Continuing the 5th Session, on the afternoon of June 22, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly voted to pass 2 Resolutions on the establishment of the National Assembly 's Thematic Supervision Delegation in 2024.

Supervision of real estate market management and social housing development

After listening to the Secretary General of the National Assembly, Chairman of the National Assembly Office Bui Van Cuong present the Report on receiving and explaining the opinions of National Assembly deputies on the two draft Resolutions on establishing the National Assembly's Thematic Supervision Team in 2024, the National Assembly voted to pass the Resolution on establishing the Thematic Supervision Team: "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; and "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023".

Specifically, the electronic voting results showed that 452 delegates voted in favor (accounting for 91.50% of the total number of National Assembly delegates) to pass the Resolution to establish a thematic supervision delegation "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023" headed by Permanent Vice Chairman of the National Assembly Tran Thanh Man.

This monitoring topic aims to evaluate the results achieved, limitations, difficulties, and obstacles; identify causes, clarify responsibilities of agencies, organizations, and individuals; draw lessons to improve the effectiveness of implementing policies and laws on real estate market management and social housing development.

At the same time, propose and recommend tasks and solutions to improve the effectiveness of implementing policies and laws on real estate market management and social housing development, and perfect related policies and laws, especially after the Law on Real Estate Business (amended), the Law on Housing (amended) and the Law on Land (amended) were passed by the 15th National Assembly at the 6th Session.

The scope of supervision is the implementation of policies and laws on real estate market management and social housing development from July 1, 2015 to December 31, 2023 nationwide.

The thematic supervision delegation "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023" is headed by Vice Chairman of the National Assembly Nguyen Duc Hai.

The resolution on the establishment of this Supervisory Delegation was approved by 469 National Assembly deputies participating in the vote, accounting for 94.94% of the total number of National Assembly deputies.

This monitoring topic aims to evaluate the results achieved, limitations, difficulties, and obstacles; identify causes, clarify the responsibilities of agencies, organizations, and individuals; draw lessons to improve the effectiveness of implementing the National Assembly's resolutions in similar cases; specific mechanisms, policies, and solutions to implement important national projects, and at the same time propose and recommend tasks and solutions in the coming time to successfully implement the socio-economic development goals for the 2021-2025 period.

The scope of supervision is the implementation of Resolution 43/2023/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program from the date of issuance of the Resolution to December 31, 2023 nationwide.

No requirement for National Assembly delegations to organize supervision

Previously, reporting on receiving and explaining the opinions of National Assembly deputies on the two draft resolutions to establish the National Assembly's Thematic Supervision Delegation in 2024, National Assembly Secretary General Bui Van Cuong said that some opinions suggested that in the provinces and cities where the National Assembly's Supervision Delegation planned to conduct direct supervision, the National Assembly Delegation should not organize supervision but send representatives to join the Supervision Delegation.

For other provinces and cities, the National Assembly Delegation organizes supervision and sends a report of the results to the National Assembly's Supervision Delegation.

Regarding this issue, the National Assembly Standing Committee said that from the experience of implementing supervision topics since the beginning of the 15th National Assembly term until now, to create conditions for National Assembly delegations, People's Councils, and Fatherland Fronts of localities to be proactive in building their own supervision plans.

At the same time, to avoid overlap and reduce the burden on localities, the National Assembly Standing Committee has agreed that, depending on the nature of each topic, localities will not organize supervision in parallel with the National Assembly's supervision delegation and the National Assembly Standing Committee. Therefore, the draft Resolution on establishing these two thematic supervision delegations does not require National Assembly delegations to organize supervision.

Previously, the National Assembly voted to approve the adjustment of the program of the 5th Session of the 15th National Assembly.

After listening to the report of the Secretary General of the National Assembly Bui Van Cuong on the adjustment of the program of the 5th Session, the National Assembly voted to approve the adjustment of the program of the session. The results of the electronic voting showed that 446 delegates voted in favor, accounting for 90.28%.

According to the approved program, on the afternoon of June 22, the National Assembly voted to approve the adjustment of the program of the 5th Session of the 15th National Assembly; Resolution on the establishment of 2 thematic supervision delegations of the National Assembly in 2024; Law amending and supplementing a number of articles of the Law on People's Public Security; and discussed in the hall the draft Law on Citizen Identification (amended).

Next, on June 23, the National Assembly will vote to pass the Law on Bidding (amended); vote to pass the Resolution on taking a vote of confidence, a vote of no confidence for people holding positions elected or approved by the National Assembly and People's Councils (amended); and at the same time discuss in the hall the draft Law on Real Estate Business (amended) and the draft Law on Management and Protection of National Defense Works and Military Zones.

The National Assembly held its last working day on June 24, voting to pass the Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Resolution on the results of thematic supervision of "Mobilization, management and use of resources for the prevention and control of the Covid-19 epidemic; implementation of policies and laws on grassroots health and preventive medicine"; At the same time, the National Assembly discussed in the hall the draft Law on Forces participating in protecting security and order at the grassroots level...

Also on June 24, the National Assembly will hold a separate meeting to discuss personnel matters. In the afternoon of the same day, the National Assembly will hold its closing session.

Before National Assembly Chairman Vuong Dinh Hue delivers the closing speech of the 5th Session, the National Assembly will vote to pass the Resolution on questions and answers; Resolution of the 5th Session, 15th National Assembly, which stipulates: Adjusting the investment policy for the Ka Pet reservoir project, Ham Thuan Nam district, Binh Thuan province; continuing to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022 and the policy of investing in additional charter capital for the Vietnam Bank for Agriculture and Rural Development.
