
According to Government Resolution 105/NQ-CP, which promulgates the Action Program to implement Conclusion No. 210-KL/TW dated November 12, 2025, of the 13th Central Committee of the Communist Party of Vietnam on continuing to build and improve the organizational structure of the political system in the coming period, Appendix II requires each province and city to have at least one specialized hospital, one geriatric hospital, or a general hospital with a geriatric department.
Specifically, for preventive health care institutions: Consolidate and enhance the capacity of provincial-level centers for disease control and prevention, ensuring sufficient capacity for surveillance, early warning, timely control of outbreaks, and proactive organization and implementation of disease prevention activities in the area.
For existing public hospitals (general and specialized): Maintain existing provincial-level public hospitals; promote privatization in areas where conditions permit.
Each province and city must have at least one specialized hospital, one geriatric hospital, or one general hospital with a geriatrics department.
For former district, town, and city-level health centers : Essentially, the existing district, town, and city-level health centers will be maintained, and these centers will be transformed into regional health centers, public service units directly under the provincial/city health departments after restructuring, to perform the functions, tasks, and powers as stipulated in Circular No. 32/2024/TT-BYT dated November 15, 2024, issued by the Minister of Health.
Based on a review and assessment of the scope and effectiveness of existing regional health centers, and in accordance with the healthcare needs of the local population, the director of the provincial/city health department shall advise on and develop a plan to submit to the Provincial/City People's Committee for decision to maintain all of them;
Alternatively, reorganize, merge, or dissolve some inefficient regional health centers, transferring functions and tasks related to disease prevention, population, and health education and communication to commune/ward health stations or special zones; transfer the function of medical examination and treatment to existing regional general hospitals or reorganize them into regional general hospitals to provide basic medical examination and treatment services to the people in inter-commune/ward areas.
For former district, town, and city general hospitals : Basically, maintain the existing district, town, and city general hospitals and transform them into regional general hospitals, which are public service units directly under the provincial/city health department after restructuring, to organize the provision of medical examination and treatment services to the people in inter-communal/ward areas regardless of administrative boundaries.
For commune and ward health stations : Follow the guidelines of the Ministry of Health, ensuring the provision of basic and essential services in disease prevention, primary healthcare, initial medical examination and treatment, and social care services for the people in the area.
