Message from General Secretary and President To Lam to the 45th AIPA General Assembly

On the morning of October 19th, in Vientiane, Laos, the 45th AIPA General Assembly, themed "The Role of Parliaments in Enhancing ASEAN Connectivity and Inclusive Growth," officially opened with the participation of delegations from member parliaments/ national assemblies , observers, and development partners of AIPA.

On behalf of the Party, the State, and the people of Vietnam, General Secretary and President To Lam delivered a message to the 45th AIPA General Assembly.

Dear Mr. Saysomphone Phomvihane,
Chairman of the National Assembly of the Lao People's Democratic Republic,
Chairperson of the 45th ASEAN Inter-Parliamentary Assembly (AIPA-45).

On behalf of the Party, State, and people of Vietnam, I would like to extend my warmest greetings to Mr. President, the heads of delegations from member countries, and all delegates attending the 45th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-45) held in the beautiful and peaceful land of Champa.

For nearly 50 years, AIPA, in its role as a legislative and supervisory body, has made significant contributions to building a united and cohesive ASEAN Community, for peace, cooperation, and prosperous development, bringing benefits to all its people.

A progressive community will contribute to ensuring a favorable environment for the development of each member state, enhancing ASEAN's international standing, and affirming ASEAN's central role in regional integration, especially in the context of the rapidly changing and complex regional and global situation today.

ASEAN is currently entering a crucial phase in its Community-building process, with the basic completion of the ASEAN Community Vision 2025, paving the way for the transition to the ASEAN Community Vision 2045.

This is the time for us to take powerful steps towards a dynamic, resilient, innovative, and people-centered ASEAN.

In this process, AIPA plays a crucial role as a bridge between the people and the government; promoting legal harmonization; removing institutional barriers and creating a favorable environment for investment and business; building a rules-based regional order; leveraging the internal strengths of each member, maintaining unity and solidarity; increasing intra-bloc economic linkages and exchanges, leveraging external resources and taking advantage of the benefits of the 4.0 technological revolution for development; increasing competitiveness and effectively responding to non-traditional security challenges for the goal of sustainable and comprehensive development in Southeast Asia.

Accordingly, I highly appreciate the theme of this General Assembly, which aims to promote "The Role of Parliaments in Enhancing ASEAN Connectivity and Inclusive Growth".

I believe that it is necessary to continue strengthening the connection and mutual support between AIPA and ASEAN, in which ASEAN cooperation is an important foundation for promoting inter-parliamentary cooperation, while AIPA cooperation is a driving force and creates a favorable framework to effectively support state/government diplomacy between ASEAN member states as well as with ASEAN partners.

The Vietnamese National Assembly has participated, is participating, and will continue to participate in AIPA activities with a proactive, positive, and responsible spirit, contributing to building a united, strong, and prosperous ASEAN Community.

I am confident that under the chairmanship of the AIPA-45 President, with the close cooperation of the delegates and the thorough preparation of the host country's Parliament, AIPA-45 will certainly be a great success.
