attitudes, and actions. This has contributed to building an image of dedicated, exemplary, professional, disciplined, responsible civil servants who always put the interests of the people first.

Entrusted by the People's Committee of Phuoc Tra commune with the task of receiving, processing, and returning results of administrative procedures, the civil servants at the Phuoc Tra Commune Public Administrative Service Center always uphold a high sense of responsibility, strictly adhere to administrative discipline and order, and maintain unity and mutual support to successfully complete their tasks.

As a result, the center has become stable and effectively performs its function of advising on and controlling administrative procedures, acting as a focal point for receiving, guiding, supervising, urging, summarizing, and reporting the results of resolving administrative procedures of specialized agencies under the People's Committee of the commune. In particular, all administrative procedure files of the commune are resolved correctly and ahead of schedule.

Mr. Ngo Van Tinh, Deputy Director in charge of the Public Administrative Service Center of Phuoc Tra Commune, said that more than 70% of the population in the area are ethnic minorities, and accessing and carrying out administrative procedures online faces many difficulties. Therefore, the center has proactively advised the Commune People's Committee to establish a technology and professional support team to assist in resolving administrative procedures. At the same time, they have developed plans to support vulnerable groups and handle common situations for citizens.

The center's officials consistently maintain a professional demeanor, a high standard of conduct, and polite and friendly communication. They also proactively improve administrative procedures to shorten processing times and enhance service efficiency.

“The staff and civil servants of the center regularly and voluntarily participate in emulation movements, linking them to the performance of their professional duties in their respective fields. Our goal is to contribute to improving the quality of administrative procedures, using the satisfaction of citizens and organizations as a measure,” Mr. Tinh emphasized.

When contacting the Public Administrative Service Center to have his child's birth certificate certified as supplementary documentation for high school graduation, Mr. Ho Van Sy (Tra Huynh village, Phuoc Tra commune) expressed his satisfaction with the dedicated guidance on using smartphones provided by the officials.

Mr. Sy observed that the new model of commune-level government is closer to the people, and the Party's guidelines and policies, as well as the State's laws, are widely disseminated to residents in the community. Many times when he went to the commune to handle matters, he didn't have to waste time waiting or endure inconvenient travel.

Improve service quality

To operate the new model of commune-level government in a way that is close to the people and deeply rooted in the grassroots, since the beginning of the year, the leaders of Phuoc Tra commune have established 25 working groups to work in the villages and organized 9 forums to listen to the opinions of the people on many fields.

Mr. Hoang Van Hung, Chairman of the People's Committee of Phuoc Tra commune, shared: "Through working sessions in the villages, the commune leaders understand the legitimate concerns and aspirations of the people, and then direct the relevant departments to focus on resolving them."

In handling their work, commune officials and civil servants consistently adhere to the motto: "The people's affairs are our own affairs." As a result, the spirit of service and public responsibility of commune officials and civil servants has increasingly improved, contributing to the efficient resolution of issues, especially in administrative procedures, and receiving high levels of public support.

This provides a solid foundation for Phuoc Tra commune to effectively mobilize resources from the people through patriotic emulation movements, creating momentum to promote socio-economic development and ensure national defense and security.

To ensure the emulation movement continues to be effective, the People's Committee of the commune directs agencies, units, and villages to organize emulation campaigns closely aligned with political tasks and socio-economic development, national defense, and security targets for 2026. Specifically, the entire commune will focus on implementing 28 key targets simultaneously.

Specifically, the economic sector aims to achieve a 14.77% growth rate in production value. The socio-cultural sector strives to reduce the number of poor households by 24, eliminate 35 temporary houses; maintain the commune's national standard for healthcare; and ensure 100% of administrative procedures are processed on time. Regarding national defense and security, the commune aims to maintain its strong defense status and prevent drug-related problems.

Mr. Hoang Van Hung added that the locality focuses on training and developing the quality of its staff, including officials and civil servants, in line with their job positions. At the same time, it promotes comprehensive administrative reform, placing citizens and businesses at the center of its service delivery.

Through this, we aim to build a professional, honest, and modern administrative system in Phuoc Tra commune; using the satisfaction, time and cost savings, and convenience of citizens and businesses as a measure of the quality of public service.

“To create momentum for local economic growth, the People's Committee of the commune is focusing on decisively directing solutions to accelerate the progress of projects and works and disburse public investment capital, striving to achieve a 100% rate as directed by the Prime Minister. In particular, the responsibility of the head of each agency is emphasized in the implementation of public investment capital disbursement,” Mr. Hung said.
