According to the document signed by Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang, after assessing the feasibility, the Provincial People's Committee agreed on the cross-sectional plan of the Ring Road 4 - Ho Chi Minh City project, the section through Dong Nai in phase 1 is 22m. . The road has 4 expressway lanes, 2 continuous emergency stop lanes, the middle median strip (coincidental with the completion stage of the road), with collection roads arranged in residential areas.
Currently, for this project, Dong Nai has invested in building a section of about 6km long (road 10).
According to Director of the Department of Transport and Communications Le Quang Binh, in the past, when investing in Highway 10, the locality identified the same direction as Ring Road 4 - Ho Chi Minh City. Therefore, with the route about 6km long, the alignment option will take the "heart" of the route 10 for the ring road 4 - Ho Chi Minh City and not translate the route so that the route 10 will become a parallel road.
* Complete the project in 2027
In the document sent to the People's Committee of Ba Ria - Vung Tau province to agree on the scale and progress of the Ring Road 4 project - Ho Chi Minh City, the Provincial People's Committee agreed on the milestones of the project implementation.

Specifically, on the project implementation progress, the Provincial People's Committee agreed that the preparation, appraisal and approval of the pre-feasibility study report is expected to be completed in the fourth quarter of 2023. In addition, the work of compensation, resettlement support and construction of some ancillary items is expected to be completed in the second quarter of 2025. According to the Provincial People's Committee, the section of Ring Road 4 - Ho Chi Minh City in Binh Duong province (the section from Thu Bien bridge to the Saigon River in phase 1) has been approved for investment in the form of PPP. However, the project scope does not include Thu Bien bridge. While in the document No. 1263/TTg-CN dated September 29, 9 of the Prime Minister, the Thu Bien bridge category was assigned to the People's Committee of Binh Duong province to implement. Therefore, the Provincial People's Committee proposed the Binh Duong Provincial People's Committee to add the Thu Bien Bridge category to ensure connectivity for the whole project.
